RPM Act Reintroduced for 2021—Act Now! Save Our Racecars! Our voices have been heard! After receiving more than one million letters from enthusiasts like you, the Recognizing the Protection of Motorsports Act (RPM Act) has been reintroduced in the U.S. House of Representatives in the 2021-2022 session of Congress! The RPM Act must be enacted into law to guarantee your right to modify street cars, trucks, and motorcycles into dedicated race vehicles, and ensure that industry can offer parts that enable racers to compete. Now is not the time to take our feet off the gas. Even if you’ve previously contacted your lawmakers about the RPM Act, we need your voice once again now that the bill has officially returned for consideration in 2021! Veterans plan Memorial Day motorcycle ride despite roadblock

Pentagon had blocked their permit request, but vets say they are going regardless This time, the event was nearly in jeopardy. Every May for more than 30 years, veterans from all over the country have made the trip to honor those gone and those still missing in action. “Not only continue the tradition of holding Congress and the government accountable for trying to find these over 82,000 missing veterans, but also for veteran suicide,” said organizer Tom McNamara with AMVETS. McNamara says they’re expecting roughly 100,000 veterans and they’d received nine out of the 10 permits needed to make the trip happen. But just recently, defense officials denied their application to use the Pentagon’s parking lot like they have for the last three decades. “Using our satellite views on how we’re going to stage motorcycles, and a month ago they came back and said, ‘No, we’re not gonna do it, and didn’t give us an answer as to why,’” McNamara said. Officials of the Pentagon later cited COVID safety concerns and left AMVETS scrambling for another plan. Now Rep. Brian Mast is involved and is accusing leaders of blocking the tradition. He sent a strongly-worded letter to Congress pushing them to reconsider. McNamara says — either way — the veterans are using their constitutional right to protest and will be coming to D.C. no matter what. “As our First Amendment right, these people are coming anyway, we’re going to be there anyway. The bill required new labeling at fuel pumps warning consumers to check their owner’s manual when using E-15 fuel. The MRF is supporting this same effort now. The Biden Administration is promoting the participation of Chinese President Xi Jinping in a White House climate summit at a time when Congress is considering whether or not to halt the import of solar panels from China for human rights reasons. “China’s Solar Dominance Presents Biden With an Ugly Dilemma,” read the headline of a New York Times article published yesterday. “President Biden’s vow to work with China on issues like climate change is clashing with his promise to defend human rights.” The U.S. State Department in January 2021 called the Chinese government treatment of the Uyghurs “genocide.” The State Department says one million Uyghurs have been forced into concentration camps in Xinjiang province, or forced to work in factories, including ones that make solar panels, one of the region’s largest industries. “Shinta energy, East Hope Group, and GCL Poly-Energy Holdings have all been linked to a state-run employment program that,” reported Bloomberg earlier this week, “at times amount to forced labor.” The Chinese Embassy in Washington called claims of forced labor in Xinjiang “a rumor created by a few anti-China media and organizations,” and insisted that all workers in Xinjiang freely enter into contracts without coercion. “There is no such thing as ‘forced labor,’” insisted an Embassy representative. But Secretary of State Antony Blinken doubled-down on the genocide label in a statement last week, saying that the Chinese government’s treatment of Uyghurs in Xinjiang constituted “an effort to commit genocide.” And the U.S., Canada, and the European Union have already already banned imports of cotton and tomatoes and, according to Bloomberg, “The substance needed for solar panels could be next.” For years, renewable

BIKERS INSIDE THE BELTWAY 2021 FLEXIBLE & MOVING FORWARD The pandemic and the events of January 6 brought changes to meetings with members of Congress and large gatherings. The MRF has restructured Bikers inside the Beltway to comply with pandemic mandates and directives for assemblies. The 2021 Bikers inside the Beltway will take place in Washington, D.C., May 18. “It is our right to address Congress” said MRF President Kirk Willard. “While attendees will need to take a flexible approach to scheduling meetings with their members of Congress, Bikers Inside the Beltway will take place as scheduled.” New security restrictions necessitate that visitors to Congress establish appointments before arriving in D.C. The MRF will provide members with contact information to begin the process of setting your D.C. agenda. Flexibility with appointments and expectations is a must. Some congressional offices will welcome in person meetings within the Capitol Complex. Other offices may seek meetings outside the official government buildings. Still others may only do a meeting over the phone or via zoom. Bikers inside the Beltway will be dual-faceted to accommodate in-person visits to Congress plus visits to local offices. To ensure that the mission of getting our message to Congress does not fail, here are a few items to consider: Once infrastructure funding legislation is assigned a Senate and House number, that information will be shared. Make your appointments locally or in Washington. Familiarize yourself with the briefing points. Confirm your appointment locally or in Washington. Virtual or in person, make notes on your meeting. Share your meeting notes with the MRF. Although bill numbers have not been assigned to the infrastructure funding legislation, Congress has classified it as a high priority. Res 255 the motorcyclists profiling resolution in the House of Representatives. This week we gained our 100th co-sponsor, which means that nearly 25% of the House of Representatives is now on the record standing with the motorcycle community. It’s an excellent time to take a look inside the numbers and talk about the diversity of U.S. Representatives that support us. We have bipartisan support with 59 Republicans and 41 Democrats on the resolution We have at least one member from 37 different states and American Samoa We have the Dean of the House, the longest-serving Congressman, Rep. Young (Alaska) and the second longest-serving member Rep. Sensenbrenner (Wisconsin) We have 12 Freshman Congressman We have the highest-ranking Republican on the Transportation Committee, Rep. Capitol Hill Update Full Court Press This week the MRF team in Washington met with 24 congressional offices to discuss motorcycle priorities with an emphasis on H. Res 255, the anti-motorcycle profiling resolution. The strategy to get this resolution passed is simple; we need to get as many co-sponsors added to the resolution as possible. A large number of co-sponsors demonstrates support for the resolution and helps let Congressional leaders know that there is broad political support for passing the resolution. Last year, the House version of this resolution had 39 cosponsors. This year our goal is to get that number above 60. Since the resolution was introduced six weeks ago, we have garnered 22 cosponsors including seven that were added just this week. The letters sent by MRF members and our meetings on Capitol Hill are helping build momentum, but we need to keep the pressure up. The DC team will continue to meet with congressional offices and Bikers Inside the Beltway is a great opportunity for motorcyclists to educate lawmakers about this issue. We are casting a wide net hoping to gain support from a variety of different states. Our meetings this week were with members of Congress from 21 different states. Currently, Illinois is leading the way with five co-sponsors on the resolution. We will keep you updated on our meetings and the growth of our co-sponsor list. Transportation Priorities Late last week, the House Transportation and Infrastructure Committee asked its members to submit a list of surface transportation priorities. This list will help guide the committee in building an agenda for hearings and legislation in the coming months. Congressman Troy Balderson (R-Ohio) submitted this request to the committee: “Direct NHTSA to reevaluate the federal definition of a motorcycle (the current definition of a motorcycle includes autocycles).”
