Supreme Court ruling that e-bikes designed to look and function more like mopeds or scooters do not meet the province’s definition of a motor-assisted cycle and therefore require a driver’s licence, registration and insurance. The case was brought forward by Ali Ghadban, who was issued a ticket in Surrey, B.C., in 2018 for riding his Motorino XMr without a driver’s licence and insurance. He said he wasn’t able to obtain them from the provincial insurer, ICBC. Two of the three Appeal Court justices assigned to the case agreed with the B.C. Supreme Court judge’s decision from May 2020 that found although the Motorino XMr is outfitted with pedals, limited power and a maximum speed of 32 km/h, it doesn’t qualify as a motor-assisted cycle because it’s not designed to be operated primarily by human power. At the heart of the issue are the XMr’s small pedals, which Court of Appeal Justice Harvey M. Groberman agreed would do little to propel the nearly 115-kilogram bike. Groberman said the XMr is designed to almost exclusively operate as a low-powered electric motorcycle, or as “a very heavy, impractical bicycle.” Although the XMr meets many of the technical requirements of a motor-assisted cycle as defined in B.C.’s Motor Vehicle Act, Groberman wrote, it doesn’t do so in practice. “If a piece of legislation defines ‘cat’ as ‘a small four-legged furry mammal that purrs,’ we would not expect that definition to include a dog fitted with a loudspeaker that plays a purring sound,” he said. Affordable, environmentally friendly Lawyer Dan Griffiths, who represented Ghadban in the case, said his client is a man of modest financial means who relied on the bike to get around. “He was excited to find a transportation option which was affordable and which also had the added benefit of being environmentally friendly as well,” Griffiths said. Ghadban, 35, does building maintenance for homeless shelters on the Downtown Eastside, Griffiths said, and has never had a driver’s licence. His client intends to take the case to the Supreme Court of Canada. But Erin O’Mellin, executive director of cycling advocacy group HUB, said the decision is a step in the right direction. O’Mellin said there’s a lot more danger associated with electric scooters than actual bicycles, regular or electric — especially if they’re sharing infrastructure such as bike lanes. “[Electric scooters] are much heavier and they move at a much faster speed, so the consequence of a collision with this kind of scooter and someone on a regular bicycle would be much more dramatic,” she said. Outdated laws B.C.’s Motor Vehicle Act hasn’t been updated in 50 years, O’Mellin said, and it doesn’t deal with all of the the new electric mobility devices that have come onto the consumer market in that time, including electric standup scooters and skateboards. She said it’s important that devices such as e-scooters be included so that drivers are aware of their responsibilities. “If you have a larger, faster-moving vehicle, there’s more onus on you to have training to make sure that those roads are safe for all users,” O’Mellin said. In a written statement, the Ministry of Public Safety said the province and the provincial insurer, ICBC, “are examining impacts with respect to products now confirmed by the courts to be non-compliant to operate on public highways, such as the Motorino XMr.” After the B.C. Supreme Court decision in May, ICBC made a few subtle changes to its webpage on motor-assisted cycles. The latest version no longer includes an image of what looks like an electric scooter alongside an e-bike under the subheadings “electric bikes” and “motor assisted cycles.” Thousands of customers Steve Miloshev, owner of the Motorino store in Vancouver, said the decision is disappointing because so many of his clients rely on e-scooters for transportation — especially during the COVID-19 pandemic, when many people want to avoid public transit. “I am upset for the thousands of our customers who have invested thousands of dollars in their clean transportation,” he said in an email to CBC News. Miloshev said he believes his scooters and the customers who use them have been unfairly targeted, compared with devices such as electric standup scooters. However, those scooters were never legal on B.C. roads. Miloshev said he intends to focus his business on the “countless” new technologies that are available. “As a company that pioneered light electric transportation in Canada, we are very optimistic in the evolution of environmental and practical solutions for transportation,” he said.

Riding a powerful and dangerous machine is, let’s face it, in many ways a young person’s game. That, along with the fact that bikes are generally more attainable than cars and are relatively easy to store, makes them very popular among millennials.

Yet misconceptions about young motorcycle collectors persist. As a millennial collector myself, I’ve heard them all: Younger buyers only want an easy electric-start bike. They only want Japanese bikes—the Honda RC30s, Suzuki RG500s and GSXR-750s, and Yamaha FZR750Rs of the world. Turns out, that’s all wrong.

More than one in three millennial motorcycle collectors calling Hagerty for an insurance quote (37 percent) are inquiring about a Harley-Davidson. That makes it the most popular marque for millennials, ahead of Honda. No other brand comes close. Not only that, millennials generally pay more for a given vintage than older collectors.

Motorcycle quote data generally show a lower correlation between the age of the collector and the age of what they’re buying than we see in the car world. A millennial motorcycle collector, for instance, is nearly twice as likely to be interested in a 1940s motorcycle than a millennial car collector is in a 1940s car. The opposite is also true: Pre-boomers are far more interested in recent motorcycles than they are newer classic cars.

A big factor here is price. As I’ve noted previously over at Insider, the cost of entry is much lower for collectible motorcycles than for cars—the 15 most expensive motorcycles ever sold at auction are worth less, combined, than the single most expensive car. That means even a cash-strapped young enthusiast can afford to broaden their taste.

What we have then, is a relatively even playing field in which older and younger motorcycle collectors seem to be interested in largely the same eras. And everybody it seems, still loves Harleys.

Kawasaki Ninja: The 650r, which is also called the EX-6 or ER-6f has been one of the premier models made by Kawasaki since 2006. It is middleweight, with parallel twin engines, and it is a street-oriented sport bike. Notably, Kawasaki has dropped some weight from its prior models for better handling and added some comfort to the riding experience. The tech on this bike is great as well, and makes for a commuter/sport hybrid masterpiece.

Harley-Davidson Fat Boy 30th Anniversary: We’re big fans of all Harley motorcycles, but we had to throw it back to their anniversary classic for our 2020 pick. With a limited run of 2,500 units, these aren’t extremely common, but will certainly provide you a unique experience based on its sturdy frame, classic black-on-black accents, and the monster Milwaukee-Eight 114 engine.

Triumph Street Triple: Triumph’s Street Triple is in its 13th year of production, and the RS, S, and R models are all fantastic models in 2020. There are very few sub 1000cc naked bikes with this much peak torque at such a quality build. When put simply, any of these bikes are going to keep your rides exciting for as long as you own the machine.

Honda Africa Twin: Another classic that saw its production take a step forward in 2020 is the dual-sport African Twin. Having added extra power to match the demand from its riders, the larger engine makes this motorcycle a force to be reckoned with. On top of the additional horses, Honda checked all the boxes for overall improvement: it’s lighter, sleeker, and has more gadgetry than its prior models, which were already great bikes. We highly recommend looking into the updated 2020 Twin.

KTM Adventure: This motorcycle lives up to its name- the 2020 Adventure is about as good of a middleweight available for people who love to test the limits of their skills. That said, it’s still a very accessible bike for riders of all skills, experience, and sizes. There are two different models (the standard and the R), which are different in their suspension and travel settings. Both models share a 799cc LC8c motor, and we hope you put this beast to good work.

Indian Scout Bobber: One of many viable Scout builds in 2020, the Bobber is a variant of their sport cruiser, focusing on style and comfort. It still is sport bike, so you have to be used to its thin saddle, but otherwise the stance makes the ride effortless. This leads to great ergonomics for both city riding and open road cruising. Indian worked hard to improve their safety and handling features with better handling and flat-track tires, too. Indian, their Scout line, and the Bobber are very impressive in 2020.

Ducati Monster Series: One of the most recognizable names in the industry by both brand and model, the Ducati Monster is just that. There are a number of different performance models in the Monster line, but the 797 version is our recommended choice because it provides versatility and an entry to the Ducati family that will make any rider feel at home. Even as the base model for the line, it has an 803cc engine that will make sure you can feel it in your bones when you put the Monster in gear.

BMW F850GS: Another classic brand known for Adventure lines, you are certainly in for a robust riding experience with this bike. Its engine is a powerful 2 cylinder in-line with a 90 degree cranking and 270/450 degree ignition spacing. The frame has been revamped to be more rigid and responsive, and the sharper, more ‘masculine’ design allows for better ergonomic performance. Already a staple brand and design, the 2020 F850GS has stepped its game up.

Harley-Davidson Soft-Tail Standard: This is a bike made for customization and performance in every build. The Day Tripper, Coastal Kit, Touring, and Performance Packages all are affordable and every bit the Harley mods you would come to expect. A Milwaukee Eight 107 Engine and black-on-black frame are signature for Harley and their customizable platform, and the gadgetry goes above and beyond expectation.

Triumph Tiger 900: Not just on this list for its fantastic name, the Tiger 900 is a distinct blend of modern engineering and classic road-focused motorcycles. Its performance boost vs. the 800 and other Triumph Tiger builds comes from its 900cc triple engine to provide maximum power and torque. Additionally, an updated chassis leads to agility that has not been seen in a Triumph Adventure bike.

Bridging the Gap

Last weekend members of the Motorcycle Riders Foundation (MRF) attended a meeting of the National Council of Clubs in Gulfport, Mississippi. The MRF was invited to the event, entitled “Bridging the Gap,” to discuss opportunities for the motorcycle club community to work in partnership with the MRF on national legislation. The MRF gave two presentations, the first on our 2021 legislative agenda and the second on the outlook for motorcycling going forward.

The MRF was represented by Kirk “Hardtail” Willard (MRF President), Jay Jackson (MRF Vice President), Fred Harrell (Director of Conference & Events), Todd Riba (MRF Members Representative), Russell Radke (Director of Sustaining Member Motorcycle Clubs) and Rocky Fox (Government Relations). The weekend in Gulfport was the culmination of years of work by the MRF and clubs to find common ground on issues of importance to all motorcyclists. Specifically, Russell Radke should be applauded for his efforts to help foster lines of communication and collaboration between clubs and independents. Russell has spent countless hours spreading the word about the MRF and this weekend was a product of his hard work.

Thank you to the National Council of Clubs for the invitation to Gulfport and thank you to all those who fight for bikers’ rights nationwide.

Helping in the States

As State Capitols around the country become busy with legislative activity numerous motorcycle specific bills are being considered. Recently ABATE of Maryland reached out to the MRF seeking testimony in support of a new helmet choice bill introduced in the Maryland State Senate.

The MRF submitted both written testimony and testified via Zoom in support of SB 712 – Vehicle Laws – Protective Headgear Requirement for Motorcycle Riders- Exception. MRF Vice President Jay Jackson spent Tuesday afternoon testifying before the Judicial Proceedings Committee.

We know that many other state motorcyclists’ rights organizations are addressing issues of importance in their state capitals. Whether it be another helmet law, as Nebraska is focused on or changes to ethanol as our friends in Iowa and Indiana are addressing, we at the MRF are committed to supporting the work at the state level. Everyday is a miracle. I wake up saying, “Today is going to be amazing.”

Last week I receive a fortune cookie and the message said, “You will receive a surprise very soon.” It didn’t lie. I read something recently about being lucky. Some 40 years ago I walked into a Chinese Restaurant in Calabasas, had lunch and received a fortune cookie. I cracked that puppy and read the message. It said, “You will be Lucky for Life!” I have been.

Luck is not a myth. It’s a mindset. If you feel lucky, you are positive luck will come your way, so you look for it, you foster it, you follow up on it, and you have a blast.

If you feel unlucky, you’re not looking for shit. So, what do you get? You got it. Let’s hit the news. It’s going to be a lucky day.

It may be called Pan America, but Harley-Davidson’s biggest gamble in years requires a global reach to work. And we’re not talking from the sales perspective only, but from the partner companies’ point of view as well.

Harley pulled the wraps off Pan America at the beginning of the week and announced it would be supporting the upcoming launch with a long list of home-brewed parts and accessories. It also secured the involvement of foreign companies, who were quick to jump on this new and shiny two-wheeled train.

European apparel specialist REV’IT is one of them, and it will be making gear for Pan America riders, ranging from jackets and pants all the way to gloves and helmets. For all intents and purposes, they complement the other side of the coin, covered by Harley itself with the launch of luggage sets and accessories.

“REV’IT! shares Harley-Davidson’s values in creating protective motorcycle gear that delivers functionality with refined style. Successful adventure touring gear delivers on providing protection, mobility, visibility, four-season versatility and storage, and this new gear was designed based on extensive REV’IT rider feedback and experience,” the company said in a statement.

The REV’IT offer comprises two types of jackets and pants and two types of helmets. There are also boots and gloves on the table from the European supplier. Sadly, you will find no reference on pricing yet, as this piece of information was not released.

The Harley-Davidson Pan America comes in two variants, 1250 and 1250 Special, both powered by the same 1,250cc engine from the Revolution Max family. The engine is rated at a maximum output of 150 hp, and that’s pretty good for motorcycles that tip the scales at 534 lbs (242 kg) and 559 lbs (254 kg), respectively.

Last week’s announcement of the Buell Motorcycles revival caused a lot of emotion. Although mostly out from the public eye for quite some time now, the name is still entrenched enough in the public consciousness to hint that, had it not been for Harley-Davidson’s poor choices a decade ago, would have been a big player in the industry by now.

The revival of the moniker is fueled by the company holding control over it, Liquid Asset Partners (LAP). The comeback was announced by LAP’s Bill Melvin, who hinted at the revival and a flood of no fewer than ten models over the next three years. Those are said to range from dirt to touring bikes, and from dual-sport to cruisers. There’s possibly even an electric two-wheeler in the cards.

The official announcement left out any indication of Buell’s founder, Erik Buell, being involved in this. That led to speculation in some circles that the former Harley-Davidson employee might have a role to play. He doesn’t, of course, and made that perfectly clear in an email sent over to Road Racing World.

Buell Motorcycles was born in 1983 in Michigan, and by the 1990s, it was already beginning to become part of Harley-Davidson. As usual, the Milwaukee monster messed up a lot over the following decade, and in 2009 it killed Buell as a brand. Erik calls this outcome the result of unwise choices made by Harley’s executives.

Having lost Buell, the man moved on to create Erik Buell Racing, but for various reasons, that business failed too, and it eventually crossed over to LAP.

Presently, Erik Buell is involved in a company called FUELL, in the business of making electric “urban mobility solution for cities.” He says he has nothing to do with LAP’s announcement and is no longer involved with neither EBR nor Buell Motorcycles.
