Malta to ban rented e-scooters from March

The decision had been taken because of “intolerable abuse,” Transport Minister Aaron Farrugia said. A surprise announcement on Friday mentioned the cause as inconvenience to pedestrians. The violations are so many, doubling the number of enforcement officers overnight would not have solved the issue as per the minister.

It is understood, private e-scooters will still be allowed, with incentives introduced to encourage people to buy their own.

This decision makes Malta the first European country to ban rental scooters, although the French capital Paris took a similar decision after holding a referendum.

Government earlier this year stated it will consider designated parking zones for the 5,000 scooters on the island, before banning them outright.

Harley-Davidson X 500 model specs for USA

Qianjiang-Produced Harley-Davidson X 500 is expected to be available in USA from 2024.

US-specific owners manual has been published by Harley-Daivdson. The X 500 was announced for the Chinese market in April, and later for Australia and New Zealand, but the newly published owner’s manual assures a U.S. launch.

There are distinct changes compared to the 2023 owner’s manual, adding information specific to the American market such as a U.S. vehicle identification number (VIN). The manual’s VIN breakdown specifically details the codes for models manufactured by Qianjiang in China for export to the United States.

Warranty information and a clause marked as “Other Limitations” included six items in 2023 manual but for year 2024 manual there is an addition of a seventh item. This addition states United States customers are not allowed particular modifications that are not approved by the U.S. Environmental Protection Agency or the California Air Resources Board. A definition of tampering with noise control or exhaust emissions control systems is mentioned. These were absent for the manual meant for Chinese market.

X 500 is the second model to be produced under the partnership between Harley-Davidson and Qianjiang, following the X 350. The smaller engine model was not intended for US market as per Q1 2023 report, though X350RA variant to be used by Harley-Davidson’s Riding Academy.

It is expected the people and dealerships (and media) will react fast & furiously to a Made-in-China Harley-Davidson being sold in USA.

We can expect the same liquid-cooled 500cc Parallel-Twin engine, claiming 47 hp at 8,500 rpm and 33 lb-ft. at 5,000 rpm. The claimed wet weight remains 456 pounds, and the fuel economy is unchanged, still claiming 49 mpg. Valve inspections are scheduled for every 15,500 miles.

NRSA To Introduce Mobile Application For Road Safety Enforcement

The National Road Safety Authority (NRSA) is developing a mobile application to improve road safety across the country.

Known as the Public Eye Enforcement Programme (PEEP), the mobile application will empower anyone with a smart phone to record road traffic violations and forward to the Authority for the prosecution of offenders.

The Board Chairman of the NRSA, Jeremaine Nkrumah, made this known when he led a team of officials from the Authority to commend the Greater Accra Regional Minister, Henry Quartey, for his leadership and determination in championing road safety in the region.

Their visit was also to recognise the minister for his productive collaboration with stakeholders in managing the operations of motorcycles and tricycles on major roads as well as bringing some sanity to the Madina Zongo Junction within the La Nkwatanang Madina Municipality. A citation was presented to the Regional Minister.

PEEP mobile application

Touching on the mobile application, Mr Nkrumah said it would be piloted in the Greater Accra, Eastern and the Ashanti regions immediately after the new legislative Instrument, drafted by the Authority is approved by Parliament.

“We are currently developing a website and mobile application and we are going to take advantage of the constitution aspect of citizens’ arrests and empower anybody who owns a mobile device to be able to record,” Mr Nkrumah noted.

He added that the sender of a video which led to prosecution would be rewarded.

“If a person sends in a video and the video leads to prosecution, the mobile number of the sender if registered with the mobile money, will get a percentage of the fine,” he said.

Mr Nkrumah explained that statistics have shown an increase in the number of vehicles registered as compared to expansion works on roads across the country.

“What is scary in statistics is that for a country of 9,200 square miles and road network of 78,000 square kilometres, roads do not expand as rapidly as the number of vehicles added onto the industry every day,” he said.

He added that 16,000 new vehicles were registered every month, accounting for over 500 vehicles every day into the system.

Tricycle directive

For his part, Mr Quartey thanked the Authority for the recognition and appealed to the officials to support the Greater Accra Regional Coordinating Council (GA-RCC) to revisit the implementation of restrictions on tricycles on the Tema highway.

“We had a meeting with the Police Regional Command and we want to revisit the directive. We believe three months’ moratorium is enough.

So I crave your indulgence to avail yourself as quickly as possible for us to move into action, possibly we can do this after the Easter festivities. The RCC has donated a pickup truck and two motorbikes to the Greater Accra Police Command to be used to patrol the stretch of the motorway,” he added

He, however, appealed to corporate bodies and stakeholders to support the activities of the RCC in ensuring safety in the region.

“Operation Clean Your Frontage is also in play. We have had four months of sensitisation, which is enough moratorium. After the Easter holidays, all assemblies in the Greater Accra Region will go into full force to ensure the implementation of the Operation Clean Your Frontage by-law,” he added.

Red Cross Philippines vows faster, more effective response with motorcycles

The Philippine Red Cross vowed on Saturday, Dec. 11, to provide a more effective humanitarian response now that it is more equipped after receiving motorcycles donated by Honda Philippines Inc.

PRC Chairman and Chief Executive Officer (CEO) Sen. Richard Gordon gave this assurance to the public during the ceremonial distribution of Honda motorcycle units to local Red Cross chapters in North Luzon, Central Luzon, South Luzon, Bicol, Visayas, and Mindanao clusters.

Gordon expressed his gratitude to Honda Philippines Inc. President Susumu Mitsuishi for the carmaker’s turnover of 104 motorcycles, complete with insulated top box.

“These motorcycles will level-up the capacity of PRC’s fleet for responding to emergencies. The PRC is now more equipped to provide speedy and effective responses during disasters, public health crises, and other situations that require humanitarian aid,” Gordon said.

Gordon also thanked respected automotive industry parts supplier Eddie Jose as he assured the group of the PRC’s commitment to use the assets to protect the public’s well-being, health, and to save lives.

“Each PRC chapter will use these new motorcycles to ensure faster and easier access to blood, saliva RT-PCR testing, and soon, even first aid assistance. These motorcycles will enable PRC volunteers and staff to quickly reach areas that would be inaccessible to larger vehicles.” Gordon said.

He also reiterated that PRC personnel assigned to use the motorcycles will undergo a series of safety trainings that will enable them to properly handle and operate the units safely especially during high-stress, high-pressure situations.

“The humanitarian situations faced by PRC riders will range from the routine to the extreme. This makes it a priority for us to train volunteers and staff on the safe and proper handling of these vehicles especially during high-stress incidents. We are a staunch advocate of road safety and I want our volunteers and staff to achieve a high level of skill and safety in their use of these motorcycles,” he said.

The initial phase of the training is composed of three hours of classroom lectures and three hours of practical motorcycle handling. Further training will be given as needed to the PRC staff and volunteers.

Originally, the Women’s Royal Naval Service (WRNS) was formed in 1917, during WW-I.

Riding on narrow British roads in all weather conditions can be a dangerous enough occupation. Doing so around the clock during WW-II with the German Blitz going on around you required steel nerves.

The bikes used were mostly small, single-cylinder affairs, built specifically for military use.

Kanopolis City, Kansas Ordinance for Off-Road Motorcycles

ORDINANCE NO. 2021-O-02

AN ORDINANCE AUTHORIZING THE USE OF OFF-ROAD MOTORCYCLES (ALSO KNOWN AS ‘DIRT BIKES’) ON THE STREETS OF KANOPOLIS, KANSAS, AND PROVIDING FOR PENALTIES FOR VIOLATION OF THE SAME.

BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF KANOPOLIS, ELLSWORTH COUNTY, KANSAS:
The purpose of this Ordinance is to protect the health, safety, property and well-being of the citizens of Kanopolis by regulating the use of off-road motorcycles in the city which may endanger the safety of persons driving, bicycling or walking on the roads, the safety of motorists, cyclists or pedestrians, the safety of its operators, and which may disturb the use and enjoyment of land. This section shall apply throughout the city, both on and off streets and highways and on all public and private land.

• Sec. 1. – Definition.
The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Off-road motorcycle or dirt bike means any motorized nonhighway vehicle traveling on two tires, and having a seat designed to be straddled by the operator, and/or any motorcycle licensed for highway travel being utilized off of a street, roadway or improved surface.

• Sec. 2. – Unsafe use of off-road motorcycles prohibited.
The following practices constitute unsafe use of off-road motorcycles in the city:
(1) Use of an off-road motorcycle one-half hour after sunset to one-half hour before sunrise without headlights and rear lights installed and illuminated.
(2) Use of an off-road motorcycle without a rearview mirror.
(3) Use of an off-road motorcycle without a warning device such as a horn.
(4) Use of an off-road motorcycle with more than one person on the seat, unless the seat has been specifically designed by the manufacturer to hold more than one person. In no case shall there be more passengers than the off-road motorcycle is designed to carry.
(5) Use of an off-road motorcycle without the driver and passengers wearing protective headgear. The headgear must conform with minimum standards of construction and performance as proscribed by the National Standards Institute specification Z90.1 or by the federal motor vehicle safety standard no. 218.
(6) Use of an off-road motorcycle by a driver under the age of 14.
(7) Operating an off-road motorcycle that is not equipped at all times with an effective and suitable muffling device on its engine to effectively deaden or muffle the noise of the exhaust. Each off-road motorcycle must meet noise emission standards of the United States Environmental Protection Agency and in no case exceed 82 decibels of sound pressure level at 50 feet on the “A” scale as measured by the SAE standards.
(8) Operating an off-road motorcycle that is not equipped at all times with a working spark arrester.
(9) Operation of off-road motorcycle at speeds greater than reasonable and prudent for the existing conditions.
(10) Operating an off-road motorcycle in violation of ordinances or regulations applicable to motor vehicles, except as expressively permitted by the article, or in reckless manner in such a way as to recklessly create a substantial risk of serious bodily injury to another person.
(11) Operating an off-road motorcycle in a manner so as to endanger any person or property.
(12) Operating an off-road motorcycle in such a manner as to create an excessive amount or introduction into the air of dust, dirt or other particulate or substance.
(13) Operating an off-road motorcycle in any manner that would harass game or domestic animals.
(14) The operation of an off-road motorcycle by a child under the age of 18 without the immediate and visual supervision of an adult.

• Sec. 3. – Restricted operation of off-road motorcycles.
Except as this Ordinance specifically permits and authorizes, no person shall operate a dirt bike or other off-road motorcycle vehicle within the city limits:
(1) On the portion of any right-of-way of any public highway, street, road, trail or alley used for motor vehicle travel, unless the motorcycle is fully licensed for highway use.
(2) On a public sidewalk provided for pedestrian travel.
(3) On private property of another without the specific expressed permission of the owner or person in control of the property.
(4) On any property owned by the City of Kanopolis or on any other public property, including parks and recreational areas, except by special event issued permit.
(5) Within 100 feet of any school, park, pedestrian, utility work, or construction area where the operation would conflict with use or endanger other persons or property.
(6). In or on a railroad right-of-way

• Sec. 4. – Responsibilities of parents and landowners.
(a) Parents and responsible adults. It shall be a violation of this division for any parent, guardian, or adult with supervisory responsibility to permit a child less than 18 years of age to operate an off-road motorcycle in a manner prohibited by this Ordinance.
(b) Landowners. It shall be a violation of this division for any landowner or rightful possessor of real property to suffer or permit the operation of off-road motorcycles on property that they own or possess as prohibited or in a manner prohibited by this ordinance.

• Sec. 5. – Violations and penalties.
(a) Upon a first conviction for a violation of sections 2 and 3, the court shall assess a fine of no less than $50.00. Upon a second conviction, the court shall issue a fine of no less than $200.00. Upon a third or subsequent conviction, the court shall issue a fine of no less than $350.00. No prior conviction shall be considered in determining the penalty to be assessed if 24 months have elapsed between the date of the violation and the date of the conviction next immediately preceding the sentencing date.
(b) No person shall be eligible for a parole, suspension or reduction of any part of a fine except that portion of any fine or combination of fines that exceeds $200.00 assessed from the same set of operative facts may be suspended for 12 months on the condition the violator have no further violations of the ordinance during that period.
(c) Each occurrence of a violation constitutes a separate offense and shall be punishable as such hereunder.

• Sec. 6. Standard Traffic Ordinance. A person operating an off-road motorcycle within the corporate limits of the City shall be required to follow all rules and regulations as set forth in the “Standard Traffic Ordinance for Kansas Cities” as prepared and published in book form by the League of Kansas Municipalities, Topeka, Kansas, as adopted by the governing body.

• Sec. 7. – Enforcement.
This division shall be enforced by the city police department.

In 1917 Henderson Motorcycle breaks Indian Twin Motorcycle record

The Henderson Motorcycle travelled from Los Angeles to New York City.

The Henderson suffered just one flat tire, went through three sets of Champion spark plugs and used three Duckworth chains.

On August 26, in 1917, Alan Bedell left Los Angeles, California on his Henderson motorcycle arriving in New York City (3,296 miles) in seven days, sixteen hours and fifteen minutes later, breaking the record set by “Cannonball” Baker on an Indian Twin.
