Another Victory in Kansas as Governor Signs into Law Bill to Ease Titling Procedures for Antique Vehicles—Congratulations! Another win in Kansas! Governor Laura Kelly signed into law SAN-supported legislation (H.B. 2595) to allow vehicles registered as “Antique” which are 60 years old or older the ability to forego a VIN inspection when applying for a title. The new law expands vehicles eligible for certain titling procedures by allowing Antique vehicles that are at least 60 years old needing only a bill of sale as proof of ownership and an application when applying for a title. Prior to the new law, only antique vehicles with a model year of 1950 or earlier could forego the VIN inspection when applying for a title. Additionally, the new law recognizes that the collection and restoration of historic and classic cars is an important part of preserving the technological achievements and cultural heritage of the United States. It was no longer about food and parties. It was all about survival. Every Monday morning the staff met to discuss how to get through the next week. More and more young loners came to the Cantina to help or hide out. Walker’s Café on Pt. Fermin closed after almost 70 years as a coastal biker hangout. Between break-ins and anti-fossil fuel zealots Bikers were no longer allowed to ride along the scenic winding coast. Brothers who needed cash sold extra parts in a small swap area in the Cantina garages. Recognizing the Protection of Motorsports Act of 2021

This week Senators Richard Burr (R-NC), Jon Tester (D-MT), Mark Kelly (D-AZ), Joni Ernst (R-IA), Thom Tillis (R-NC), and Joe Manchin (D-WV) reintroduced the Recognizing the Protection of Motorsports (RPM) Act of 2021. The bill, S. 2736, ensures that racing enthusiasts continue to have the ability to convert motor vehicles into vehicles used solely for competition. This bill also clarifies that it is legal under federal law to manufacture, sell, distribute, and install race parts that modify the emissions system of a motor vehicle that is used solely for racing. The bill is in response to actions taken by the EPA in 2015. At that time, the EPA issued a proposed regulation that would prohibit the conversion of emissions-certified motor vehicles into vehicles used in motorsports competitions. The 2015 proposed regulation also prevented the sale or use of emissions-related race parts for those modified vehicles. An important component of S. 2736 is that it helps protect the aftermarket parts industry. A robust and thriving aftermarket parts industry is vital to the motorcyclist community. The Motorcycle Riders Foundation is part of a broad collaboration of groups working together in D.C. on this topic. As you may remember, earlier this year the House of Representatives introduced a similar bill, H.R. 3281, that now has 101 cosponsors. Pre-Owned Harley-Davidsons Get New Home on Company’s Website

The H-D website has the new brand announcement at https://www.harley-davidson.com/us/en/marketplace.html by Daniel Patrascu from https://www.autoevolution.com If you’re in the market for a pre-owned Harley-Davidson, then you have a major problem: there are to many places to look for one, and that can make the search a bit disconcerting. Now, in a bid to make things easier, Harley-Davidson itself may end up complicating things some more with the launch of its own dedicated marketplace. Called H-D1, the virtual showroom will host both certified pre-owned (Harley got into this game this April) and other used bikes wearing the Milwaukee company’s logos. The company promises “the most comprehensive opportunity to search, experience, sell and purchase pre-owned Harley-Davidson motorcycles across North America. “ The service will first be available to buyers and sellers in the United States and will include the “entire selection of pre-owned Harley-Davidson motorcycles from our participating dealer network, that will be available for our customers to browse and customize online.” As announced back in April, to be eligible for the certified pre-owned motorcycle program a bike has to be no more than five model years old, read less than 25,000 miles (40,200 km) on the odometer, and come with no aftermarket modifications to the engine, transmission, chassis, or electrical system. All bikes sold through this program are subjected to a “110-point quality-assurance inspection,” and recalls or a blocked VIN status verification. When sold, bikes will go with a one-year warranty (with a $50 deductible charge per claim) for the engine and transmission, and a free one-year membership in the Harley Owners Group (HOG).
