Oregon governor blocks motorcycle ‘lane splitting’ bill

by Sara Cline from https://www.sfgate.com Earlier this month, Oregon lawmakers passed a bill that would allow motorcyclists to drive between slow or stopped traffic. However, despite bipartisan approval and hundreds of letters of written testimony — overwhelmingly in favor of the “lane splitting” legislation — Gov. Kate Brown this week vetoed the measure, citing public safety concerns. “I have several concerns with the bill as currently drafted, particularly related to public safety and noncompliance,” Brown said in a Wednesday letter to the state Senate president and House speaker, which was obtained by Oregon Public Broadcasting. Senate Bill 574 would have permitted motorcyclists to drive between lanes, on multilane highways, when traffic slowed to 10 mph (16 kph) or less — also known as “lane splitting” or “lane filtering.” In this situation, motorcyclists riding between cars could travel no more than 10 mph faster than the flow of traffic. States like California and Utah have enacted similar laws. While this idea concerned some drivers, motorcyclists argued lane splitting actually improves safety. “Perhaps one of the more dangerous situations for any on-highway motorcyclist is being caught in congested traffic, where stop-and-go vehicles, distracted and inattentive vehicle operators and environmental conditions pose an increased risk of physical contact with another vehicle or hazard,” Nicholas Haris, a representative for the American Motorcyclist Association, said in written testimony. “Even minor contact under such conditions can be disastrous for motorcyclists.” According to the Oregon Department of Transportation, in 2018, the most recent data available, there were 78 deadly motorcycle crashes in the state. “I have witnessed — during rolling traffic slowdowns on the Southern California freeway — motorcyclists cautiously, slowly and effectively moving through traffic and eliminating themselves from the traffic backup,” Kate Stoller, an Oregon motorcyclist, said in written testimony. Missouri motorcycle helmet law repeal has governor’s support, but it’s a small part of a larger bill

by Ashley Byrd from https://www.missourinet.com One of the proposed laws tucked into a massive state transportation bill would allow motorcyclists to drive without helmets, but they must be at least 26 years old and have medical insurance and proof of financial responsibility. Representative Jared Taylor of Republic in southwest Missouri says the governor promised he’d sign it, but Parson’s spokeswoman says while he has “indicated he is supportive of this issue, but like always, there will be a thorough bill review to see what else is in the bill.’ Democrat from St. Louis, Rep. Gina Mitten opposed this part of the bill on the House floor. None of my constituents probably care a bit about the myriad of other things in this bill, except for the helmet law,” she told colleagues. “I don’t know about the other folks in this room, but I got a ton of emails over the past few days saying, ‘Do not do this.’” Mitten says there is a financial cost to citizens for this proposed law. “You get a traffic ticket, you’re going to pay money to the Brain Injury Fund. That’s basically money for motorcyclists who get brain injuries because they are not wearing helmets or they do stupid things.” Supporters of helmet repeal want the freedom to ride without a helmet.

Legislature passes “autocycle” bill, creates new fee for three-wheelers

MADISON, Wis. (AP) – The state Assembly has signed off on a bill that would define autocycles in state law and establish registration fees for the vehicles. Autocycles are three-wheeled vehicles that can seat one or two people. The Republican-authored bill would define an autocycle as a vehicle with three wheels in contact with the ground, seating that doesn’t require straddling and a steering wheel. The bill would establish a $45 annual registration fee and allow anyone with a regular driver’s license to operate one. The Assembly approved the bill unanimously Tuesday. The Senate passed the measure in October. The measure goes next to Democratic Gov. Tony Evers, who can sign it into law or veto it. The governor’s spokeswoman, Melissa Baldauff, didn’t immediately respond to an email asking if Evers supports the bill.
