This is one of those days. I’m scrambling to the Badlands, but I’m sure you run into similar action-planning maladies. As soon as you decide to hit the road, the water heater craps out, the dog dies, the cat has kittens, and a family member gets arrested. Hang on.

And don’t forget the over-flowing toilet. But what the hell, adventures can’t wait. My 2014 Indian ridden by Rich Worley, of American Biker, of Charleston, SC is already in Kansas City and closing in on the Badlands.

BIKERNET GUN NUT REPORT– California Legislature on Summer Recess

The California Legislature is now on summer recess. They will be returning on Monday, August 17. Below is the status of the pro- and anti-gun/hunting bills left alive for 2015.

Anti-Gun/Hunting Bills

Senate Bill 347 is currently in the Assembly Committee on Appropriations. SB 347, introduced by anti-gun Senator Hannah-Beth Jackson, would add to the list of misdemeanors convictions that would result in a 10-year prohibition on the possession of firearms. The addition of these misdemeanor offenses to the prohibited category that include the “transfer” of firearms or ammunition could entrap family members that are giving firearms to relatives and are unaware of the requirements for firearms transfers through licensed dealers.

Senate Bill 707 is currently in the Assembly Committee on Appropriations. SB 707, introduced by anti-gun Senator Lois Wolk, would prohibit CCW holders and retired law enforcement officers from possessing firearms on any properties that make up the grounds of a K-12 school or university, including many parking lots, common areas that may not be readily identifiable as school grounds, and student apartment buildings.

Assembly Bill 96 is currently in the Senate Committee on Appropriations suspense file. AB 96, introduced by anti-gun Assembly Member and Speaker Toni Atkins, would prohibit a person from purchasing, selling, offering for sale, possessing with intent to sell, or importing with intent to sell ivory or rhinoceros horn, except as specified, and would make this prohibition enforceable by the Department of Fish and Wildlife. Lawfully obtained ivory components are commonly found on many antique firearms.

Assembly Bill 1134is currently in the Senate Committee on Public Safety. AB 1134, introduced by anti-gun Assembly Member Mark Stone, would allow sheriffs to make agreements with and delegate the processing of all carry license (“CCW”) applications to a police chief of a city within the county.

Pro-Gun/Hunting Bills

Assembly Bill 499 is currently in the Senate Committee on Natural Resources and Water. AB 499, introduced by Assembly Member Ken Cooley, would authorize a person with a valid license to carry a firearm capable of being concealed on the person, consistent with the terms of that license, while engaged in the taking of deer with bow and arrow.

Assembly Bill 950 passed both the Senate and Assembly and is now waiting Governor Brown’s consideration. AB 950, introduced by Assembly Member Melissa Melendez, would allow a person who is subject to a ‘gun violence restraining order’ to transfer his or her firearms to a licensed firearms dealer.

STURGIS LAW ENFORCEMENT REPORT–from a friend living in SD, “Watch extra for cops. The governor is on a rampage to stop any clubs, organized people, he’s even talking about ABATE groups. He’s talking also about having National Guard present, but in the background…
they are “expecting trouble” from the 1%ers and one million people supposed to show up…..”

Thanks for the heads up Rogue. While there are a lot of people coming to Sturgis area this year, it’s the masses that I suspect might be the problem, not the clubs.

I also think that any large gathering of bikers like this offers an opportunity for law enforcement to suggest there may be trouble or they suspect trouble, thus legitimizing their requests for additional equipment and overtime for extra boots on the ground (which amounts to lots of overtime and free training opportunities, all at the expense of the taxpayer).

I’m not too worried about the clubs starting anything, except the possibility of infiltrators or provocateurs planted among them for just such a purpose. I hope the clubs themselves are on high alert to watch for instigations by outsiders.

HARLEY SHIPMENTS DOWN AGAIN–
“shipments down -4.7 percent”

Despite having been revised down once this year already, that guidance still suggests that third quarter shipments will be between 54,000 and 59,000 units, compared to 50,670 in the third quarter of 2014.

Flying solo with the financial media for the first time, and fronting up to the investor community (one that is caught between performance anxiety and the potential of the impending share buy-back), for the first time in his capacity as President & CEO, Matt Levatich is quoted as saying “in the face of a tough competitive environment, driven mostly by currency and greater competitive activity, we are leveraging our many strengths and meeting the challenge head on.

“Our actions during the quarter have had a positive impact. We are encouraged by the momentum at retail as the quarter progressed, both in the U.S. and internationally.

“We are confident in the strength of our business and the strategies we have in place to maintain our industry leadership and grow our business over the long term. Our singular focus on the customer through unrivalled products, unique experiences and our expanding dealer network is the bedrock we are building on to continue to grow our reach and impact with customers across the globe.”

Revenue from motorcycle parts and accessories was $256.8 million during the quarter, down 5.4 percent, and revenue from general merchandise, which includes MotorClothes apparel and accessories, was $77.5 million, up 1.5 percent compared to the year-ago period.

Through six months, net income was $569.7 million on consolidated revenue of $3.50 billion compared to six-month 2014 net income of $620.1 million on consolidated revenue of $3.73 billion. Six-month 2015 diluted earnings per share were $2.71, down 3.9 percent from EPS of $2.82 in the year-ago period.

Gross margin was 39.2 percent in the second quarter of 2015 compared to 39.5 percent in the second quarter of 2014. Second-quarter operating margin for the motorcycles segment was 23.1 percent compared to operating margin of 25.8 percent in last year’s second quarter.

Six-month revenue from motorcycles was down 8.0 percent to $2.56 billion, revenue from parts and accessories decreased 6.2 percent to $440.7 million and revenue from general merchandise increased 2.5 percent to $143.9 million compared to the first six months of 2014. Gross margin through six months was 39.1 percent, and operating margin was 23.0 percent compared to 38.6 percent and 24.1 percent respectively in the year-ago period.

Second-quarter 2015 diluted earnings per share were $1.44 compared to EPS of $1.62 in the year-ago period.

Second-quarter net income was $299.8 million on consolidated revenue of $1.82 billion compared to net income of $354.2 million on consolidated revenue of $2.00 billion in the year-ago period.

Operating income from financial services was $81.9 million in the second quarter of 2015, a 10.0 percent increase compared to operating income of $74.4 million in last year’s second quarter. Second quarter financial services results are said to reflect higher net interest income.

Through six months, operating income from financial services was $146.6 million compared to operating income of $137.6 million through six months of 2014. The company previously indicated it expected operating income from financial services to be down modestly in 2015, but now expects operating income to be up modestly compared to the prior year.

The company continues to expect a full-year 2015 operating margin of approximately 18 percent to 19 percent for the motorcycles segment. The company also continues to expect 2015 capital expenditures of $240 million to $260 million.

On a discretionary basis, the company repurchased 2.8 million shares of Harley-Davidson, Inc. common stock during the second quarter of 2015 at a cost of $164.8 million. In the second quarter of 2015, there were approximately 208.6 million weighted-average diluted common shares outstanding, compared to approximately 219.2 million shares in the year-ago quarter.

As reported in AMD Magazine last month, on June 17, 2015, the company disclosed that its Board of Directors authorized the company to repurchase up to an additional 15.0 million shares of its common stock and, significantly, to do so with no dollar limit.

This repurchase authorization is in addition to the share repurchases that the Board authorized in February 2014, pursuant to which the company was authorized to repurchase up to 20.0 million shares of its common stock with no dollar limit.

The company also disclosed that it intends to incur long-term debt in the third quarter of 2015 in the amount of $750 million and to use the proceeds to repurchase common stock through the remainder of 2015.

These repurchases will be in addition to already planned repurchases, which were expected to be in line with repurchases made in the second half of 2014. However, the company now expects the combined effects of the additional indebtedness and share repurchases to be only slightly accretive to earnings per share in 2015, with the full effect on earnings per share beginning in 2016.

At the end of the second quarter, 31.0 million shares remained on board-approved share-repurchase authorizations.

Under this constitutional guaranty one may, therefore, under normal conditions, travel at his inclination along the public highways or in public places, and while conducting himself in an orderly and decent manner, neither interfering with nor disturbing another’s rights, he will be protected, not only in his person, but in his safe conduct.”

INDIAN MOTORCYCLE HEADS TO THE 75TH ANNUAL STURGIS RALLY WITH ENTERTAINMENT, EVENTS AND THE ALL-NEW 2016 LINEUP– Indian Motorcycle, America’s first motorcycle company, is announcing its power-packed itinerary for the upcoming 75th annual Sturgis Motorcycle Rally.

Explore the entire lineup of 2016 models at the Indian Motorcycle display in Downtown Sturgis. Several new customs will also be on display, including newly-revealed bikes from the “Scout Custom Series” including the Black Bullet Scout and the USO Tribute Scout built by Klock Werks, along with the 2014 Indian “Big Chief Custom,” a new Chieftain custom from Azzkikr Custom Baggers, and more. In addition, a 1948 Chief commemorating the 75th anniversary will be rebuilt on-site by Starklite Cycle during the rally.

A brand-new “torque pit,” demonstrating the power and torque of the Indian Motorcycle line-up will run throughout each day, and an interactive timeline will highlight Indian Motorcycle’s founding of the rally and its important place in motorcycling history.

In celebration of Indian Motorcycle’s roots at Sturgis, rally attendees can fuel up from 9 a.m. to 10 a.m. each day with complimentary coffee and donuts – a tradition started by Pearl Hoel, wife of rally founder “Pappy” Hoel. Attendees can also sign-up to win one of five limited edition Chiefs, get their photo taken on a custom Indian Scout Hill Climb bike, purchase Indian Motorcycle apparel , sign a commemorative rider map and more.

Join the Indian Motorcycle demo team and test ride the latest models fresh from the Spirit Lake, Iowa plant. New Model Year 2016 motorcycles will be ready to demo ride all week long representing every variation and color and some fully accessorized. Demo ride availability is on a first-come, first-served basis. Rides will head out daily starting at 9:15 a.m. with the last ride leaving at 4:30 p.m. Riders must be 18 years of age and must provide proof of endorsement along with a helmet and appropriate riding attire. Passengers with protective gear are welcome to ride with no endorsement needed.

GOODGUYS NAMES BOBBY ALLOWAY’S PPG-PAINTED CHEVY CLASSIC INSTRUMENTS STREET ROD OF THE YEAR
STRONGSVILLE, Ohio – Add another major award to Bobby Alloway’s already impressive trophy case. An Alloway-built car won the 2015 Classic Instruments Street Rod of the Year award at the 18th annual PPG Goodguys Nationals held July 10-12 at the Ohio Expo Center in Columbus, Ohio. The car, a gleaming 1937 Chevy coupe owned by Chuck Rowe of Millington, Tenn., was a crowd magnet and featured Alloway’s signature deep black PPG finish and rakish stance. Celebrated as “the master of black,” Alloway almost always paints his custom builds black.

The Chevy was built at Alloway’s Hot Rod Shop where he uses PPG products exclusively. This masterpiece wore its DELTRON® DBU 9700 Basecoat and DCU 2002 CONCEPT Clearcoat finish beautifully. It was Alloway’s third time winning the award; in 2001 he took the honors with a ’33 Ford and in 2012 with a ’32 Ford. But multiple wins don’t make the experience any easier.

“The whole thing is nerve-wracking,” said Alloway. “It’s an honor to win, but you’re competing with the top builders in the world, so you can’t relax or get overconfident. You do the best you can, make the car look great and hope the judges recognize your work. I’m thankful they did.”

Alloway has been building timeless street rods since 1978, and his shop in Louisville, Tenn., has consistently produced award-winning vehicles. He is well respected for cars that sport an aggressive presence obtained through a blend of color, proportion and pure power—in this case an all-aluminum McLaren Chevrolet Big Block V8.

CONCEALED CARRY LAWS WORK– A new study by the Crime Prevention Research Center (CPRC) finds that the number of people with concealed firearm carry permits has reached an all-time high, and that increasing the number of permit-holders is associated with a decrease in murder and total violent crime.

The study notes that the number of carry permit-holders has increased most sharply during the Obama administration, from 4.6 million in 2007 to over 12.8 million currently. Furthermore, coinciding with Pew Research Center polling finding that support for gun ownership and opposition to gun control is increasing among young people, minorities and women, the CPRC study found that carry permits are increasing more among minorities than among whites, and more among women than among men. Both sets of findings contradict gun control supporters’ claim that gun ownership is confined to elderly white males.

Gun control supporters continue to pretend that permit-holders commit crimes at a high rate, but the CPRC study concludes that permit-holders are “extremely law-abiding,” convicted of crimes at a lower rate than even law enforcement officers in some states.This represents a 25% drop in the murder rate at the same time that the percentage of the adult population with permits soared by 156%.

Overall, the study notes, between 2007 and 2014, as permit numbers have increased, “murder rates have fallen from 5.6 to 4.2 (preliminary estimates) per 100,000. This represents a 25% drop in the murder rate at the same time that the percentage of the adult population with permits soared by 156%. Overall violent crime also fell by 25 percent over that period of time.”

In sum, the CPRC study validates what supporters of modern firearm carry laws have been saying ever since past NRA President Marion P. Hammer got the Right-to-Carry ball rolling with Florida’s adoption of a “shall-issue” carry permit law in 1987. Detractors in Florida and in states that adopted similar laws thereafter uniformly predicted dire consequences if people were allowed to carry firearms for protection, but those predictions have not come to pass. Americans who carry guns for protection have earned the trust of their countrymen, and that trust has become the foundation upon which further legal recognition of defensive firearm rights will continue to be achieved.
