Congress extends deadline for highway funding – 3rd time in 13 months

Same Old Story…

For the 3rd time in 13 months, Congress will extend the deadline to reauthorize highway funding programs.

The original deadline of September 30, 2020 was extended for a full year last fall. Last month, Congress kicked the can down the road, giving itself a 1-month extension that expires on October 31st. Facing yet another self-imposed deadline, Thursday night, Congress gave itself ANOTHER extension, this time running through December 3rd, 2021. President Biden now must sign the bill before the first of November to avoid a lapse in funding.

Over 3,700 employees in the Federal Highway Administration and Federal Transit Administration would be furloughed without these stop gap funding extensions. Passage of a long-term infrastructure and highway bill remains blocked because of an inter-party fight between progressive and moderate Democrats on a host of issues.

The Motorcycle Riders Foundation (MRF) believes long term and stable funding for our nation’s transportation and infrastructure programs should not be continually deferred. The MRF remains committed to seeking long term solutions that advance the priorities of the nearly 10 million bikers in this country.

I have been thinking about this for a good while now. I THOUGHT I was done with the Harley-Davidson dealer business, but every time I try to get out, I get pulled back in but probably not for long.

I have seen this business in the ‘90s. It was wide open. People standing in line to buy bikes, but not today. Next time you are at a dealership check out how many new bikes you see.

Motorcycle dealers in Canada blame rising insurance for drop in sales

“I’m not going to say it’s all because of SGI, but I’d say three-quarters of it is.”

In just over three years, Robb Hertzog, owner of the Regina motorcycle dealership Prairie Harley Davidson (click here), estimates he’s lost well over $1 million worth of sales.

“I’m not going to say it’s all because of SGI, but I’d say three-quarters of it is,” he said in an interview Thursday, adding that skyrocketing insurance rates for motorcycles are leading to a decline in the amount of customers he receives.

Hertzog is one of many business owners in the motorcycle industry who have voiced concerns about the increasing expenses for bike owners. SGI is considering upping insurance rates again, by 15 per cent for insurance premiums greater than $1,000 and by $25 to $150, for those that total $1,000 or less, leaving businesses with increasingly dire prospects.

“They just can’t afford to ride anymore,” Hertzog said. “My younger clients are just not getting into it because when your monthly rate is as much or more than your loan payments, it makes it very, very difficult.”

Earlier this week, an SGI spokesperson told the Leader-Post that increasing fees are part of a plan to rebalance insurance rates. This would lead to an annual rate decrease for some types of vehicles and in an increase for vehicles like motorcycles that are perceived to have higher accident risk. A latest proposed rate increase is being reviewed by The Saskatchewan Rate Review Panel.

Insurance rates for new models with large engines, like Harley cruisers, can range from $2,000 to $3,000 per year. While this is enough to dissuade individual motorists from buying, there is also a chain reaction that extends to other parts of the industry as well.

Hertzog explained the number of motorcyclists attending their community events and fundraisers is down by half, leading to a decrease in charity funding of a few thousand dollars, and his bike repair team is getting fewer clients now that people are riding less frequently.

Collin Cossette, owner of Action Cycle in Moose Jaw, switched from selling street models to off-road bikes, a decision motivated by a variety of factors unrelated to insurance, including losing a franchise. He said the demand for street models is not strong enough for him to want to go back.

The few street bikes he continues to carry, have remained untouched for years, brands that would have sold in the hundreds a decade ago. Most dealerships in his area, he said, have lost around 80 per cent of their sales now that more expensive models come with high insurance.

Rick Bradshaw, owner of Schrader’s Motors in Yorkton, estimated insurance rates have increased around 67 per cent in the past decade, causing their street bike sales to decrease from 50 per year to 20.

Most of the clients who visit Schrader’s are older adults who have more disposable income, while younger cohorts are dissuaded by the expense. Prior to the insurance hike, he said more young women were taking an interest in the sport than ever before, but he believes expense has since reduced this trend.

“You can be a high performance car enthusiast and buy a $100,000, loaded-up, 600 horsepower BMW car and you don’t pay any more for that car based on value … But for motorcyclists with the same zero clean record and no accidents, if that bike happens to have a bigger engine or more horsepower all of a sudden you’re penalized dramatically,” he said.

As for Hertzog, he thinks raising awareness of the issue is key to creating change.

“We’ve got to find a way to get people out riding and enjoy life, but it will be a bit of a cost on SGI,” he said. “But the cost of that is worth a lot because I think the industry and the sales and the amount of jobs that were lost are way more money than SGI will ever have lost.”

Clearing up confusion on motorcycle gear

BAUMHOLDER, Germany – The warmer weather means more motorcycle riders are taking advantage of Germany’s scenic roads. Riders should also take time to reacquaint themselves with the garrison and U.S. Army Europe-Africa motorcycle policies.

Some rules may seem obvious: “Motorcycle operators will ride only on the permanently attached seat,” according to the joint U.S. Army Europe-Africa Regulation 190-1/U.S. Air Force Europe-Africa Instruction 31-202, Section 5-6, b, 1, (June 18, 2020). But, there may be some other “guidance” which has been passed down from other riders that may not be exactly accurate.

“Active-duty service members, civilian employees, contractors and family members are required to have a U.S. state-issued motorcycle license or endorsement on a current U.S. state driver’s license to operate a motorcycle in Europe,” said Herbert Nold, U.S. Army Garrison Rheinland-Pfalz Safety specialist. “Additionally, riders are required to complete a four-hour approved U.S. Army in Europe motorcycle orientation course and pass a 30-question written test to receive a USAREUR-AF motorcycle license.”

The joint regulation also states that motorcycle riders will wear: “a helmet fastened under the chin, which meets all the American National Standards Institute” guidelines and, shatter-proof or shatter-resistant eye protection

Besides a helmet and eye protection, anytime a Soldier, civilian employee, family member or contractor pulls out of a parking spot, they are required to wear full-finger gloves made of leather or other abrasion-resistant material and over-the-ankle footwear “of sturdy leather and have a good, oil-resistant sole.”

Riders must also have on a long-sleeved shirt or jacket and full-length trousers any time they’re riding the motorcycle, according to the regulation. Those requirements apply both on and off a military installation.

“One of the things that’s popped up recently is what riders have to wear when they come onto an installation,” said Larry Strickland, USAG Rheinland-Pfalz Safety chief.

The regulations stipulate all Soldiers will wear “a vest, jacket, upper garments or motorcycle clothing that incorporates fluorescent and highly reflective material when operating or riding as a passenger on a motorcycle, moped, motorbike, ATV or similar vehicle at all times on or off post. Military uniforms, including physical fitness gear designed to be reflective, do not meet the criteria.”

“Army civilians, family members and contractors will wear fluorescent and reflective outer garments at all times when riding on an installation,” according to the same regulation.

“We highly encourage all civilian employees, including our local national employees, to wear fluorescent safety gear when riding on post as well,” Strickland said. “It’s just good motorcycle riding common sense.”

The U.S. military motorcycle regulations differ greatly from the host nation laws, Nold said.

“Unfortunately in Germany, there is only an obligation to wear a helmet,” he said. “But, more and more Insurance companies are beginning to reduce their accident payouts when riders are found not to have protective clothing but obvious injuries, which could have been prevented with protective attire.”

Strickland said the regulation also applies to “other vehicles with motorcycle-type engines” like Spyders and other three-wheeled vehicles.

Sturgis sponsor Harley-Davidson refused to send employees to annual rally over COVID-19 fears

The ten-day Sturgis Motorcycle Rally is moving forward in South Dakota despite fears from health experts that it will be a superspreader event for COVID-19.

According to The Daily Beast, even Harley-Davidson, the official motorcycle manufacturer of the Sturgis rally, is cautious about scaling up its operations at the event.

“The dangers gave pause even to a company that counts on people’s willingness to risk being pinballed around without the protection of seat belts or air bags,” reported special correspondent Michael Daly. “To have participated in the rally as it had in past years would have meant being party to recklessness of a different order even than riding a motorcycle without a helmet. If you hop on a hog without a helmet, you are endangering only yourself. But if you go about without a mask you are endangering others.”

According to the report, Harley-Davidson has declined to send any staff to the event, and is not directly vending products or holding demos as it has in previous years. “Usually, we have trucks and staff and products and demos and everything,” said a spokesperson. “This year, we aren’t doing that.”

The spokesperson added, “We made the decision to kind of support it in a different way. This year, we’re doing it in a way that supports social distancing.”

This is not the first time Harley-Davidson has been at odds with many of its customers. Two years ago, President Donald Trump picked a fight with the motorcycle brand over its decision to shift some production to Europe to avoid the trade war, and at that year’s Sturgis rally, many bikers said they were backing the president over the manufacturer of their rides.

Lyft to pull plug of e-scooter business in six cities, laying off 20 employees

The six cities are Nashville, San Antonio, Atlanta, Phoenix, Dallas and Columbus, as the media report claims.

Lyft has notified its employees about discontinuing its e-scooter business in six cities, claims a media report. Also, the company is claimed to be laying off at least 20 employees from the bike and scooter team, where around 400 people currently work.

The six cities are Nashville, San Antonio, Atlanta, Phoenix, Dallas and Columbus, as the media report claims.

The report further quotes a Lyft spokesperson saying, “We’re choosing to focus on the markets where we can have the biggest impact. We’re continuing to invest in growing our bike and scooter business, but will shift resources away from smaller markets and toward bigger opportunities.”

Addition to the 20 Lyft employees, a number of contractors responsible for scooter charging and their repositioning will also lose jobs. Previously, Lyft laid off around 50 people this year, claims the report.

Lyft is not the only company to pull out from the micro-mobility segment, as earlier this year, Uber too announced the discontinuation of Jump bikes and scooters from a number of select markets including San Diego, Providence and Atlanta.

Lyft currently operates its scooters in cities like Arlington, Austin, Denver, Los Angeles, Miami, Minneapolis, Oakland, San Diego, San Jose, Santa Monica and Washington DC, informs the report further.
