Arizona Senator Rallies for Passage of the RPM Act

Since being elected to Congress in November 2020, U.S. Senator Mark Kelly (D-AZ) has proven himself to be a strong ally and defender of motorsports. Sen. Kelly is an original cosponsor of S. 2736, the Recognizing the Protection of Motorsports Act of 2021 (RPM Act), and he has championed the bill both publicly and behind the scenes. Sen. Kelly recently spoke at a Senate Environment and Public Works Committee hearing about the importance of the RPM Act and amateur racing, noting that his wife, former U.S. Representative Gabby Giffords, raced motorcycles on the track. “Racing is important to many Arizonans – and it’s a part of our state’s legacy,” he said. “The RPM Act will help provide certainty to Arizona’s amateur racers and auto mechanics from EPA regulations, which could harm their ability to enjoy the hobby of motorsport.” As a former astronaut (four missions into space) and naval aviator who flew 39 combat missions in Operation Desert Storm, Sen. Kelly understands the passion of racers and the adrenaline associated with speed lovers. International Motorcycling Advocate Deb Butitta Dies in Crash

June 4, 2022: International Motorcycling Advocate Deb Butitta Dies in Arizona Crash It is with a heavy heart and a great sense of loss that the Motorcycle Riders Foundation (MRF) shares the passing of Deborah Butitta. Deb had been committed to serving and protecting motorcyclists’ rights at the state, federal and international levels during the last four decades. Deb was taken from us due to internal injuries suffered in a motorcycle crash after a truck turned left in front of her on June 3, 2022. Deb was particularly active with ABATE of Arizona, holding many different offices through the years, and in 2001 was selected as the first designated lobbyist for the Arizona Confederation of Motorcycle Clubs (AZCMC). Deb was a member of many state motorcyclists’ rights organizations, including the MMA of Arizona. She also served on the MRF Board of Directors for many years and was instrumental in the formation of MRF A&E (Awareness and Education), a 501(c)(3) charitable, non-profit organization created to assist the MRF in providing resources to promote motorcycle awareness and ‘share the road’ programs, along with all aspects of motorcycle safety education including rider training. A highly successful businesswoman in her own right, Deb was extremely well connected, not only in the motorcycling community and industry, but legislatively and in some very influential social circles as well. These relationships were of incredible value to the bikers of Arizona and the entire country. Deb’s accolades and awards are many, including being inducted into the MRF Hall of Fame in 2020 and the Sturgis Hall of Fame and Museum in 2021. Deb is a past winner of the MRF President’s Cup (2003), the MRF Founder’s Award (2017), and the MRF Lifetime Achievement Award (2020). Motorcycle safety foundation helps prepare riders for Arizona’s roads

Kimberly Chapman was known as the “ultimate motorcycle enthusiast,” earning a national reputation for being a motorcycle community advocate. The 55-year-old was killed in 2011 when she collided with a vehicle that pulled in front of her at a Phoenix intersection. Months later, some of Chapman’s friends spearheaded the creation of the Arizona Motorcycle Safety and Awareness Foundation, a nonprofit that advocates for safer practices for motorcyclists and eliminating distracted driving in the state. “She was heavily involved in the motorcycle community,” said Mick Degn, the foundation’s executive director. “I’ve been a motorcycle rider and been involved in motorcycle organizations and we just felt that there wasn’t anything that was really being done to help be preventive in regard to motorcycle crashes. So myself and seven other folks formed AMSAF.” “As we spent time looking at what we wanted to accomplish, our biggest thing was to help reduce crashes and fatalities and promote motorcycle safety and awareness,” Degn added. In Arizona, 150 motorcyclists were killed in crashes in 2018, a decrease from the 161 killed in 2017. In Tucson, fatalities doubled from 7 to 15 from 2018 to 2019. The foundation, which primarily focuses on educating riders of all levels, used a pilot scholarship program to reduce the cost of motorcycle training, an expense reaching upwards of $300, according to Degn. By 2014, the foundation’s mission expanded to allocating monthly scholarships. So far, more than 3,500 Arizona riders have been trained. The foundation’s statewide effort has received support from the Arizona Governors Office of Highway Safety, the Arizona Department of Transportation, the Arizona Trauma Association and various organizations in the medical and law enforcement fields. “We’ve seen an increase in motorcycle registrations — there’s 400,000 plus people registered, but at the same time we also see that even though they’re

Action Alert on $32 Fee Repeal

There has been an overwhelming displeasure with the process of the original bill. It was our understanding at the beginning last session, that the original bill would be to rescind the VLT for alternative fuel vehicle exceptions. In fact, part of the testimony was the fact that so many large trucks, who do the most damage on our highways, are converting to alternative fuels. Obviously, that’s not what happened. And it has been obvious by the public outcry, that the setting of the fees by the ADOT Director is not something the voting population is happy about. I could give you survey results of how motorcyclists in our state feel about this legislation, but I am sure you all are too familiar with the displeasure. I’ll just leave a few numbers for you – $133 additional dollars. That’s the additional fees one voter told me. He is a single man with 2 motorcycles, 2 cars and an off-road vehicle. The increase is more than he pays for both his motorcycles and one of his cars combined. From $35 to $99. Single mom. She has a beater car and a daily driver motorcycle to get back and forth to work. The motorcycle saves her a tremendous amount on fuel. The $64 increase is more than 2 months of her fuel costs on her bike. This is what one of our members just received and is the typical increase for a motorcyclist. I could go on and on with examples, but I am sure you get the picture of the negative financial impact this has had. The motorcycle community in Arizona is in favor of Senator Ugenti-Rita’s bill to repeal this absurd fee and we ask that you contact your State Representative and ask for a unanimous floor vote on SB1001.
