SHOW-SEASON SUNDAY POST for November 20th, 2016

Hey,

I attended the Long Beach Show to check the action. Although the shows have been reduced from 12 to 7, you couldn’t figure out why from the attendance. It was packed. The desire for two-wheel action is strong and the audience is changing once more.

My mind is buzzing with conversations from the show. I’m going to work with David Zemla from S&S on an article about EPA regs and mis-information, which could help our industry immensely. I finally had the opportunity to speak to one of the main engineers about the new M-8 Engine from H-D. I can now finish our tech about the new engines and concerns.
 
 

I got a kick out of talking to Mathew. He loves the new engine and he’s an EVO fan. You could see the pride in his bright eyes as he spoke about it and the honor to be involved in this project.

ALERT FROM THE MOTORCYCLE RIDERS FOUNDATION, SELF-DRIVING CARS–
In September, I alerted you that the U.S. Department of Transportation (DoT) had released guidance concerning the issue of self-driving cars or automated vehicles (see email below).

Thanks to the many who contacted me regarding their concerns. Based upon these and our discussion at Meeting of the Minds in September, I have drafted and submitted the attached comments to the Agency regarding our position and concerns surrounding the emergence of self-driving cars.

We will be issuing a press release on Monday to the broader membership regarding these comments but wanted you to have an advanced copy.

I expect DoT to have several other public workshops/meetings and opportunities for comment on the issue in the coming months. Your MRF will be represented at all of these.

Furthermore, if you received my press release from earlier this week, Congress is beginning to delve into this issue and in fact, held a hearing earlier this week. I believe Congress is in “information gathering” mode which makes for an ideal time for us to alert our Members of Congress that we are key stakeholders in this arena and have concerns.

As such, I am asking you to please contact your federal Legislators and provide them with a copy of the MRF comments. This is an important activity to let them know not only are we engaged on this issue, but have specific suggestions on how to best regulate these vehicles.

If you have any questions, please let me know. Also, please consider CCing me or letting me know if you have passed along the attached comments to your Congressmen and Senators so that I can properly follow up.

DoT Guidance Released on Self-Driving Cars

Today, the Department of Transportation (DoT) released long-awaited guidance on self-driving cars. The guidance (see attached) included a model policy for states to regulate how such vehicles are tested and used on the road. In addition, the guidance contains a recommended 15-point safety assessment for manufacturers to follow to ensure autonomous vehicles are safely designed, developed, tested and deployed. In addition, automakers will have to document to federal regulators how they’re addressing ethical considerations like whether to program a car to hit another vehicle rather than a pedestrian.

For motorcyclists, whose main concern includes the detection of their motorcycle on the road, there is a section on a safety assessment point pertaining to “Object & Event Detection and Response” (OEDR) which relates to detection by the autonomous vehicle of any circumstance that is relevant to the immediate driving task. It encourages automakers to have a documented process for assessment, testing, and validation of the vehicle’s OEDR capabilities. OEDR capabilities are expected to be able to detect and respond to other vehicles (in and out of its travel path), pedestrians, cyclists, animals, and objects that could affect safe operation.

You should be aware that this “guidance” is simply that – it is not a regulation and is not legally enforceable. Some critics have voiced opposition to this, saying more rigorous standards need to be applied from federal authorities. To support their opinion, they have started citing the recent Tesla crash in Florida and other incidents where self-driving cars were at fault.

In addition to the guidance released today, DOT indicated that they plan to use other regulatory tools, namely letters of interpretation to address concerns as they pop up. The objective behind the guidance and loosely knit plan of regulation is so that the Agency can more, “nimbly respond to innovations.”

However, it is rumored that DOT may request more power from Congress. Because there is not an accompanying congressional bill, DoT is limited in what they can require of automakers.

Specifically, without congressional authority and necessary resources, DoT is unable to require things like mandating reporting of autonomous vehicle testing, deployment and performance, as well as giving regulators the power to inspect and approve new technologies.

All of these activities would require congressional action. One of the few enforceable pieces of today’s release is NHTSA release of final enforcement guidance bulletin that clarifies how its recall authority will apply to automated vehicle technologies.

The guidance released today is the result of public input and stakeholder discussions, including two open public meetings this year which the MRF attended. In addition, there is the opportunity for the public to weigh in with comments for the next 60 days. PLEASE REVIEW THE ATTACHED GUIDENCE AND CONTACT ME WITH CONCERNS OR SUGGESTIONS AND IF YOU THINK THE MRF SHOULD SUBMIT PUBLIC COMMENTS.

We will continue to review the guidance and monitor reaction from outside groups as we weigh whether to file official comments. Your support in identifying any concerns specific to bikers will be critical as to whether the MRF files comments on the DoT guidance before the November deadline.

THE NATIONAL MOTORISTS ASSOCIATION LED STREETLIGHT REPORT– 
Many cities across the world are converting streetlights to the LED (Light-Emitting Diode) lamps which helps reduce emissions and the overall carbon footprint. Some health and safety advocates however are concerned about the type of light that LED’s emit.

Most LEDs in street lamps emit a bluish light which is the similar light our phones and tablets emit that experts say interfere with sleep. Studies have shown that this blue light (also emitted by the sun) can suppress melatonin, a hormone that regulates sleep cycles. Not only is this a problem for humans, this is also a problem for all wildlife–especially nocturnal creatures such as bats.

In June, the American Medical Association weighed in with a report that warned that poorly designed LED streetlights can increase glare and disrupt sleep which could lead to chronic health problems such as diabetes and depression.

The AMA report recommended that cities use LED lamps that cast a more yellow light and that are fully shielded directing their light downward. The AMA also would like to see cities use lights that have color temperatures of 3000 degrees Kelvin or below. A yellow LED lamp in that range will appear much warmer and emit less glare. More glare at night from lamps causes more shadows which means road users might have a harder time seeing due to the contrast.

LED lamps do not contain as many hazardous materials (such as mercury) as traditional street lamps. LEDs can also be designed to utilize different colors of light. Unfortunately, many cities that converted to LEDs before 2016 put in the higher Kelvin, bluer LEDs but cities converting to LEDs beginning this year have responded to the feedback and are utilizing other LED light colors with a much lower temperatures.

For example, The Wall Street Journal reported in an article this year that Lake Worth, Florida chose the more yellow light LEDs when they decided to convert some 5300 streetlights. The color temperature was measured at 2,700 Kelvins which caused some concern with the Florida DOT which wanted bluer, 4,000 Kelvin LED lamps for major roadways.

City officials however, found that the more yellow lights produced the same brightness required by the state DOT. Lake Worth’s city manager Michael Bornstein says the results persuaded the state to allow the town to go with the lower-Kelvin LEDs.

Apparently, the town also chose LEDs with several brightness settings that were used in residential areas. Lake Worth homeowner associations and residents were allowed to choose the setting at the time of installation as well as shields when requested.

The small town of Ouray was one of the first communities in Colorado to install LEDs. City Administrator Patrick Rondinelli says overall citizen feedback has been positive. Ouray, as many other towns and cities, wanted to install LED lights for the cost savings as well as a way to preserve a darker night sky.

LEDs cast a more narrow light than traditional lighting which helps when you want to star gaze. However, the more narrow light can obviously make streets darker too. Rondinelli says this is a problem when you have bears walking down side streets. “As our law enforcement are trying to chase bears around and get them out of the community, they have a hard time seeing a lot of that,” said Rondinelli. He adds, “We’ve had some lessons learned along the way. But there’s no regrets.”

Colorado Public Radio reports that more than 10% of outdoor lighting across the country is currently LEDs. Because energy savings can be as much as 50%, many municipalities want to convert. How much of a cost savings and decrease of a carbon footprint can the U.S. expect if all street lamps are converted to LEDs?

Non-converted streetlights contain either high-pressure sodium (HPS) or Metal Halide (MH) lamps which typically use 70 to 400 watts of electricity. LED-lit street lamps consume about 35-75% less energy to achieve equal visibility. This means that if all current HPS or MH lamps were replaced by LED lamps, that would be the equivalent of taking 934,066 cars off the road for a year according to the EPA Clean Energy Calculator.

Another cost-saving advantage to LEDs has to do with the inequity of street lighting in many urban neighborhoods and small towns. When cities and small towns can save money switching to LEDs, they can increase the number of streetlights in darker neighborhoods which is safer for residents and all night users of the road.

If there is not an advisory committee already in place, perhaps you should talk to your city leaders about helping form one.

DISTRACTED DRIVING LEADS TO BIGGEST SPIKE IN TRAFFIC DEATHS IN 50 YEARS–
When distracted driving entered the national consciousness a decade ago, the problem was mainly people who made calls or sent texts from their cell phones. The solution then was to introduce new technologies to keep drivers’ hands on the wheel. Innovations since then, such as car Wi-Fi and a host of new apps, have since led to a boom in internet usage in vehicles that safety experts now say is contributing to a surge in highway deaths.

After steady declines over the last four decades, highway fatalities last year recorded the largest annual percentage increase in 50 years, rising to the highest level since 2009, and the numbers so far this year are even worse. In just the first six months of 2016, highway deaths have already jumped 10.4%, to 17,775, from the comparable period of 2015, according to the National Highway Traffic Safety Administration (NHTSA).

The fatality rate for the first half of 2016 increased to 1.12 deaths per 100 million miles driven, up from 1.05 for the same period last year; but the number of miles travelled have only increased 3.5%. NHTSA says recent reports suggest this uptick in fatalities is due in part to increasing use of electronic devices leading to more distracted driving.

Alarmed by these statistics, the New York Times reports that the Department of Transportation (DOT) has outlined a plan to work with the National Safety Council (NSC) and other advocacy groups to devise a “Road to Zero” strategy, with the ambitious goal of eliminating roadway fatalities within 30 years.

A second, related effort would speed up the introduction of autonomous-driving technologies that many safety experts believe can potentially prevent accidents by removing distracted humans from the driving equation.

NRA ALERT–
Right-to-Carry Permit Holder Saves Officer from Violent Attack. Continues Tradition of Armed Citizens Assisting Law Enforcement.

Law enforcement is at its best when police can rely on the support of the communities they serve to assist in their fight against crime. This cooperation between citizens and police can come in many forms, however, this week witnessed a profound instance of citizen support for law enforcement when a Right-to-Carry permit holder came to the defense a law enforcement officer in Lee County, Fla.

On the morning of November 14, Lee County Sheriff’s Deputy Dean Bardes and members of the Florida Highway Patrol were tending to an accident on Interstate 75 when a motorist nearly struck Bardes with his vehicle. The near miss prompted Bardes to pursue the motorist until he stopped at an off ramp.

Upon conclusion of the chase, the motorist exited his vehicle and physically attacked Bardes. During the altercation, the motorist tackled Bardes to the ground and got on top of him. As striking images of the encounter show, the driver then proceeded to viciously beat the officer.

A witness to the assault described the scene to local media outlet WINK News, stating, “He threw the officer to the ground so violently. I mean it just it was awful. And he just started punching him and hitting and hitting and hitting. I thought he was going to kill him.”

As Bardes cried out for help, an armed Florida Concealed Weapon License holder happened upon the scene. The Right-to-Carry permit holder drew a gun and rushed from his vehicle to Bardes’ defense. The armed citizen repeatedly ordered the motorist to cease his assault. When the motorist continued to beat the deputy, the Right-to-Carry permit holder shot and killed the attacker.

Following the incident, Lee County Sheriff Mike Scott issued a statement commending the actions of the Right-to-Carry permit holder. Scott noted, “My deepest and sincere appreciation goes to the citizen who engaged the crazed assailant and stopped the imminent threat of great bodily harm or death to our Deputy.”

Those who follow NRA’s long running Armed Citizen column will know that this is nowhere near the first instance in which a law-abiding gun owner has come to the aid of a law enforcement officer. In fact, in 1996 NRA compiled a number of such instances into a booklet titled, “Armed Citizens & Police Officers: Partners in Fighting Crime.”

More recent examples of armed citizen support for police abound.

In July, Right-to-Carry permit holder Dylan DeBoard was granted a Citizen’s Award for Valor by officials in Mount Vernon, Ohio for his part in helping an officer in distress. A month earlier, Mount Vernon Police Department Cpl. Michael Wheeler was attempting to restrain a meth-addled homeless man when he was overpowered and pinned on his back. According to reports, Wheeler’s attacker attempted to get control of the officer’s sidearm.

DeBoard came upon the altercation and was able to distract the homeless man with his own firearm long enough for Wheeler to regain the upper hand in the fight and handcuff the vagrant. Following the incident, Wheeler remarked on how there were several other bystanders who offered no assistance, saying of DeBoard, “I wish a lot more of society would do what he did. There were people standing around, but they were just watching. I kept wondering why people didn’t do anything.”

In February, an armed citizen came to the defense of an officer under attack in the Philadelphia suburb of Upper Darby, Pa. A police officer was attempting to break up a fight outside Upper Darby High, when he was attacked by one teen and surrounded by a group of others. A nearby resident witnessed the altercation, retrieved a gun, and ordered the group to stop.

Describing the incident, Upper Darby Police Superintendent Michael Chitwood told a local media outlet, “There were 40 kids. If it wasn’t for the good Samaritan stepping forward, he’d have been dead meat… There’s no doubt they would have attacked him.” Chitwood also noted, “If this guy didn’t come out and come to the aid of the officer, this officer would have had significant problems.”

In May 2015, an armed citizen aided an officer in Oklahoma City, Okla. In this case, rookie Oklahoma City Police Officer Adam Eller pursued, then was attempting to arrest a suspected burglar when the suspect attacked. During the altercation, the suspect obtained control of Eller’s baton and repeatedly struck the officer in the head with it. An armed citizen witnessed the attack and rushed to the officer’s defense, ordering the suspect to cease his assault.

Of course, in addition to instances where armed citizens have come to the assistance of an officer in peril, the Armed Citizen column is replete with examples of where law-abiding gun owners have assisted police in the apprehension of wrongdoers.




MOTODOFFO VINTAGE MOTORCYCLE COLLECTION at Long Beach IMS Show–

Doffo Winery, home of the MotoDoffo Vintage Motorcycle Collection, was at the Long Beach International Motorcycle Show at the Long Beach Convention Center.

Some19 of the more than 100 bikes in the MotoDoffo Collection were on display this weekend. This marks the first time that Doffo Winery and MotoDoffo have had a presence at a motorcycle event of this caliber, as well as the first time so many motorcycles from the collection have traveled off the winery grounds where they are housed.

The 1959 Ducati 175 Formula 3 (pictured above) is just one of the many amazing bikes on display at Long Beach IMS.

There is not one dirty word in it, and it is still funny!–

The Goldbergs were unable to conceive children and decided to use a surrogate father to start their family. On the day the proxy father was to arrive, Mr. Goldberg kissed his wife goodbye and said,!

‘Well, I’m off now. The man should be here soon.’

Half an hour later, just by chance, a door-to-door baby photographer happened to ring the doorbell, hoping to make a sale.

‘Good morning, Ma’am’, he said, ‘I’ve come to…’

‘Oh, no need to explain,’ Mrs. Goldberg cut in, embarrassed, ‘I’ve been expecting you.’

‘Have you really?’ said the photographer. ‘Well, that’s good. Did you know babies are my speciality?’

‘Well that’s what my husband and I had hoped. Please come in and have a seat!’

After a moment she asked, blushing, ‘Well, where do we start?’

‘Leave everything to me. I usually try two in the bathtub, one on the couch, and perhaps a couple on the bed. And sometimes the living room floor is fun. You can really spread out there.’

‘Bathtub, living room floor? No wonder it didn’t work out for Andy and me!’

‘Well, Ma’am, none of us can guarantee a good one every time. But if we try several different positions and I shoot from six or seven angles, I’m sure you’ll be pleased with the results.’

‘My God, that’s a lot!’, gasped Mrs. Goldberg.

‘Ma’am, in my line of work a man has to take his time. I’d love to be in and out in five minutes, but I’m sure you’d be disappointed with that.’

‘Don’t I know it,’ said Mrs. Goldberg quietly.

The photographer opened his briefcase and pulled out a portfolio of his baby pictures. ‘This was done on the top of a bus,’ he said.

‘Oh, my Gosh!’ Mrs. Goldberg exclaimed, grasping at her throat.

‘And these twins turned out exceptionally well – when you consider their mother was so difficult to work with.’

‘She was difficult?’ asked Mrs. Goldberg.

‘Yes, I’m afraid so. I finally had to take her to the park to get the job done right. People were crowding around four and five deep to get a good look’

‘Four and five deep?’ said Mrs. Goldberg, her eyes wide with amazement.

‘Yes’, the photographer replied. ‘And! for more than three hours, too.”

“The mother was constantly squealing and yelling – I could hardly concentrate, and when darkness approached I had to rush my shots. Finally, when the squirrels began nibbling on my equipment, I just had to pack it all in.’

Mrs. Goldberg leaned forward. ‘Do you mean they actually chewed on your, uh…equipment?’

‘It’s true, Ma’am, yes.. Well, if you’re ready, I’ll set-up my tripod and we can get to work right away.’

‘Tripod?’

‘Oh yes, Ma’am. I need to use a tripod to rest my Canon on. It’s too big to be held in the hand and very long.’

Modifications include a custom subframe, Fox Street RC1 shocks, Race Tech Gold Valves, billet triple clams and rider pegs, an engine refresh, an aftermarket performance ignition, updated electronics and wiring throughout, custom paint, new controls, new brake lines and much more.

The drawing will be held in Milwaukee at the Mama Tried Motorcycle Show in February 2017.

All proceeds benefit the AMA Motorcycle Hall of Fame.


BIKERS TO THE RESCUE, A TRUE STORY–
On our Shovelhead, a few years ago, we ran across a couple of real estate ladies broke down on the side of a lone mountain road. Getting late into the afternoon, these two ladies looked panicked to see a couple of grubby bikers approach.

The closer we got the even more panicked the appeared to get. We pulled over and you know the story. They jumped into their car and locked the doors. This was back in the early ‘80s. My wife went over to the car and was able to find out why they were broke down.

They finally got out of their car and I said open the hood. They told me the symptoms and I started to roll out my tool kit. Remember y’all no cell phones in those days. You are stuck until someone comes along or has a CB.

I pulled out the thermostat, made a gasket out of a cereal box from the car, sealed it up, bolted it on and just added water form the roadside creek, and it worked just fine.

I told them not to stop until they got to town, and get a mechanic to fix it soon. They thanked me and offered us money. I took a couple of bucks and sent them on their way.

That is how we change straights, one good deed at a time.

IT’S GOING TO BE A BUSY WEEK COMING UP— We have a ton of content headed your way. I saw an ad for something on Television and it wanted everyone to check them on a dozen social media outlets. I thought two things:

First; if I checked half of the social media outlets, I would run out of time to breathe during the day.

Second; I still don’t get them. I have yet to find any content on any of them. One line about anything doesn’t tell me the story. Here at Bikernet we want to tell you the entire story. At least we keep trying.

Hang on for this coming week and a strong story about BSA and the new owners in India. Could be a challenge for Royal Enfield. You’ll see the entire monthly legislative report from Bill Bish. You’ll see a tech on Progressive Suspension for a bad-handling 2015 Street Glide. And I will wrap up my M-8 engine tech and maybe the Cantina episode I’m playing with.

You’ll also see a tech on replacing the fuel pump in a touring model gas tank, by Howard Knight, famous with leather.

I would actually like to write a Life and Times story for the end of this year. So much to tell…
