Why motorcycle lane-splitting is Legal in California but Not in 49 other states

Why California lets motorcycles legally split lanes while 49 other states do not from https://ktla.com by Tony Kurzweil If you’ve ever been startled out of the doldrums of your afternoon commute by a thundering, lane splitting Harley Davidson and cursed whoever is responsible, you’re not alone. But before you blast the California Highway Patrol with emails listing all the reasons why that congestion-cutting biker should be given a ticket and told to stay in his lane, there are some things you should know. First, not only is lane sharing or lane splitting legal in California but the CHP wrote the safety guidelines as instructed in AB51, which was approved by Gov. Jerry Brown in 2016. In fact, although lane sharing occurs in other states, California is the only place where the practice has been made legal. But why? Well, one reason is that lane sharing has been going on in California ever since motorcycles have been on the freeway, so it was important to set some ground rules, CHP Motorcycle Officer Brian O’Toole said. The second, and maybe more interesting reason, is that it makes time spent on the freeway shorter, not only for motorcyclists but for us four-wheel motorists as well. “As motorcycles are moving through, splitting the lanes … that’s one less vehicle occupying that lane,” CHP Motorcycle Officer Brian O’Toole said. “It’s saving the average motorist in a car time … If we were to all of a sudden not allow lane splitting anymore, that’s a motorcycle sitting in the lane ahead of them,” O’Toole said. But just because the motorcyclist has the CHP on their side when it comes to lane sharing, it doesn’t mean they can recklessly speed past you. “It’s still a privilege … We’re the only state left, so it’s a privilege for us to do this,” O’Toole said The CHP’s guidelines say bikers should only split lanes when the flow of traffic is 40 mph or less, and not travel more than 10 mph faster than the vehicles surrounding them. However, nothing is set in stone, O’Toole said. It is always up to an officer’s discretion as to whether the motorcyclist’s actions are deemed unsafe. Also, like motorists, motorcycles are not allowed to cross in and out of the carpool lane unless there is a designated opening. “You’re not any more privileged than a car would be to jump into that carpool lane,” O’Toole said. Motorcycles are supposed to be sharing a lane on one side or the other and cross over only when there’s a broken line marking an entry and exit point. As for drivers, they can help out too. “Move over to the left or right, depending on which lane you’re in, and create a little bit of a gap for motorcyclists to safely pass. It’s a win-win situation for both,” O’Toole said. Ultimately, riders and drivers need to work together to save everyone time on the freeway.

Norton Motorcycles has announced the completion of its new global headquarters that includes state-of-the-art manufacturing capability and the company’s new global design and R&D hub as well. The new HQ is a display of significant commitment by TVS Motor Company in its partnership with Norton Motorcycles. Within just 18 months of acquiring the iconic British marque, TVS has overseen the creation of its world-class facility in Solihull, West Midlands, UK.

The new Norton leadership, together with TVS Motor Company, has conducted a wide-ranging review of Norton Motorcycles operations, resulting in new appointments and processes and these have been specifically in engineering, design, and manufacturing areas in order to ensure the highest quality standards, the company stated.

Moreover, the new headquarters is creating over a hundred new high-skilled jobs and more in the coming years and will be able to build around 8,000 motorcycles a year.

As part of the new manufacturing process, every single component of every new Norton bike will be evaluated in a new quality-testing laboratory to ensure the highest build quality. Moreover, the company says that within the laboratory are inspection rooms, testing areas including destruction testing, and a rolling road while a customer reception and showroom, service workshop, and office are also housed at the new HQ.

The Norton manufacturing facility has also been engineered to be highly sustainable and to minimize waste. The brand says that the build used numerous sustainable and rapid build techniques on the project, the components of which are almost 50% reconfigurable as a proportion of total construction cost – in order to increase special flexibility. The new facility is supported by the West Midlands Growth partnership, the UK Government, and is a great example of Anglo-Indian cooperation.

Totally amazing: Veteran, cancer survivor reunited with stolen motorcycle

Procopio describes the moment of seeing his motorcycle again as “totally amazing.” That same night he went down to the speedway and raced it.

On Friday nights, the Lawrenceburg Motorcycle Speedway comes alive. The smell of exhaust fills the air and bleachers vibrate from the deafening roar of motors revving, as motorcyclists of all ages line up to compete in a high-adrenaline, high-risk race around a smooth dirt track.

These are the nights that James Procopio lives for. The 74-year-old Vietnam War veteran started racing motorcycles in his 20s, but had to give it up after family and life got in the way.

Procopio says he was diagnosed with colon cancer in 2011 and needed surgery to remove his intestines. He returned to the race track about four years ago after receiving his final chemotherapy treatment.

“I came down here one night, said, ‘Man, I sure miss that,’ and from that night on I put a bike together and started racing,” Procopio told The Enquirer, sitting in the back of a pickup truck on a cold, dark November night, the orange glow of a portable heater at his feet, while waiting for his turn to race.

Procopio worked for two years fixing up a red, white and blue 1980 Honda XR 500 to get it in racing form. But he was only able to race the bike once before it was stolen, along with his pickup truck, from his apartment in Mount Healthy.

The truck was recovered not long after it was stolen but the bike was gone.

“Every spare dime went into that bike,” he said.

Working out of his garage on old and vintage motorbikes, Procopio is somewhat of a local legend. He got his first job when he was 13 working on bicycles and motorbikes at Bishop’s Bicycle Shop in Silverton, where he stayed until he was drafted into the Army at age 19.

It was through his part-time mechanic work that Procopio met Ben Groh, who’s since become a good friend and racing partner. In the past three years since Procopio’s bike was stolen, Groh said he had been working to track down the missing bike on Facebook Marketplace and Craigslist.

“It’s popped up here and there for the past three years,” Groh said. “I’ve seen it come and go and I’ve been close to getting it and it slipped through the cracks.”

Groh’s brother spotted the bike at a local body shop, and he along with Rick Brun, another close friend of Procopio’s and fellow racer, were able to set up an undercover buy with Cincinnati police and retrieve the bike. It was returned to Procopio early last month.

Procopio describes the moment of seeing his motorcycle again as “totally amazing.” That same night he went down to the speedway and raced it.

Those who compete in flat track racing, in which racers drive on a dirt track with only rear brakes and must slide into each turn, describe it as more of a way of life than a sport.

“A lot of people don’t really understand it fully until you try it,” Groh told The Enquirer.

“It’s kind of like surfing: One good wave will call you back the rest of your life,” Brun said.

For Procopio, after surviving two heart attacks, two strokes and cancer, it’s become a source of relief.

“I’m in pain probably 24/7,” he said. “When I’m out there, I don’t feel a thing. Just everything goes away.”

The last race of the season in Lawrenceburg was held Nov. 5.

But Procopio says he’s going to keep racing “as long as I can.”

Shortly after our club started in 1960, we got a clubhouse. I can’t remember if we got it in 1960 or 1961. It was an old house on about an acre.

All the members in the club at that time were older than me, most had jobs and a place to live.

I loved the new clubhouse, it was a wooden house and it was large and old. The driveway was dirt and long leading to the house. I decided to live there, and any member was welcome to do the same.

We had parties there. The parties lasted a few days but there was always a straggler or two who might stay a week or so.

Engine Guard Lowers, Engine Chaps, Rain Guards, Soft Farings…Leg Warmers? Whatever you want to call those things that go on engine guards to stop the rain, cold air, wind, and flapping pant legs from sanding the hair off your calves.

Sometimes you want the airflow, sometimes you don’t. There are a plethora of options and they all come in two parts, left side, right side, just like those 80’s leg warmers—except one. Airlite’s one-piece, full cover soft lowers can be installed and removed quickly.

There are many reasons riders need soft lowers. They cut down the cold wind and rain, keeping boots and legs dry. They can extend your riding season so you can cruise earlier – cruise later – cruise longer – cruise safer.

They also claim that wind buffeting around your upper body is reduced. The soft lowers are constructed with vinyl used on car bras which means they can be in the sun and wind 24/7 and don’t harden and crack like upholstery vinyl. The soft woven fabric backing material makes it impossible to tear or rip.

The screen is made of a heavy-duty mesh for bug and rock chip protection. It’s the same material that dump trucks use to cover loads. Poly webbing that snugly surrounds the bars is also used in seat belts. Airlite uses the same nylon thread employed in aircraft upholstery and a computerized long arm sewing machine allows for topstitching.

With a background in aviation, owner Bob Morris has designed his soft lowers to be extremely durable and uses all U.S materials. These things seem indestructible and he claims to have never had a defective or damaged lower returned.

Optional storage pouches are available on one or both sides. As stated, fitment is a snap. There are in fact no snaps, clips, or zippers, just Velcro where you need it and it comes with a stowaway bag.

In the real world, Soft Lowers are leg warmers. The radiant engine heat reflecting off the back of the soft lowers creates warm air vortices noticeably increasing the ambient air temperature behind them.

CLIMATE DEPOT FLASHBACK–Men Warm Globe, Women Feel the Heat, Group Claims – The solution?! ‘Climate gender justice’

The spokesman for a feminist-based environmental group at UN climate summit, accused men of being the biggest contributors to human-caused “global warming” and lamented that women are bearing the brunt of the negative climate consequences created by men.

“Women and men are differently affected by climate change and they contribute differently to climate change,” said Ulrike Rohr, director of the German-based group called “Genanet-Focal point gender, Environment, Sustainability.” Rohr, who is demanding “climate gender justice,” left no doubt as to which gender she believes was the chief culprit in emitting greenhouse gasses.

“To give you an example from Germany, it is mostly men who are going by car. Women are going by public transport mostly,” Rohr told Cybercast News Service. Rohr was standing in front of her booth, which featured a banner calling for “creative gender strategies” from “rural households to global scientific bodies.”

“In most parts of the world, women are contributing less [to greenhouse gasses],” Rohr continued. But it is the women of the world who will feel the most heat from catastrophic global warming, she said. “At least in the developing countries, it is women who are more affected because they are more vulnerable, so they don’t have access to money to go outside the country or go somewhere else to earn money and they have to care for their families,” she said.

NMA TIP OF THE WEEK–Driving through a Weather Disaster

Weather disasters can take on many forms: a sudden downpour that is much worse than predicted, an ice storm that hits suddenly, a dust storm that shows up unexpectedly, or localized ground fog so thick, you can only see a few feet in front of you.

Everyone likes to say, “Be prepared.” You can be by knowing what to do before anything happens. For an unexpected weather event, you need to, more than anything, remain calm, think about where you are and where you need to go, and if you don’t need to drive, then don’t.

If you have to drive out of the situation, remember to travel at a safe speed for the road and weather conditions. Don’t be in a hurry no matter if you’re late. Safety should always be your priority.

Here are two prime examples of recent sudden weather events. In late September, a downpour in Abilene, Texas, was so severe that many drivers were caught off guard when driving their regular route. They found themselves in high water and had to be rescued. An atmospheric river event hit northern California in late October. Fresno and Sonoma County drivers found themselves in a deluge with the possibility of mudslides.

If you find yourself in an acute downpour situation, here are some things to keep in mind.

Avoid driving through water if it is fast-moving across or down the road. Even six inches of water may cause you to lose control, and two feet of water could carry you with the flow.

Underpasses are particularly vulnerable to rising waters.

Do not drive through flood water if fallen electrical lines are nearby or have dipped in the water. (You shouldn’t go on flooded roads anyway, except in extreme emergencies, since you might not know where the road is, or if the road could have been damaged in some way.)

Be alert for debris and trash, tree limbs and even trees, loose farm animals, and stranded vehicles.

Stoplights and stop signs may be missing or not working. Treat intersections as four-way stops and be courteous with other drivers.

Recognize that law enforcement will be busy and may not be able to direct traffic.

Bad weather coupled with dangerous driving conditions should be expected. If a forecast says bad weather is on the way, heed the warning. Postpone your travel plans. If you must drive, here are some general tips that might help:

Plan Ahead

Leave earlier than planned. Bring a paper map in case cell or GPS service is spotty or affected by the storm. Make sure your equipment is in good working order. Wipers need to work well. Keep all head and tail lights clean and visible for other drivers. Clear the windshield, mirrors, and all windows of ice and snow as much as possible. Keep wiper fluid in your vehicle in case you need to add more during the trip.

Check the Weather before you Leave

Know the current forecast to anticipate what might happen when you’re on the road.

Drive like you Want Others to Drive

Drive a speed based on road conditions and the weather.

Leave room between you and the vehicle in front of you. Some say double the cushion when the weather is frightful to have time to react to what is happening in front of you. You can control what you are doing, but not the actions of other drivers.

If someone is tailgating, let them pass you and then leave plenty of space between them and your vehicle.

If you become stressed during the drive, take deep breaths and calm yourself.

Pull Over for Safety

Driving during weather events can be stressful. If you need a break, find a safe place and pull over for a few minutes. Make sure you are not pulling into a deep puddle or snowbank, and are out of the way of other traffic. Rest your eyes and listen to the radio for additional road information and weather reports if you are tired.

The vanishing breed, where parts availability makes the difference between an old bike or car being a survivor or scrap. Lack of Indian parts in the 1960s cost me the opportunity to carry on with the war surplus US Navy Indian my dad rode after getting home from the war. It had been handed down from dad to an uncle who kept it running into the ‘60s, but he could never find brake parts for it and that forced him to park the bike for good.

When I started making noises about wanting a bike dad said we’d look into getting the Indian for me. Sadly, after not being able to find brake parts my uncle gave up and sold the Indian to a collector who would use it for parts if nothing else. One more of the old breed had vanished.

I keep thinking what could have been if I’d gotten that bike as a 15-year-old and someday I’ll build a battleship gray bobber as a tribute of sorts to dad and my uncles who rode that bike after serving in the war.

Enthusiastic Support from The Powersports Industry and Riding Community Sets its Sights on Even More for the 2022 Charity Ride

PHILADELPHIA, Pa. (Nov. 9, 2021)—The Comoto Family of Brands is thrilled to announce it raised over $300,000 for the Pediatric Brain Tumor Foundation (PBTF), smashing its $100,000 target. The month’s long effort culminated with the inaugural National Ride for Kids Day held on September 12.

For more than 30 years, the PBTF’s Ride for Kids has inspired powersports communities across the country to raise funds to help children with brain tumors, which is the leading cause of cancer death in children. This past September, Comoto joined forces with the Foundation, alongside American Honda and 18 other powersports brands* from across the riding community, to host one of the biggest motorcycle charity events in the country, which raised a total of $1.3 Million.

$309,500 was contributed directly from the Comoto community of riders. In addition to the nationwide charity ride, Comoto actively involved each of its brands within the family to help raise funds for PBTF. This experience will be partially facilitated as scouts explore the history of Harley-Davidson as well as the engineering of motorcycles as they complete the nine merit badge requirements. Ticket includes: Downloadable activity booklet used for the program, partially facilitated program, blue card signed by the facilitator (one blue card per scout registration) and an exclusive H-D Museum™ patch.

Scout Virtual Engineering Merit Badge (Saturdays at 8:30 a.m. and Tuesdays at 6:30 p.m.)
This new 90-minute online program is open to scouts from all over the country. Our program facilitator will guide the troops and explore the role an engineer plays while creating a Harley-Davidson® Motorcycle. Inspiration and Recovery: Wounded Veteran Climbs the Seven Summits (on display now)

In September 2009, Specialist Benjamin Breckheimer, a Cavalry Scout with the U.S. Army 2nd Stryker Brigade, 2nd Infantry Division, was severely wounded during a tour in Afghanistan. His rehabilitation was difficult as he endured numerous surgeries. During this same time, the Harley-Davidson Museum regularly sent care packages – including H-D Museum flags dotted with well wishes – to active-duty military personnel. Breckheimer took to mountaineering during his recovery and over the summer carried the H-D Museum flag to the summit of Denali, the highest point in North America. With that peak reached, Breckheimer became the first and only Purple Heart recipient to reach all the Seven Summits, the highest peaks on each of the seven continents. He continues to climb, and he shares his inspiring story to encourage resiliency and support the mental health of veterans and current service members.

Clubs & Competition (on display now)
In the early part of the 20th century, motorcycle culture was a homegrown phenomenon. It grew out of the passion of riders for their evolving sport. The camaraderie that developed around riding and attending competitive events led to the formation of motorcycle clubs that hosted destination rides, family picnics with motorcycle games and other riding competitions.

The newly reinstalled display case in the Clubs & Competition gallery highlights clothing from club members from primarily the 1930s and 1940s. The clothing selections on view include full dress uniforms, shirts, sweaters, jackets and caps, customized by the owners with their club name and logo, and pins or patches indicating membership in the American Motorcyclist Association. The H-D Archives™ collection includes Motorclothes® apparel sold in H-D® product catalogs but also non-H-D produced clothing items that have been proudly customized by riders.

Harley Fox (on display now)

Gail Anderson’s 1986 Softail® Custom motorcycle, “Harley Fox,” built by her partner Bob Burrows, took top prize at the first Ladies of Harley® (LOH) ride-in show during Daytona Beach Bike Week in 1987. With her custom bike and themed riding gear, Anderson presented a striking image that fit the growing visibility and exciting new options for women riders in the 1980s.

Alfonso Sotomayor’s 1957 Model FL (on display now)

The Harley-Davidson Museum is proud to announce its collection has recently grown with the addition of a 1957 Model FL that was ridden by famed Mexican stunt rider and racer Alfonso Sotomayor Canales.

Harley-Davidson’s history in Mexico dates back to at least 1913. In the 1920s, the brand was more frequently spotted throughout Mexico City as the motorcycles proved popular with the local traffic police who would also perform stunts with their Harley-Davidson® bikes. After racing from the 1930s into the 1960s, Sotomayor launched his own stunt riding career by performing the famed “Salto de la Muerte” or Jump of Death. Learn more about Sotomayor’s feats of derring-do and Harley-Davidson’s early entry into Mexico with this new display located in the Custom Culture area.

In the decades before America paved its highways, early riders had to be prepared for all sorts of terrain: sand, clay or dirt – and wandering those makeshift byways were Harley-Davidson® motorcycles. Today, it’s called off-road or adventure touring; back then it was just called riding. Since 1903, Harley-Davidson motorcycles proved their toughness by riding over wooded hills, through stone-choked creek beds and up mountain sides. “Off-Road Harley-Davidson” tells the history of motorcycles designed for rough roads, the people who rode them and the adventures they shared.

“Building a Milwaukee Icon: Harley-Davidson’s Juneau Avenue Factory” (on display now)

A recently recovered cache of architectural drawings includes plans for the original Juneau Avenue facility. The pencil drawings, along with archival photographs, demonstrate the whirlwind pace of the company’s early growth. While building an international business—going from producing just over 1,000 motorcycles in 1909 to manufacturing 27,000 motorcycles in 1920—the company’s Milwaukee factory experienced near-constant expansion. Construction through this relatively brief period created the buildings that today, a century later, are still the proud home of Harley-Davidson.

“Building a Milwaukee Icon” provides a snapshot of Harley-Davidson’s formative years and illustrates a chapter of Milwaukee history when the city was known as the “Machine Shop to the World.”

Don McLean Hit “American Pie” –Featured in New AppleTV+ Movie Finch Starring Tom Hanks

Los Angeles, Calif. – Don McLean’s beloved hit “American Pie,” makes its way into the new AppleTV+ sci-fi movie Finch starring Tony and Golden Globe Award winner Tom Hanks. Hanks plays “Finch Weinberg,” a robotics engineer who builds an AI sidekick to take care of his companion canine after he’s gone.

Finch’s relatable and vulnerable side is revealed as he sings “American Pie” to himself when he is lonely and while making his way through a dust storm that might lead to his death. The song holds a tight grip on viewers as an emotionally commanding theme song heard at both the beginning and end of the film.

Have We Become a Nation of Bullies?–
Online and offline, angry, aggressive, bullying behavior has become normalized, and it’s tearing our nation apart. Elaine Parke says it’s time we got back to behaving with kindness, respect, and dignity—and her unity movement must start with you and me.

Berkeley Springs, WV (October 2021)—We’ve traditionally thought of bullies as scowling kids who steal classmates’ lunch money or trip them on the playground. In recent decades, we’ve seen lots of “mean girl” types tormenting others on social media. But Elaine Parke says the face of today’s bully has changed: It is just as likely to have wrinkles, five-o’clock shadows, or bifocals.
 

“Adult bullies are everywhere,” notes Parke, author of The Habits of Unity: 12 Months to a Stronger America…one citizen at a time (Outskirts Press, 2021, ISBN: 978-1-9772-4276-1, $21.95, www.12habits4allofus.org). “They’re harassing healthcare workers and screaming at school board meetings. On social media, they’re arguing, name-calling, shaming, and slamming those who think differently.”

Yikes. Shouldn’t we know better by now?

Absolutely, says Parke. Yet the problem has become worse and worse, especially in these politically divisive times. We’ve devolved into a nation of bullies—and it’s creating hurt and strife where we desperately need compromise and healing.
 

That’s why Parke is leading the charge against incivility, division, and unproductive conflict in America. She says it starts with holding ourselves accountable for our own bad behavior—yes, even you and me.

“No one likes to think of themselves as a bully,” she acknowledges. “But most of us have raised our voices in anger, gossiped about others, or made snarky remarks on Facebook. We all have a civic responsibility to treat others with dignity and respect, even when we don’t agree.”

Parke worries that social media has played a role in normalizing hurtful and even abusive behaviors. It’s a shame because it was meant to be a source of connection and information (and used the right way, it still is that). Unfortunately, behind a screen, we’ll say things we’d hesitate to say in person. Plus, we’re steeped in a global echo chamber that tells us we’re right, while the other side is ignorant, ill-intentioned, immoral, or worse.

“We’ve all heard the saying that we are what we eat, but I say we are the messages we consistently consume,” Parke says. “It’s time we moved to a mental diet that nourishes, encourages, and brings us together.”

Parke’s The Habits of Unity is her attempt to help people take charge of what she calls their “mental nutrition.” Much in the same way that we (hopefully) approach the food we eat, we need to develop the discipline to make more nutritious mental choices every day. Her book’s 365 “one-magic-minute-a-day” motivationals make it easy to hardwire these choices into habits.

With her simple, doable framework for uplifting ourselves, boosting our mental health, and practicing unity, Parke hopes to get everyone focused on the same branded behavior each month—just like we all focus on holidays together. The idea is that the sheer force of all that concentrated positive energy sparks a unifying kindness revolution that rises from the ground up and sweeps the nation.

Yet, until that happens, we can leverage the power of The Habits of Unity on a personal level by forming one good habit per month:

“When we each commit, all together, to eliminating our own bullying behaviors, human nature will begin to evolve into ‘humane’ nature,” says Parke. “Our country needs all of us to move beyond persecution and name-calling, and focus on listening, understanding, and cooperating with one another as much as possible.

“And as for social media,” she adds, “let’s make it a space that fosters healing instead of harassment.”

One day, I’m going to leave work and make the 1.5-mile ride up there and enter my Panhead in the show. I built it with Edward Eisler ( Vintage Harley Works ) 30+ years ago. I should say that I was there and helped build it.

Edward Eisler actually won one of the Panhead or chopper divisions about 3 years ago. Not sure when it was.

FORBIDDEN OBSERVATION OF THE DAY–The difference between the arbitrary edict known as the Constitution and the arbitrary edict known as the Koran is it is taking longer for the Constitution to evolve to full tyranny than the Koran took. Because the Koran didn’t need endless interpreting by an appointed panel of 9 imbeciles for hundreds of years to determine its “actual” content. It was in full horrific sadistic form right out the gate in plain simple language and has stayed that way.

The Constitution, unlike the Koran, pretends to be, via mystical airy ‘we humans are gods” exhausting Kabbalistic cultic exultant enlightened blather, a gateway to “the common good” – a condition not exactly itemized as to what that actually is.

Time as shown, at least to those actually paying attention, that “the common good” is evolving into the same level of misery and death and absolute tyranny that the Koran provides.

The difference is the Koran is a lot more honest about it. I’ll give the fuckers that.

Mechanics, Truck Driver, Heavy Equipment Operators, Rough Necks, Aircraft Mechanics, and Aircraft and Commercial Electronics. We’re all a bunch of gearheads; many of which have decades of experience and talent.

If folks had to run to work to feed their families, would they be spending their time bitching about the weather or worried about how the cops are acting? Now they can protest all day, drive home in their SUV order a pizza and watch it on TV.
