What’s New? A congressman killed a biker. New Harleys will be stroked by the public in Milwaukee. American Rider asked me to attend too late. I’ll miss the 100th, but our 1928 Shovelhead arrived and we rode it for the first time. I’ll try to post a feature over the weekend. What a cool scooter thanks to the creative abilities of Strokers in Dallas.
We’re putting together an article on the stripped down 2004 Road King Custom for Cruising Rider, but I still like my 2003 Highbar King better. This morning I spoke to the H-D director of Engineering about the process he endured in redesigning the Sportster to create a rubbermounted driveline and the most reliable, high performance Sportster to date without messing with the traditional look. Good story for American Rider.
Whatta job.
Let’s get to the news:
Janklow driving car in crash that killed motorcycle rider–ByDORIS HAUGEN,Associated Press.
SIOUX FALLS, S.D. – Rep. Bill Janklow hurt his wrist and suffered an injury to his head in a weekend crash that killed a Minnesota man, his son, Russ Janklow, said. But the Janklow family’s focus has been more on the victim’s family, he said.
“He feels unbelievable sorrow for his family and friends,” the younger Janklow said of his father. “It’s a very unfortunate situation.”
According to authorities, Janklow, 63, was the driver of a car that collided Saturday afternoon with a motorcycle, killing the rider, Randolph E. Scott.
Scott, 55, of Hardwick, Minn., was pronounced dead at the scene near Trent in Moody County, Col. Dan Mosteller, head of the state Highway Patrol said Sunday.
The accident happened around 4:30 p.m. Saturday at the intersection of Moody County Highways 13 and 14 in eastern South Dakota.
Chris Braendlin, one of Janklow’s staff members, was traveling with the congressman but was not injured, said Mosteller.
Reconstruction experts spent Sunday at the scene, he said. An accident report will be available “in a couple of days,” Mosteller said.
“There have been a lot of calls and inquiries, what’s going on, are we doing the things we normally do,” Mosteller said Monday. “And the answer is, yes, no different. We are doing this by the books and doing this one like we would do any other one.”
Janklow, a first-term Republican congressman and former four-term governor, was on his way home to Brandon after attending an event in Aberdeen to honor Korean War veterans, said Russ Janklow, of Sioux Falls.
“He’d been in Aberdeen and was coming back. When he takes that route he often goes through Flandreau. The road he was on leads right home,” he said.Janklow’s hometown is Flandreau, which is north of Trent.
Russ Janklow said doctors in Sioux Falls examined his father on Sunday and told him to rest in bed for a couple of days.”He feels absolutely horrible about this. I’ve never seen him as distraught as I saw him last night,” Russ Janklow said.
The elder Janklow issued a statement Sunday. “I was involved in a very tragic traffic accident late yesterday. Personally, and on behalf of my family, we feel as much anguish for this gentleman and his family and friends as is humanly possible.”
Mosteller said the accident remained under investigation.Scott was not wearing a helmet and seat belts were being used in the Janklow vehicle, said Mosteller. There was no indication that alcohol or drugs were a factor in the crash, he said.It was not immediately clear whether any charges would be filed.
“I’m waiting for reports on an accident that occurred yesterday in Moody County and until I get the report I don’t know what might develop,” Moody County State’s Attorney Bill Ellingson told The Associated Press on Sunday.
He said he didn’t know when the report might be received.
South Dakota Highway Patrol Capt. Jeff Talbot said Monday that Scott was headed west and Janklow was driving south. The motorcycle hit the car’s passenger door on the driver’s side, right behind the driver, Talbot said. Earlier, Moody County Coroner Ted Jacobs said the motorcycle was eastbound.
North-south traffic is controlled by stop signs at the intersection. The crash forced Janklow’s Cadillac off the road and into a soybean field, while Scott’s motorcycle wound up in a ditch, Russ Janklow said.

LIGHTS OUT ON BROADWAY–Riding in NYC rush hour traffic is an acquired skill under the best ofcircumstances. Add a few million freaked out pedestrians crowdingthe streets and no traffic signals and you begin to get the picture.I was down in lower Manhattan taking care of some business on Friday whenthe shit hit the fan. luckily the fan wasn’t working when the power wentout. Some folks thought it was the end of the world, others figuredterrorists were at it again. Me, I just thought Do Wha Ditty, New York City.
Having no radio on the Road King I didn’t have a clue as to the extent ofthe black out. Just a sea of stopped taillights lay ahead. People were pouring out of underground subway stations and busses werebrimming over with humanity.Wall Street types with their brief cases were hanging off the back of trucksand busses like kids in old B&W movies. I was 100 miles from home and goingno where fast.
I thought it was a good time to find a friendly watering holeand wait out the traffic. At 44 St and 1st Ave after being temporarilyblocked from my white line / lane splitting progress by a garbage truck, Ispotted a hot blonde in a short skirt waiting on an endless line for anuptown bus that wasn’t going to come. She smiled at me and that was that. Ioffered her a ride as far as 96st and she shimmied those long lovely legsaround me and off we went.
When we finally made it to Hogs she was grateful for the ride and I figuredI was set for the duration. Fat Chance. A sweet kiss on the cheek and shewas lost to me in the throng of humanity.
Hell, at least there was still hope. Hogs was hopping and the bikes werelined up the whole block in front of the bar. Seems every biker that rode towork that day had the same idea as I did. Hit the bar and wait out thetraffic nightmare. We figured it was NYC and the power would come back onany minute. Yea right.
As darkness fell on the city a strange atmosphere took over. By 10pm it wasMardi Gras, Big Apple style. The ice was fast melting and the beer was getting a might warm but after 5hours of drinking, no one seemed to notice.
I finally was able to get asignal on my cell and phoned home to say I was alive but too toasted to tryand make it home. The band that was scheduled to play that night showed upand did an all night acoustic jam. Ladies who were too hot to stay homedonned their skimpys and started showing up.Dancing on the bar, they made the night go fast. We pulled Skinny Joe’sSportster inside and had a spot light to keep the ladies illuminated as eventhe bikini tops proved too warm and were shed.
At 5:30am, as the sun came up the power came back on. We all booed andhad another cocktail. I joined a bunch of others for a quick nap outside onthe bikes, and by 7am I was on my way North again. When I arrived home twohours later my OL asked me what I did. “Oh, it was terrible I just found acomfortable place to crash and waited it out,” I mumbled and crawled into bed.

BIKER LEADER’S TRIAL SET–by ELAINE SILVESTRINI esilvestrini@tampatrib.com Published: Aug 18, 2003.
TAMPA – Two years after the former international president of the Outlaws motorcycle gang was sentenced to life in prison, federal prosecutors hope to send his successor to join him.
James Lee “Frank” Wheeler, 61, a bushy-bearded, sentimental biker poet from Indianapolis, is to go on trial today in federal court in Tampa on racketeering and drug trafficking charges.
Painted in a federal indictment as a leader of a cold- blooded criminal enterprise that murdered rival motorcycle gang members and informants, sold drugs and used women as property, Wheeler allegedly ascended to the top of the Outlaws after Harry “Taco” Bowman was imprisoned. Bowman was convicted of ordering other Outlaws to kill suspected informants, firebomb rival gang clubhouses, and rob and beat competing gang members.
Wheeler, according to the indictment, helped Bowman elude authorities as Bowman spent nearly two years on the FBI’s 10 most wanted list following his federal indictment in Tampa in August 1997.
Among other things, Wheeler allegedly arranged for Bowman’s wife and daughters to meet with Bowman at hotels, motels and Outlaws chapter clubhouses around the country.
In 2001, a federal jury in Tampa convicted Bowman on eight counts – including conspiracy, racketeering and drug charges – thus holding him responsible for two murders, the slaying of a rival gang member and the shooting of a fellow Outlaw.
Authorities have “been working on getting” Wheeler for years, said Lina Presley, a gang expert with the Indiana Department of Corrections, “and they finally got him.”
In addition to his pending Tampa trial, Wheeler faces prosecution in federal court in Ohio under a sweeping indictment that details alleged murders and drug deals and discloses snippets of conversations investigators secretly taped.
In August 2001, for example, Wheeler, at an Outlaw meeting in Cancun, Mexico, allegedly pushed through a bylaw to permit the sale of heroin and ecstasy by members of the gang.
The Ohio indictment also alleges that Wheeler and other Outlaws used a “voice stress analyzer” to determine whether gang members were cooperating with law enforcement.
In Indianapolis, at an October 2001 Outlaws chapter meeting – which the Outlaws referred to as “church” meetings – Wheeler ranted about the problems of methamphetamines, arguing to ban their sale. Then he reversed direction, saying, “We’re Outlaws,” and if the gang didn’t sell the drugs, “we might as well belong to the clean and sober club.”
But he worried that trafficking in methamphetamines would bring more attention from the law. “We’re Outlaws and we’re going to do what we want to do. But I’m telling you they’re [law enforcement] looking in on us.”
At an August 2001 meeting in Fort Wayne, Ind., Wheeler waxed nostalgic about the old days when the Outlaws could “thrive.”

The famous Gunny.
THE AIM/NCOM MOTORCYCLE E-NEWS SERVICE is brought to you by Aid to Injured Motorcyclists (A.I.M.) and the National Coalition of Motorcyclists (NCOM), and is sponsored by the Law Offices of Richard M. Lester. For more information, call us at 1-(800) ON-A-BIKE or visit us on our website at < From The Again the days of August slipped by me so fast I hardly had time to realize the hot month was here. This is the heavy riding month in Oregon and we have runs every weekend all month long. It starts off with “Run 21,” which is our adults-only run. My boss Sam Hochberg’s chapter of ABATE, SE Portland, started this whole deal a few years back. Sam went to the very first one and said it was fun – but we didn’t see his mug or that new Heritage of his this year. Musta’ been off riding somewhere else. Matter of fact, Sam DID take a nice ride down south to Medford, Oregon last month, and gave an “AIM Talk” to the Rogue River Chapter of the Women in the Wind. Sam had a great time, and was very impressed with this large group of serious riders. Sam’s been doing these “AIM Talks” for over fifteen years. He goes to your biker group meeting, and talks about The Law and Motorcycling. He also likes to spread the Gospel of NCOM — the National Coalition of Motorcyclists. Regular Sack readers know NCOM is supported by fees from AIM (that’s Aid to Injured Motorcyclists) lawyers like Sam from all over the US and Canada, through the Law Offices of Richard M. Lester. And if THAT’S news to ya, you might be new to the Sack! If ya’d like to hear more, line up an AIM Attorney to come talk to your motorcycle club or organization. You can call our national hotline at (800) ON-A-BIKE to speak to the AIM Attorney in your state. RUN SAFETY: Our Run 21 was great as usual, but there was one incident that shouldn’t happen at any run. A rider blasted out of the stage area and hit a woman. He was just on his way to his campsite. I’ve seen this happen too many times at events that we’re supposed to be having fun at. When you get through with the bike games and shows in the afternoon, take your scoot to your camp and leave it there. A drunk scoot always causes the owner trouble, and will always hurt somebody. The Coos River run over by the Oregon Coast came down after Run 21, and as always a great time. Love the “rubber duck races.” If you haven’t seen this, ya gotta make this run next year. It’s a real hoot to watch all those leather clad bikers sitting on a creek bank, cheering their little rubber duckies as they come bobbing down the stream! But even there, we had a guy go down on the gravel road and break an arm. It’s good road but there is loose gravel on about three hundred feet of it, just before you get to the run. It’s a shame when an otherwise great time is marred by an injury. Please lets keep the other guy in mind and be careful fachrissakes when you ride, no matter where it is. It’s just not fun when folks get hurt, especially when it’s from plain old carelessness. LEGAL SAFETY: If y’DO go down, or if you’re there when someone else does, our Oregon AIM Attorney Sam Hochberg wanted me to remind you to TAKE PICTURES and get names and numbers of WITNESSES. Oh, and call the cops. Tell them you’re hurt or they won’t come out. TAKE the ambulance if you need to, and see your doctor. MOST important, Sam says, is DON’T TALK TO THE INSURANCE ADJUSTER! They have a way of twisting the most honest speech. Talk to ANY GOOD personal injury lawyer. Sam is part of AIM, so you can always reach him at 1-800-ON-A-BIKE, or email him at SamBikeLaw@aol.com . He checks t all the time NEWSBITS’N’PIECES: ROYAL SCOOTER DUDE: The Thunder Press had a feature about the future King of Merry Olde England and his love of two-wheeled motor sports. We had a story here in the Sack about a year ago that the young Prince William is a fan of motorcycles and rides very well himself. The Royal family isn’t too happy about it, but the Prince says his father deals with it well. Motorcycles have their dangerous side but so does the Royal sport of Polo. You couldn’t pay me to try and hit a small, very hard ball from the back of a running horse. The Prince has been riding for several years now, and says he fell in love with “motorbikes” as they are called in England, at a very early age. He says also, that proper training is essential. When he puts his helmet on, he says he feels anonymous, so he can relax and enjoy the ride without being chased by paparazzi! ORLANDO, FLA: Here it comes folks, we have been watching things develop around the country and here is what we have found. There will be a law enforcement set of seminars held somewhere in the Orlando area during “Bike Week” 2004. These seminars are open to law enforcement only and will cover subjects such as: Outlaw Motorcycle Gang Investigations, From the Inside – Combating Biker Gangs, Outlaw Motorcycle Gang Identification – Intelligence Gathering, Major Run Enforcement – Police/Biker Relations, Motorcycle Gang Coalitions (They’re worried about our NCOM and Confederations of Clubs??), Combating lawsuits (like the ones our AIM Lawyers file??), Development and Management of Gang Member or Associate as an Informant. These words should concern every American, not just riders. We’ve covered the “USA PATRIOT ACT” in earlier Sacks and this is just what I’m talking about. I’m not pretending we are all perfect in our lifestyle but neither is any other lifestyle you might want to mention. This kind of surveillance of our lives is an outrage and we need to scream like Hell about it. Learn more at the next NCOM Convention in Oklahoma City next May. COSTA MESA, CA: This time it’s the ACLU in court battling for homosexual woman bikers. The women want to run their second “Dyke Run” parade through the town of Costa Mesa and the city is using restrictions against motorcycles to discourage the ride. They are saying the Dykes on Bikes will have to follow the permit process like any other group. One of the requirements is the group arrange for a million dollar liability insurance policy and a $3k deposit for police protection during the ride. The city wants the organizers to provide porta-potties and trash pick-up after the parade. They also want to limit the number of bikes to 10 and threaten tickets to be mailed to offenders on the parade route. Sounds like a real mess to me. LOS ANGELES, CA: The worlds largest rent-a-bike company of Harley-Davidson motorcycles, Eagle Rider, is set to offer travel agents a 40% commission on the reservation of bike rentals at vacation destinations if the rental is for a week or more. This is in effect until Feb 20, 2004. I think I’d rather rent direct and pay a little less! NEW YORK, NY: Here we go again! Got this story from a contributor to the e-mail list serve of the SoLR, the Sons of Liberty Riders. The Long Island area near New York City has found the neatest way there is to harass bikers. They have instituted “SAFETY CHECKPOINT STOPS,” which are designed, according to the information I have, to interrupt the travel of those persons using the motorcycle as a way of getting from one place to another. This gives the cops a way to write tickets. These checkpoints are for MOTORCYCLES ONLY. Other methods of travel are left alone! Don Lanham, the Legislative Coordinator for A.B.A.T.E. of New York wrote a letter to several newspaper editors and four were printed. One rebuttal letter expressed concern with the noise levels some bikes cause, and also had something to say about the attire worn by many of us, black leather and denim. He said bright colors were more to his liking because it made bikers more visible. I’m wondering if he had any idea the reason we wear such attire is because it protects us when we get run over by folks who think we should wear bright colors. Maybe the idea was to make us easier targets for cage drivers. I don’t know. At any rate it bothers me that authorities will go to such lengths to harass people and not include the entire traveling population no matter what vehicles they choose to use. NEW YORK, NY: Well here’s a new one: According to Billboard magazine there’s a new rock group — actually just three guys — and they call themselves the Black Rebel Motorcycle Club. They’re doing a North American tour in September and October. They even call themselves “BRMC.” If any Sack readers know about this crew I’d like to know if they’re riders at all. If NOT, I wonder what bonafide Clubs might have to say about them. Drop old Gunny a line at AIMGunny@aol.com any time on any subject at all, but especially about this bunch. That’s it for this month. Stay safe, andKeep the round side on the bottom.Gunny, Oregon AIM Chief of Staff

Author Bill Bish, a freedom fighter forever.
THE AIM/NCOM MOTORCYCLE E-NEWS SERVICE is brought to you by Aid to Injured Motorcyclists (A.I.M.) and the National Coalition of Motorcyclists (NCOM), and is sponsored by the Law Offices of Richard M. Lester. For more information, call us at 1-(800) ON-A-BIKE or visit us on our website at < Compiled & Edited by Bill Bish, SENATOR CAMPBELL REVS UP ATTENTION TO SMALL MOTORCYCLE BUSINESSES: In a June 19 letter to the Environmental Protection Agency, U.S. Senator Ben Nighthorse Campbell (R-CO) urged the EPA to modify their proposed rule to tighten emission requirements for highway motorcycles by including a flexible implementation schedule. “The flexible implementation schedule would ideally allow smaller motorcycle manufacturers more time to adjust to the rule in order to help them comply with the requirements, without going out of business,” said Campbell. “Clean air should remain a national priority, yet we must be mindful of the unintended consequences that new rules can have on our small businesses.” Currently, six manufacturers (Honda, Harley-Davidson, Yamaha, Kawasaki, Suzuki and BMW) account for 95% of the U.S. motorcycle sales. Given their significant market presence and economies of scale, these companies are well positioned to incorporate new rules requiring production modifications, Campbell told the EPA. However, manufacturers of the remaining five percent of the motorcycle market are far less likely to meet more stringent requirements without significant and disproportionate market impacts. The EPA intends to implement California-style emissions cut-backs in a two-phase plan beginning in 2006, resulting in an 80% reduction in motorcycle tailpipe emissions by 2010. Stricter new limits will be established for hydrocarbons and nitrogen oxides emitted by the engines, requiring motorcycle manufacturers to reduce emissions from a currently allowable 5 grams of Hydrocarbons per kilometer to 1.4 grams/km by 2006 and .8 grams by 2010. Nitrogen oxides, which are unregulated at this time, must also be reduced to 1.4 grams/km in 2006 and .8 grams/km by 2010. It is widely speculated that new motorcycles will be required to use fuel injection on the intake and catalytic converters on the exhaust in order to comply with the tough new federal regulations, as well as altering cam timing and making other engine modifications, including liquid cooling. As the federal EPA prepares to release their final rule, it’s nice to know that we have friends in high places. Senator Campbell is a long time motorcycle enthusiast and is a member of the National Coalition of Motorcyclists Legislative Task Force (NCOM-LTF). RIDING THE CAMPAIGN TRAIL : While Senator Ben Nighthorse Campbell may be the most visible motorcycling legislator, other politicians are climbing aboard. During a recent meeting of Western governors in Missoula, MT, the star of the show was Idaho Governor Dirk Kempthorne, the former U.S. senator who could eventually be the president’s pick to head the Environmental Protection Agency. Kempthorne is a polished politician, but here he was in a rumpled suit and unkempt hair. What was going on? All was revealed when Kempthorne took the podium and told the audience that he had ridden his Harley-Davidson up from Boise. Kempthorne apologized for his ruffled suit, explaining that his saddlebags didn’t afford much room. The Republican even told how he’d pulled over to hear the birds chirp along the river. The image was Marlon Brando meets Marlin Perkins. Montana Senator Max Baucus had a meeting in Glacier National Park to discuss the deteriorating condition of its Going-to-the-Sun Road. Baucus seemed to present the image that he was zooming to the rescue, federal checkbook in hand. Why? He arrived – you guessed it – revving the throttle of his Harley-Davidson motorcycle. And, yes, the Democrat did tip off the local TV stations before he rode into town. Times have certainly changed since California’s Senator George Murphy once called bikers “the lowest form of animal”. But Ben Long, a contributor to Writers on the Range, is apparently still stuck in the past. “Sure, senators want to look like regular guys, even though most of them are millionaires who wouldn’t know a carburetor from a camshaft. Politicians make laws. Rebels break laws. Politicians and Harleys go together like thermal long johns on an August day in the Mojave. We know the mundane truth: Politicians spend their days behind desks, not behind handlebars.” JOURNALISM AT ITS WORST : “When Wisconsin repealed its motorcycle helmet law in 1978, cynics saw it as a way of improving the human gene pool. Through Darwinian selection, stupid people who didn’t wear helmets would die off and intelligent people who wore helmets would survive and multiply,” writes Joel McNally in his article “It’s Time to Put a Lid on Motorcycle Carnage,” appearing in the July 22nd edition of The Journal Times in Milwaukee. Following are some excerpts from his lengthy article, which can be viewed in its entirety at: http://www.journaltimes.com/articles/2003/07/22/opinion/iq_2362962.txt. “Wearing a helmet is the single most effective way of reducing deaths and serious injuries among riders. State legislatures across the country have been following Wisconsin’s example by listening to the crude, overweight biker lobbies that think rider safety isfor wimps. The name of the strongest state lobby against motorcycle helmets illustrates how a simple, intelligent safety measure can be demonized by a right-wing, anti-government, militia mentality. The lobby is called ABATE, which stands for A Brotherhood Against Totalitarian Enactments. The name implies that totalitarian governments such as the old Soviet Union used to oppress their citizens by making them walk around wearing motorcycle helmets… Thank god we live in the good, ol’ USA where we have a Constitution guaranteeing the rights of motorcycle riders to scramble their brains across the pavement. We realized the Marlboro Man wasn’t a symbol of American freedom after he died of lung cancer and we found out he’d been damaging everybody else’s health all those years with his second-hand smoke. It’s time we realized motorcycle riders who aren’t smart enough to put on helmets aren’t free of anything but intelligence.” (About the author: Joel McNally is former editor of the Milwaukee alternative weekly Shepherd Express and appears weekly on the WMVS-TV public television show “Interchange.” His e-mail address is: jmcnally@wi.rr.com) BUYOU POLITICS:Giving up Freedom for insurance profits. “We are just going to have to get inside people’s lives and change their behavior,” said former legislative auditor Dan Kyle in officially announcing his candidacy for state insurance commissioner on August 14, adding that Louisianians need to change their behavior to reduce insurance costs. That includes banning all open containers of alcoholic beverage from vehicles, requiring all passengers to wear seat belts and require motorcycle riders to wear helmets. While he differs with Governor Mike Foster over helmets, Kyle passed the litmus test for Foster?s support: He will decline all contributions from people in the insurance industry. Kyle dropped out of the governor?s race because he couldn’t raise enough money to run, but told the Lafayette Daily Advertiser that “people in the business community” have agreed to finance his race for insurance commissioner in an effort to hold down insurance costs. Kyle said rates are based on costs and he has many ideas of how to reduce costs, including stronger DWI laws to lower the number of deaths from drunk driving. STURGIS BOUND: Amongst a half million bikers, who’d notice one felon? Convicted Watergate figure G. Gordon Liddy set up shop in Sturgis, SD, for the annual motorcycle rally. Liddy, 72, rode his 2003 Harley-Davidson 1,846 miles from the Washington, D.C., area to Sturgis, where he took part in book and calendar signings, a motorcycle ride from Mount Rushmore to the Buffalo Chip Campground, and he broadcast his daily radio show from the rally. In the nearby town of Deadwood, the mayor designated Monday as “G. Gordon Liddy Day” in the gambling town, and on Thursday, Governor Mike Rounds proclaimed August 7 as “G. Gordon Liddy Day” in South Dakota. Liddy served four years and four months in prison for his role in the 1972 break-in at Democratic Party headquarters at the Watergate. THE GOVERNATOR: On August 7, actor and bodybuilder Arnold Schwarzenegger announced on the set of the Tonight Show with Jay Leno that he was running for Governor of California in the wake of a recall election aimed to unseat Governor Gray Davis. Who can forget his thrilling ride on a Fat Boy in Terminator 2, which led to the T2:3D mega attraction at Universal Studios? The former Mr. Universe continues to be an avid motorcyclist and can frequently be found mixing with other riders at the Rock Store in the Santa Monica Mountains of Southern California. Schwarzenegger has had past forays into the political arena. Two Indian Chief motorcycles used in making T3 were auctioned off to help fund California’s Proposition 49 to increase state grants for before and after-school programs, which was sponsored by Schwarzenegger, and he also served as Chairman of the President’s Council on Physical Fitness and Sports under President George Bush. Could the Presinator be his next sequel? Unlike the rise of Ronald Reagan from Hollywood actor to Governor of California, to President of the United States, Arnold doesn?t meet the qualifications because he is not a natural born citizen. ILLINOIS GOVERNOR SIGNS MOTORCYCLE-FRIENDLY LEGISLATION: Governor Rod Blagojevich signed Public Act 093-0080 (HB-0123) into law on July 2nd to make it a violation to use or sell traffic signal preemption devices except by emergency vehicles, reports the Illinois Motorcyclist’s Rights Association. The IMRA introduced an amendment which “does not prohibit use by motorcycles of electronic or magnetic safety devices designed to allow traffic control signal systems to recognize or detect motorcycles.” The amendment was created to protect use by motorcyclists of devices such as the “Green Light Trigger.” These devices allow the magnetic loops used by traffic signals to recognize the presence of motorcycles. This has been an ongoing problem for many years and IMRA believes it is important to protect the use of these devices for the safety of motorcyclists. The bill as originally drafted made no distinction between these and other devices manufactured with the intent of changing the actual pattern of the signal. It would have assessed heavy penalties to both the consumer and seller of such devices. The bill, introduced by Represenative Don Moffitt, passed unanimously through the House and Senate, and will take effect immediately. WEIRD NEWS: ACLU DEFENDS DYKES ON BIKES PARADE A group of lesbians trying to hold Orange County’s second Dyke March say city leaders here have come up with a set of rules so onerous that they are trying to march them right out of town. City officials told the Orange County Register that they have no problem with lesbians parading on their streets. But they say the Dyke March, led by Dykes on Bikes, will have to follow the permit process like any other group. This year’s permit was granted by the city with 21 conditions, including restricting the number of motorcycles to 10 and requiring that all bikers attend safety training before the parade and provide their driver’s licenses and proof of insurance. If police witness traffic violations, tickets could be mailed to the bikers. “The conditions were clearly designated to make the process so complicated and so intimidating that we would just give up and go away. Well, we’re not going away,” said march organizer Lori Hutson. The American Civil Liberties Union filed a lawsuit on behalf of the Dyke March in which they claim Costa Mesa is discouraging the group from holding what would be its second annual event on August 16 through its restrictions on motorcyclists, a requirement that organizers arrange for a $1 million liability insurance policy, and that they put up a deposit of more than $3,000 to pay for police. The lawsuit filed in federal court in Santa Ana asks for a temporary restraining order to keep the city from imposing the restrictions, and contends that Costa Mesa’s permit process is unconstitutional because it lets the city arbitrarily impose conditions that demonstrators must meet to receive a permit. The ACLU said it has won fights against similar restrictions on gathering permits in Long Beach, San Luis Obispo, Santa Barbara and Santa Monica. 9-11 Everyone has seen the photo of three NYC firefighters raising the American flag over the rubble of the Twin Towers at Ground Zero on 9-11-01, but did you know that one of those brave public servants is a biker? That’s correct, the fireman pictured on the right is Billy Eisengrin and he is a full patch wearing member of the Islanders Motorcycle Club in Staten Island. “Yes, Billy is the firefighter on the right side of the photo,” said Mike “OilCan” Spano, webmaster for the Islanders MC (www.islandersmc.com). “He?s a member of the Islanders MC, he?s also a great guy and a good friend.”He’s also a Hero, one of many that day. THE SECOND ANNUAL AMERICA?S RIDE TO BENEFIT THE WORLD TRADE CENTER MIRACLES FOUNDATION ROARS ACROSS AMERICA–Hundreds Of Motorcycle Riders Unite To Ride From Los Angeles To New York,August 31-September 11, 2003. The Second Annual America?s Ride to benefit the World Trade Center Miracles Foundation will assemble hundreds of motorcycle riders on a coast-to-coast journey designed to assist and build awareness for those who have been forgotten in the tragedy of 9/11, and to involve and unite the entire country in a great cause.
The twelve-day event joins American?s from all walks of life together to help, heal and unify our nation. The event will include celebrity riders such as Chris Judd, Dishwalla, Madusa, Tyson Beckford and Hulk Hogan, as well as people directly affected by 9/11 and hundreds of America?s Ride participants. The ride begins in Los Angeles on August 31 and ends at Ground Zero in New York City on September 11. The trip includes stops in Denver, Colo., Kansas City, Kan., Danville, Ill., New Castle, Pen., Shanksville, Pen., and Washington D.C.
America?s Ride was created as a fundraising event for the World Trade Center Miracles Foundation. The foundation is a source of aid for those individuals whose lives were challenged by the 9/11 attacks and its aftermath. They collect funds for present needs, while building additional resources to prepare for the future.
?It is was my hope to put together a charitable organization that would make a difference based upon the principle of ?people helping people in need,?? said Mitchell Morrison, creator of the World Trade Center Miracle Foundation. ?I was blown away by America?s response to last year?s ride and look forward to an even bigger and better event this year.?
There are five different categories of assistance from the foundation, Adopt a Family, Children?s Relief Fund, Ground Zero Medical Fund, Terrorist Attack Relief Fund and U.S. Military Relief Fund.
The World Trade Center Miracles Foundation is the only charitable foundation where individuals, corporations and other charities can direct ?designated contributions? toward individual families, children, firemen, police officers, volunteer and military personnel who have ?fallen through the cracks?. Although millions upon millions of dollars were raised after the attack on 9/11 to cover the immediate disaster, there was very little, if any concern about the long-term effects an individual or family may encounter. Unknown to many, there are stillcountless people in dire need due to the terrorist attack and its repercussions. The tragedy behind this is the majority of these victims are still struggling to take care of their basic human needs not having the opportunity to reflect on their losses and begin to heal.
Like the early days of our country?s expansion, the ride is likened to the old barn-raising event when a neighbor needed help to get back on his feet. It is a grass roots community effort where everyone can participate on whatever level they deem fit. An opportunity to be apart of our country?s heritage, to be apart of what it means to be a neighbor and to partake in what is innately inside of all of us: the desire to give and to express our humanness in that giving.

*REMEMBERING IS NOT ENOUGH: The general public is unaware of the long-term effects of 9/11. Many have not gotten assistance because of insurance restrictions, giving rules tied to charitable by-laws, or government agency?s strict rules of qualification. The tragedy to this situation is that many still struggle with their basic human needs or from medical aliments incurred while working at Ground Zero. The World Trade Center Miracles Foundation is a source of aid for those individuals who have “fallen through the cracks” and are still in dire need.

EPA REGULATIONS COULD DESTROY THE EXHAUST PIPE INDUSTRY AND PREVENT MANY MODIFICATIONS TO BIKES IN THE FUTURE–Much of the following comes from American Motorcycle Dealer article by Richard Burton.
The EPA does, of course, recognize the tendency for owners to modify their motorcycles to enhance the performance and style of their machines and says it has accounted for this in its legislation. It cites the Clean Air Act section 203(a) as the legal authority that makes it illegal “for any person to remove or render inoperative any device or element of design installed on or in a motor vehicle or motor vehicle engine in compliance with regulations under this title…after such sale and delivery to the ultimate purchaser”. Actions that are illegal under this Act are referred to, specifically, as “tampering.”
Under the EPA’s proposals, new 2006 model” year motorcycles are required to meet Tier 1 standards (1.4 g/kmHC+NOx and 12.0 g/km ‘ CO) and new 2010 model year bikes Tier 2 (0 8 g/km HC+NOx and 12.0 g/km CO). To meet Tier 1 standards, the EPA has determined that there are four basic types of existing, non-catalyst-based emission control systems available. To meet Tier 2 standards, however, the EPA acknowledges that manufacturers may have to employ technologies not currently commonly used on many motorcycles. These include computer-controlled secondary pulse-air injection and three-way catalytic converters, as well as adaptive transient fuel control software and heated oxygen sensors in exhaust manifolds.
During a public hearing last year the AMA also warned of the potential dangers associated with some emissions control equipment, such as heat generation associated with catalytic converters. On motorcyclists modifying their bikes, he said that the AMA believes the existing tampering provisions are sufficient and urges the EPA to refrain from revising them.
The MRF also emphasized the importance of motorcycle performance, smooth power delivery and the use of technology that doesn’t generate excessive heat while stationary as being paramount to motorcycle safety. As well as reiterating the effects on the aftermarket, he also stated that the result of what the MRF called “this regulatory zeal” could be an increase in fuel consumption, traffic congestion and air pollution through a radical reduction in motorcycling in America.
STURGIS REPORTS COMIN’–We are about to begin a flurry of Sturgis info and reports from Frank Kaisler, CrazyHorse, Jose and more. The first one to hit the streets came from Terry L in Phoenix. No, he didn’t tell us what happened. He just sent the above photos. Hell, I don’t even know Bob.
Here’s a good one from Frank. Watch for mo’.
BEACH RIDE BIKE MAKES THE ROUNDS–The Custom Chrome Beach Ride Bike built by Bikernet to support the Exceptional Children’s Foundation has seen the LA Calendar Show, The Donut Hang Out in Socal, the Long Beach Motorcycle Swap Meet and is now on it’s way to Las Vegas Bike Week. Watch for it and don’t miss the Beach Ride Sept 7. Also don’t miss the issues of American Rider where the build will take place. Of course it will be covered in detail on Bikernet.
PAST DEADLINE– We’re running late today, but the news keeps coming. Screw-it. We’re shutting the doors, closing down the computers, drawing the shades, and throwing the switch. The next news is on Sunday in the Cantina. If you didn’t get your fill today, join the goddamn Cantina. Jesse charges $20 a month, we shoot for $24 a year. What’s up with that?
Here’s a sneek shot of a roadtest feature, of a new Road King Custom, for 2004. We put about 200 miles on this low/black puppy yesterday. This scoot will be featured in Cruising Rider in December.
Here’s another moto-journalist sitting astride the new V-Rod standard. The V-rod is the hottest selling Harley in Europe and this one with give riders a price break.
Let’s have a drink and plan another wild weekend.

HER BIRTHDAY–I’m so glad that this is my last damn child support payment.Month after month, year after year, those damn payments! So I called my baby girl to come over to my house, and when she got there, I said to her, “Baby girl, I want you to take thislast check over to your mothers house and tell her that this is the lastdamn check she’s ever going to get from me, and I want you tell me theexpression on her face.”
So my baby girl took the check over to her.I was so anxious to hear what the bitch had to say and what shelooked like.As my baby girl walked through the door, I said, “Now what did shehave to say?”
“She told me to tell you that you ain’t my daddy…”

PENNSYLVANIA TROOPER ARE RUNNING CAMOUFLAGE RADAR TRUCKS–Troopers using PennDOT trucks for radar camouflageState police are hiding radar in state highway work trucks in a campaign against speeding in construction work zones, according to The Associated Press.
In south-central Pennsylvania, troopers used Pennsylvania Department of Transportation vehicles to conduct Operation Chameleon/Nightcrawler. Trooper Kristal Turner-Childs told the news service the operation netted more than 175 speeding tickets in its first two days.
The news report indicated the operation began July 28 on Interstate 83, near Harrisburg, PA, using double-cab yellow pickups, dump trucks and foreman’s vehicles.

BIKERNET EMISSIONS LAWS STUDY–Bandit, you’re almost on the mark. The MIC, along with Harley, support the EPA standards because it will boost their market share by hindering or eliminating the small business manufacturers and the aftermarket competition.
The MRF and NCOM have opposed the EPA regs from the start as being unnecessary and overly restrictive. The AMA, with all its manufacturing support, is waiting in the wings, and have actually opposed efforts by the MRF.
The ONE person who could resolve all of this is the President, who could easily tell the EPA to back off. I’ve been after Sputnik to contact him and see what he can do, but so far I haven’t heard any results. In my mind, bikers can easily claim to have put him in office, especially with the numbers in Florida where the election was won.

BIKERNET MOTORCYCLE DEALER SHOW INVESTIGATION–Dealer show competition has reached sizzling heights. Years ago there was one dealer show in Cincy. It waxed and waned, then grew until it couldn’t fit in the Cinncinati facility. They moved to Indianapolis. Custom Chrome started their own show in Morgan Hill. Then Easyriders started a show devoted only to the Harley market. It’s been another Cincy success, but now the group wants to crush it. They have finally started to treat their customers with respect and alter the show to fit the needs of the changing industry. In addition Advanstar have launched an additional show in Vegas. All of these elements with crush your calendar during the same time period. Here’s a quote from Robin Bradley’s European based American Dealer mag:
However in the real world of tight budgets and lack of time, just like many firms, we have to take a hard look at how we are to embrace the show, coming as it does the weekend before the EasyridersV-Twin Expo in Cincinnati. In our case it is likely to mean that at least some if not all of our team will be away from our office in Great Britain and living out of suitcases on the road in U.S. hotels of one kind or another for some four and a half weeks, and doing so just two weeks before Daytona Bike Week. Therefore, for us, the costs of doing so will have to be absorbed by having smaller booths than we’d like. But that’s okay, I don’t mind that, if it does at least mean that we can therefore at least participate at all three dealer shows.
However, in the interest of editorial integrity I have to report that the market reaction we have received has not been favourable; there’s no way to dress it up. Advanstar have set themselves the worthy objective of booking some 200 exhibitors for Big Twin West, but I regret to have to report that at the time of going to press only two out of the 20 or so written opinions, and a further 15 or so verbal views that we have received indicate a booth booking to be had; and this informal canvas has included a wide cross section of potential candidates, including some big names whose support would normally be considered vital not just to the exhibitor critical mass of a show but also to the industry effort of getting dealers informed and motivated to visit.
Reporting this news gives me no pleasure. As I said above I intend to exhibit come what may, and hope the show is a success. I await the call I’ll be getting from certain parties when this article appears with some trepidation; but not with the shame I’d have if I was someone who would duck difficult news and fail to meet his responsibilities to report it as I find it– Robin Bradley, Publisher.
It’s too bad they all don’t move to Vegas. That would be cool for the entire industry.

FOUNDER OF EXCELSIOR-HENDERSON MOTORCYCLES PUBLISHES BOOK ON RISE AND FALL OF DREAM COMPANY– RIDING THE AMERICAN DREAM written for entrepreneurs, students and motorcycle enthusiasts. One person?s dream may not come true, but his pursuit of that dream is filled with truths other dreamers can go to school on. That?s why Dan Hanlon?s book, tracing the rise and fall of Excelsior-Henderson Motorcycles will be a valuable guide for aspiring entrepreneurs attempting to turn a dream into a business.
RIDING THE AMERICAM DREAM, The Official Story of Excelsior-Henderson Motorcycles, published in August 2003, is the founder?s first person analysis of what worked ? and what didn?t ? in an eight-year attempt to build the only independent American motorcycle manufacturing company in over 75 years.
Hanlon writes like he talks ? direct, to the point and with an attitude. ?The book is a chronicle of the good, the bad and the ugly,? says Hanlon. ?As an independent start-up proprietary original equipment motorcycle manufacturing company, we had progressed farther than anyone else in over a half-century. But obviously, it wasn?t far enough.?
Between 1993 and 2000, Excelsior-Henderson Motorcycles acquired the rights to the legendary Excelsior and Henderson motorcycle names, completed an IPO while raising nearly $100 million in capital from investors in every state in the United States and 16 different countries, generated revenue of over $30 million by putting $18,000 heavyweight cruiser motorcycles on the road, built a national dealer network ? and filed chapter 11 bankruptcy.
Excelsior-Henderson?s business plan concentrated primarily on competing with just one other brand ? the only other independent OEM American-made motorcycle, the legendary Harley-Davidson. The two brands had competed in the early 1900s, and Hanlon believed they could do it again.
?We were using some of the same effective marketing and branding tools they were,? Hanlon states in a chapter entitled Road Warriors: How Guerillas Meet Gorillas. Harley-Davidson was the ?gorilla, with more ammunition and guns, and we had to be guerillas.? Ultimately, Harley-Davidson encouraged its independent dealers not to carry Excelsior-Henderson, a move that Hanlon maintains made it unusually difficult for them to attract and retain its dealers.
Hanlon says he hopes what he learned about teamwork, creating a company culture, public and private financing, family involvement, moving from prototype to production, working with the media and focusing on a one-day-at-a time approach to achieving milestones will help readers live their own American dream. ?A strong sense of hope, mixed with a focus on reaching specific milestones that would keep us alive to fight another day were what made us go as far as we did,? says Hanlon. ?No matter what happened, we can still dream, and the dream is not over. Dreams never die.?
The 401-page RIDING THE AMERICAN DREAM has been selected as a business textbook in the Graduate School of Business at the University of St. Thomas, in Minneapolis. It is available for purchase on the Internet at www.ridingtheamericandream.com or by calling Union Hill Press at 800-584-0886. Purchase price is $32.95, plus $4.95 for shipping and handling.

SAFETY BELONGS, NO MATTER THE AMOUNT OF “TEA” IN THE CUP….. When you talkto your Congressman about the LaTourette-DeFazio Safety Letter, be aware:there is a complication facing the reauthorization of TEA-21, and thatcomplication is the cost of the TEA. For all of us, the preferred option isthe full reauthorization – the 6-year plan – complete with the MRF-SMROjoint safety agenda called for by Congressmen LaTourette and DeFazio. Wecan call that “a full cup of TEA.” There are, however, other optionscirculating. One option is a two-year reauthorization that puts off for afew years some of the contentious money issues. Call that a half-cup ofTEA. There’s another idea, too – a “multi-month” reauthorization thatextends the current TEA-21 (which expires in September) a few months, intoJanuary of 2004. Call that a “spot” of TEA.
BRUSH UP ON THE EPA ISSUE…..In our efforts to enhance the MRF website andhelp make it more user friendly, we have added a new section simply called,”EPA.” The new EPA section of the website (www.mrf.org/epa.php) provides acomprehensive list of links to every document on the site related to theMRF’s fight against the EPA’s proposed emissions regulations – from Leaders’Reports to position papers. This new section will make it easier foreveryone – particularly newcomers – to get a complete overview of this issuein one easy-to-use location. Teri Stobbs, MRF Director of Communications, wants to send a huge “THANK YOU!” to JD DePaolantonio of ABATE of Arizonafor his timely and valuable assistance with this new section. Look forother updates and improvements to the MRF website in the near future.

I’m still trying to wake up. For the past two days the Bikernet crew had the austere opportunity to blaze to Buelton California and ride a selection of new 2004 Harleys that will be released to the public in Milwaukee at the 100th celebration. Harley’s new moto relvolves around the next 100 years and from the looks of the line-up, they’ll continue to rock. Rubbermounted Sportsters with 150 tires and major performance upgrade are high on the list for 2004.
Of course I wore my Diamond Gusset jeans and road tested them on the back roads of the California wine country. Not a bad jig. Let’s get to the news. I’ll touch more on the model launch later.
Here’s the famous Buzz Buzzelli, the editor of American Rider, standing beside a 2004 883. The factory did an admirable job of maintaining the classic look of the Sportster while making significant changes. Note his comfortable stance. Both Buzz and I were sporting our Gusset jeans while on the road. Oh, by the way, we’ll run down the entire new line of Harleys in the next week or so:

This is a genuine “Lightning” Knucklehead with a factory hot cam and factory ported heads “Y”-heads, only available to people with factory conections in -36 and -37. The motor is marked as a low compression engine, and oddly they did that on sport jobs in the late thirties, so of the initial 151 E-models built, probably not more than 30 of these was of the “Lightning” variety. On the pictures the side stand is wrong (leg is too long) – I have found a correct one and will install that as well as the super rare early “squarish” crash bars. Apart from this the bike is 100% correct down to the motor internals, early pinion shaft, early valve covers (baby food jars), early style conrods, lightening gears etc. etc. Even the air horn is of the extremely rare 1937 only variety, as well as the handlebars (36-37 standard bars) The bike is also 100% restored, and it runs beautifully, great handling (frame and forks has been professionally straightened)and a bike that would outrun any bike of that era. I also have an immaculate extra set of 37 “Y”-heads (the factory ported ones) a set of 36-37 rocker arms, 36-37 shafts, a complete set of the early rocker arm covers (the retrofit version for the 36-37 heads), really difficult to find. I also have an extra NOS 36-38 Pinion shaft, pushrods, standard bore 4-fin cylinderes and more. These parts will accompany the bike. New regulations, new products, coverage issues, and court rulings raise new issues, questions and concerns seemingly daily. Rumor and misperceptions are rampant. Sound, reliable information on D&O liability and coverage issues is essential. And that is precisely what United Western Insurance Brokers through the use of American International Companies’ D&O Update. The Storm Builds: D&O Claims Set To Get Far Worse:Recent developments in the main securities class action lawsuit against Enron Corp. show D&O claims becoming nothing short of cataclysmic. Consider these recently released facts: The lead plaintiffs counsel, Bill Lerach, has asserted he could prove damages up to $500 billion and has demanded $44 billion to settle.Banks may also face potentially catastrophic losses: Enron’s trustee and its creditors are considering suing Enron’s lenders for something approximating participation in Enron’s fraud. Recently, an 18-month investigation by the U.S. Securities and Exchange Commission and the Manhattan District Attorney’s Office culminated in Citigroup and J.P. Morgan Chase agreeing to pay more than $300 million to settle charges that they helped Enron Corp. cheat investors out of billions of dollars . Commentators have opined that if the allegations are true, the banks could be facing potential settlements with plaintiffs in the $10’s of billions of dollars, an outcome that would take securities class action settlements to a new and disturbing level. If the banks settle for the amounts that commentators are projecting, the settlements will likely be in excess of available insurance. This is just the beginning. The litigation fallout from the many other corporate fraud scandals of recent years are simultaneously following this situation. Clearly, the stage is set for severity of class action securities-claims to rise to new, astronomical heights. The financial strength and market commitment of D&O insurers will be tested as never before. SONS OF LIBERTY RIDERS E-NEWS– Myrtle Beach Strikes Again:I have sent the following letter to Myrtle Beach Sun News, MB EthicsCommittee, Governor of SC and newspapers in my son’s hometown of Durham,NC.,and work place, Raleigh, NC. I would appreciate any attention or assistanceyou can advise. Sincerely, Brenda Jarmanwww.JusticeForJay.com
My son, Jay Christopher Jarman, was killed on May 17 by hit and run driveronKings Highway and 27th Avenue N. in Myrtle Beach, SC. My son lived in Durhamand worked at Biker’s Boulevard in Raleigh, NC.
Is the death of my son, Jay being treated differently because he was on amotorcycle? My son was left dying on King’s Highway as the Brandon LeeBrogan(the driver) and Mark Daniel Urban (passenger and owner of the car) spedbackto their haven in West Virginia.
I read about the terrible slaying of a young teenage girl just walking on abike path in Murrells Inlet on July 2 in the Myrtle Beach Sun News. Ifollowed the story to also note that the driver was charged immediately andincarcerated and this driver was not released on a Personal RecognizanceBondas are the defendants charged with the death of my son.
It is of great anguish & resentment that no one seems to want to believe oraddress the facts regarding the subsequent arrest and charges of “leavingthescene of an accident with death involved”. The defendants In this case cameback six days later to Myrtle Beach from out of state and turned themselvesin. They were not charged at that time nor restrained in any way. In fact, they were allowed to leave the state and return to their home in WestVirginia. The judge said that they were allowed to return home while theauthorities took time to get paper work done, the investigating officer saidthat they were allowed to return home so that they wouldn’t miss anyschool”.We were not told that they were not in custody but found out much later.
The defendants were requested to return to Myrtle Beach some fourteen daysafter the slaying of my son. They were not charged until the very morning oftheir preset Bond Hearing. A $25,000.00 surety bond was set on Brandon LeeBrogan and also on Mark Daniel Urban and they were detained in the custodyofauthorities at that time. By noon the next day their bond was reduced topersonal recognizance and once again they were allowed to leave the stateandcontinue their lives unencumbered until perhaps the fall until a trial dateis set.
I have been informed that the owner of the car, Mark Daniel Urban had noinsurance on the car. I was told by Myrtle Beach police authorities that theState of South Carolina has no concern with out-of-state vehicles regardinginsurance.
The driver of the vehicle, Brandon Lee Brogan did not have his driver’slicense taken or restricted in any way, even though I have been told by MBauthorities that a charge of “leaving the scene of an accident with deathinvolved” assumes driving under the influence. A DUI charge, even in SouthCarolina, requires immediate confiscation & suspension of one’s driver’slicense. Why does Brandon Lee Brogan still have his license? Why was the carinvolved, a 1995 Mustang, never brought back to South Carolina. Why was thecar not kept impounded? The authorities let Brogan and Urban have theirdeathmachine back to cruise through more city streets. The customized ’95 Mustangnow, basically advertises the fatal accident by offering the profile of it’sdemolished windshield where Jay’s body was catapulted into it, now held inplace with duct tape and glue. The door and side panels resemble wadded upaluminum foil that someone tried to straighten out and reuse, where Jaycollided with the car when they drove in front of him. As of June 16, theyare still driving this car around their hometown. (pictures enclosed)
I want answers.

Help Pass New Privacy Protection Legislation:ISSUE: Concerned about growing encroachments on ourindividual rights, cloaked in a shroud of “patriotic”governmental acts? Now there’s something that you cando about it. Congressman Steve Chabot (R-OH) has introducedlegislation to implement stringent privacy protectionsfor individuals. The legislation, the Defense of PrivacyAct (H.R. 338), requires federal agencies to assess theprivacy implications of proposed rules and regulations.
“In the past several years, privacy rights have, toooften, been an afterthought in the regulatory process,”said Chabot. “This proposal will force agencies to opentheir eyes to legitimate privacy concerns.”
Chabot’s Defense of Privacy Act would require federalagencies to take into account privacy concerns whendeveloping and implementing regulations, to prepare aprivacy impact analysis of regulations that have beenintroduced, and to ensure a periodic review of the impacton privacy by the regulations that have been instituted.(Read the full bill at thomas.loc.gov)

“Sneak and Peek” search warrants:Thank (or Spank) Your Representative for their Vote on a Key PATRIOT ActProvision.Last Tuesday, Congress began its revolt against the USA PATRIOT Act bypassing an amendment that would limit the use of “sneak and peek” searchwarrants for your home. These search warrants, also called “black bag”searches, allow government agents to secretly search homes, confiscatecertain types of property and essentially bug computers without notifyingthesubject of the search that it is happening.
By voting to block the use of these searches, the House has taken animportant first step toward undoing the parts of the PATRIOT Act that invadeour freedom. It is crucial that you give feedback to your Representative onhis or her vote on this important amendment.

UNIVERSAL TECHNICAL INSTITUTE BEEFS UP FACILITIES–Phoenix, Ariz. – To meet the industry’s demand for Professional service technicians, Universal Technical Institute Inc. (UTI)?one of the nations leading providers of technical education training?announced that it is investing $54.2 million to expand its facilities across the nation, including relocating corporate headquarters. To accommodate this growth, the company plans to hire 100 instructors within the next two months.
Major investments are being made at Motorcycle Mechanics Institute (MMI) in Phoenix and Motorcycle & Marine Mechanics Institute in Orlando, Fla., among others.
At the Motorcycle Mechanics Institute Phoenix campus, UTI recently completed a $3.5 million, 42,000 sq. ft. expansion, which allows the school to accommodate more student enrollments and industry training. Now totaling 102,000 sq. ft., this facility trains service technicians for the motorcycle industry. MMI is the only technical training school supported by the top five motorcycle manufacturers.
In September, 2002, the Motorcycle & Marine Mechanics Institute in Orlando, completed a three-building, $6 million expansion to bring the total campus area to 117,760 sq. ft. The expansion will enable the campus?which trains technicians for the motorcycle, marine and personal watercraft industries?to enroll up to 1,900 students by 2004.

LOVE RIDE 19–The 2003 Love Ride, the 20th, November 9, 2003, will be a landmark event sure to exceed expectations and certain to maintain the image of the biker community as a group who cares. We’ll see you there. –ed.
Love Ride 19 is now a part of history and for all intents and purposes it was a resounding success. We had fabulous music from all our performers; we once again raised over $1 million for charity; and after four days of much needed rain the clouds parted to give us a perfect, absolutely picture perfect, day for motorcycling.
Things couldn’t have gone smoother the day of the event. But for me personally Love Ride 19 will go down as the event that almost didn’t happen.
Up until just a few days before the ride we had no insurance–a mandatory element in an event such as this. The major reason was the financial fall out from 9-11. Just about every insurance company got hammered in the wake of that tragedy, and their woes are being passed on to us. But I suspect that there was another factor at play. 2002 saw the unfortunate re-emergence of biker gang violence at a motorcycle rally–violence that received loud, nationwide publicity. The nasty old image of bikers was revived in the public consciousness–and this is something that hurts all of us.
I know for a fact that some people did not attend the Love Ride because of concerns about outlaw elements and the chance of a bad incident. This really bothers me, not only because they missed a terrific ride, but for the future of motorcycling. There is nothing much we as motorcyclists can do about international terrorists–but we can try to keep the terror element out of the biker community. No less than our freedom is at stake.
Another interesting fact on Love Ride 19 is that our average remittance per person was much lower than normal. We had a record crowd but not a record fund raising. This must be a reflection on the economy–which may also be attributed to all that went wrong with this world since 9-11.
For those of you who attended the Love Ride–I thank you. For those of you who helped organize and facilitate the Love Ride–which includes almost the entire chapter membership–I thank you especially. And those of you who chose not to attend because of concerns about violence I can only say that this is an attitude that let’s the terrorist and the bad guys win. The motorcycling community is ours and the only way to preserve it is to sustain it.
Keep riding and don’t let the bastards get you down.
I hope to see you at Love Ride 20. Believe me–it will be special.

MIKE LICHTER HOSTS PHOTO EXHIBIT AT JOURNEY MUSEUM–Mike promoted and produced another exhibit in Rapid City, South Dakota, Tuesday. He signed his new book Sturgis, from Motorbooks Int. which we recently review on Bikernet.
It’s a two-wheeled tribute, to the life and times, of the Black Hills Rally, is also a homage, to a man’s vast talents, with a camera. The hard-bound book is 10.25 by 10.25 inches and contains 168 pages, of heavy glossy stock, with a forward by Peter Fonda. Each image is handled, as if fine art, with grand white space to mat each photograph. Over a decade was dedicated to this odyssey, by Michael, to transform his art from the plentiful pages of Easyriders to an austere book devoted to Sturgis and his abilities with a Nikon Camera.

THE PULLIN MYSTERY–The Sunday of the July 4th weekend, I changed the plug wires on myevo-rigid, the memorial bike for Justin. No big deal. After that I tried tostart the bike with no success. I changed the plugs and it started. I rodeit through my neighborhood and it seemed to bogg down and foul another setof plugs.
I had one last spare set of plugs and I put them in. The bikestarted on the first kick. I went about an 1/8 of a mile and came to thefirst stop light and again the bike seemed to be running on one cylinder. Imade it through the light, and it was running bad. I was about to pull offthe road when I reached down to make sure the new plug wires were seated on theplugs.
Little did I know, I was about to go on the ride of my life. All of asudden the bike takes off full throttle, wide open. I almost went off theback of the bike and then into two violent fishtails and finally a wheelie thatwould make anyone proud. When the front end touched down I went over theZ-bars and onto the pavement.
I have been riding since 1976 and it was thefirst time I had tasted the pavement and believe me it has a taste all it’sown. I had road rash, a deep thigh bruise and a bruised chest. Most ofall my pride was hurt and I didn’t want to look at the bike. I gatheredmyself out of the road, and after I checked that I wasn’t bleeding to death, Iinspected the bike. No paint damage, I couldn’t believe it! Like I said, itis the memorial bike for Justin and the paint is very special. Uponinvestigation as to why this happened, the slide on the S.U. carb stuck wideopen. I take the blame for not lubing this properly.
This happened just two weeks before the 5th Annual Run For Breath “InMemory Of Justin”, and the bike has always been a big part of the run. Thedamge consisted of dented right forward control mount, rear brakepedal, footpegs, exhaust, kicker pedal, front brake lever and speedo cableand I was going to shift to a S+S E carb, since I can never remember to oilthe S.U. Not a lot of damage considering the bike was riding me instead ofthe other way around.
The problem I faced was how to get the bike ready for the run, since Iwas in Las Vegas the week before the run??? This is where the friendship andbrotherhood part comes in. While I was in Vegas four guys I work with atH-D of Charlotte said not to worry, it would be taken care of. I stillworried! Their names are Josh, Gingles, Brad and Ashley. When I returnedfrom Vegas, I only had the exhaust left to install and set the idleon the carb! This is what riding and brotherhood is all about, helpingeach other when it’s needed. They did it because they knew how much thebike and the Run For Breath means to all riders in the community.
The day of the run the bike started on the 2nd kick and ran flawlessly. As Irode I could only think of how Justin valued friendship and loyalty and howit still exists between bikers.

BURMA SHAVE–Burma ShaveFor those of you who never saw the Burma Shavesigns, here is a quick lesson in our historyof the 1930s and 1940s. BeforeInterstates, when everyone drove the old2-lane roads, Burma Shave signswere posted all over the countrysidein farmers’ fields. They weresmall red signs with white letters.Five signs, about 100 feet apart, each contained 1 line of a 4-line couplet …and the obligatory 5th sign advertisingBurma Shave, a popular shaving cream. For those who remember (as I do),enjoy a little nostalgia.
