HOT AS HELL SUNDAY POST FOR SEPTEMBER 9, 2012

Hey,

This will be a helluva Sunday News. I’m scrambling to clean the shop, put tools away, and catch up with Bikernet issues. We are also catching up in the shipping department.

If you signed up for the special Cantina Membership, your care package and membership card will roll out of here next week. Our esteemed VP of Cantina Memberships is buried in Land Speed Record Blues, trying to finish and tune his 124-inch turbo-charged monster while sleeping on a couch in Morgan Hill, California.

I’m after him to return my 1926 Peashooter engine so I can prepare to haul bikes to the Las Vegas Bike Fest in a couple of weeks. So this afternoon I will continue to organize and clean the shop, and trim and water our palm trees out back. I think the bastards are trying to take over.

Let’s hit the news:

STOLEN MOTORCYCLES VANISH– From NYPD Auto Crime And Narcotics Division Lot In The Bronx By Murray Weiss,

THE BRONX — Seven luxury motorcycles seized by the NYPD when it smashed a massive international bike theft ring this summer have vanished from a police facility where they were stored, DNAinfo.com New York has learned.
The stunning “Gone In 60 Seconds” heist from the NYPD’s Auto Crime and Narcotics Division location at 500 Abbott St. on a dead end block on the Bronx and Mt. Vernon border was discovered Monday.

“On The Inside” sources say the flashy red, green and orange bikes worth tens of thousands of dollars had been stored in a box truck in the police facility’s parking lot.

The lot is not heavily protected, but does have a security guard booth near the entrance. It is apparently not manned by NYPD personnel.
The embarassing theft immediately triggered an NYPD Internal Affairs investigation amid fears of an inside job.

One source speculated that remnants of the international bike trafficking ring tracked their bikes via GPS devices on them to the Bronx site where they were vulnerable to be stolen again. The box truck was left behind.

It was unclear how the thieves broke into the box truck and how they took off without being spotted. “How they off-load that many motorcycles without …being seen is insane,” the source said.

The missing motorcycles were part of a compliment of 63 vehicles worth $500,000 that were seized during a 17-month, multi-agency investigation spearheaded by the NYPD Auto Crime Division and the Manhattan District Attorney’s Rackets Bureau which included several federal agencies.

The probe culminated in the arrests of 33 suspects who authorities said were responsible for virtually all the motorcycle thefts in the Big Apple.

“These criminals have a magic act,” Police Commissioner Raymond Kelly said at a press conference July 25 announcing the bust at Police Headquarters where more than a dozen of the bikes were on display, along with an array of confiscated firearms.

“They would make motorcycles disappear and guns appear on the streets of our city,” Kelly said.
It was unclear whether any of the bikes shown off by Kelly that day wound up in the Bronx lot.
Kelly explained that some of the bikes were sold intact to dealers in the U.S., while others were dismantled and sold in Caribbean countries and in Africa.

“The streets served as an outdoor showroom where the crews went shopping,” he said.
All the bikes seized by the NYPD were supposed to end up in their Auto Crime Division facility in Queens, sources said. It was not clear why this group of motorcycles wound up stashed in the box truck.

The stolen motorcycle probe began in Lower Manhattan with the theft of a single Yamaha motorcycle in TriBeca in the Spring of 2011.
Investigators soon found a link to an organized network of criminals who were also stealing motorcycles in Brooklyn and Queens.

They also discovered that the ring was peddling guns in the city that they had purchased in the south, and embarked on a full-scale probe that included undercover cops, visual surveillance and electronic eavesdropping.

The well-organized criminal ring sometimes photographed unmarked police cars in neighborhoods where they were eyeing bikes they wanted to steal.

They even dispatched what Kelly described as “blocker cars” to divert the attention of the police by driving erratically if officers were seen in the vicinity where they were stealing a motorcycle.
The ring — with suspects from Brooklyn, Queens and Long Island with nicknames like “Moron,” “Jersey Dred” and “Jackie Legs” — also were involved in car insurance fraud. One of the suspects even used his grandmother as a lookout.

Our 20th annual FALL FOLIAGE RUN FOR CHARITY will be held September 21 thru September 23 on Cape Cod, Massachusetts– This year will be the fourteenth year for charity. The Floating Hospital Children’s Cancer Center in Boston, Hurricane Katrina victim Charlie Leggio, stoke victim & Cape Cod resident Mike Reddy, and the Multiple Sclerosis Society have been the recipients of the proceeds for the past twelve years. Proceeds from the 2012 Fall Foliage Run for Charity will be Multiple Sclerosis Society.

The success of this charity run has been due, in great part, to the generosity of the many companies and individuals like you who have contributed so kindheartedly to this worthy cause. Over the past ten years we have donated over $300,000.00 to these deserving charities. This year, with your help, we hope to greatly add to that amount. CANDIDATES AND MOTORCYCLE ISSUES–
Washington, D.C.: AMA members who want to know where candidates stand on motorcycling-related issues heading into Election Day should check out the 2012 AMA Voter Guide.
Motorcycle-only checkpoints, restricted recreational access to public land and health insurance discrimination against motorcyclists are just some of the issues used to rate congressional, gubernatorial and presidential candidates in the 2012 AMA Voter Guide.

http://www.motorcycle-usa.com/2/14186/Motorcycle-Article/AMA-News-and-Notes-September-2012.aspx

The AMA 2012 Voter Guide is part of the AMA “Vote Like A Motorcyclist” campaign to help members decide how to cast their ballots in the coming elections. Voting and getting involved politically are important because the results of Election Day lay the foundation for legislation and laws.

If anti-motorcycling candidates earn elected office, then they could legislate away opportunities to ride, cut back or eliminate funding for rider safety training, or even wipe out other programs that motorcyclists have spent years working to implement.

Washington, D.C.: The U.S. Environmental Protection Agency will require all consumers to buy at least four gallons of gasoline from certain gas pumps now that the new E15 ethanol-gasoline blend is being introduced into the market. The EPA revealed the requirement in a letter dated Aug. 1, responding to AMA concerns that E15 — a gasoline formulation that contains up to 15 percent ethanol – might inadvertently end up in motorcycle and all-terrain vehicle gas tanks when consumers use “blender pumps.” A blender pump dispenses different fuel blends through the same hose, and the vast majority of motorcycles and ATVs in use today aren’t designed to operate on E15 fuel.

The AMA has repeatedly expressed concerns to government officials and federal lawmakers about possible damage to motorcycle and ATV engines caused by the inadvertent use of E15 when the new fuel becomes widely available, and has asked that motorcycles and ATVs be part of any scientific study into the effects of E15.

Ethanol is essentially grain alcohol produced from crops such as corn that is mixed with gasoline to produce an ethanol-gasoline blend motor fuel. In October 2010, the EPA approved the use of E15 in model year 2007 and newer light-duty vehicles (cars, light-duty trucks and medium-duty passenger vehicles). Then, in January 2011, the EPA added model year 2001-06 light-duty vehicles to the approved list. No motorcycles or ATVs are currently on the list.

Springfield, Ill.: Senate Bill 3452, sponsored by Gov. Pat Quinn on July 5, makes changes to state law regarding license plate covers, allows for the vertical mounting of motorcycle license plates, raises the limit for motorcycle handlebar grip height to no higher than the operator’s head, permits the use of a motorcycle modulating brake lamp, and creates the offense of “aggravated operating of a motorcycle on one wheel” if the operator is also speeding.

Also Senate Bill 2528, sponsored by Sen. Gary Forby (D-Benton) and signed into law by Quinn on July 6, requires motorcyclists to wait not less than 120 seconds before proceeding with due caution through an intersection controlled by a traffic-actuated signal that does not recognize their vehicles. Motorcyclists in Chicago aren’t permitted to proceed through a malfunctioning traffic-actuated signal.

And House Bill 930, sponsored by Rep. Dan Beiser (D-Alton) and signed into law by Quinn on July 6, prohibits a law enforcement agency of the state or a political subdivision from accepting federal funding to establish motorcycle-only roadside checkpoints.

Topeka, Kan.: House Bill 2459, sponsored by Gov. Sam Brownback on March 21, exempts applicants for class M licenses who have completed prior motorcycle safety training according to Department of Defense requirements from further written and skill testing by the state.

Baton Rouge, La.: Senate Bill 582, sponsored by Gov. Bobby Jindal on June 1, raises the motorcycle handlebar height limitation from not more than 15 inches above the seat occupied by the operator to not higher than the operator’s shoulders when the operator is sitting astride the seat and the operator’s hands are on the handlebar grips.

Jefferson City, Mo.: Senate Bill 719, sponsored by Gov. Jay Nixon on July 12, exempts an active member of the U.S. armed forces who applies for a motorcycle or “motortricycle” license or endorsement from the state motorcycle skills test if the member has successfully completed a military motorcycle rider training course that meets or exceeds the Motorcycle Safety Foundation curriculum standards.

Trenton, N.J.: Assembly Bill 1074, sponsored by Gov. Chris Christie on July 18, makes it easier for prosecutors to obtain convictions for vehicular homicide or assault by auto against a person who illegally uses a cellphone while driving and, as a result, kills or injures someone. A person is guilty of death by auto or assault by auto when it is proven that he or she drove a motor vehicle recklessly. The law specifically provides that the illegal use of a cellphone while driving gives rise to an inference that the defendant was driving recklessly.

Providence, R.I.: Championed by the Rhode Island Motorcycle Association, House Bill 7187, sponsored by Rep. Peter John Petrarca (D-Lincoln) and Senate Bill 2130, sponsored by Sen. John J. Tassoni (D-Smithfield), require that a motorcycle parking plan be established for parking areas, that designated areas be made available beginning on April 1, 2013, within sight of or adjacent to state, city, and town buildings, but does not apply to state airports. Both bills were signed into law by Gov. Lincoln Chafee on June 11.

Obama’s Democratic Platform Calls for More Restrictions on Gun Owners’ Rights–
One thing was made crystal clear at the Democratic National Convention, held this week in Charlotte, N.C. The 2012 National Democratic Platform is President Barack Obama’s platform. There is nothing in the document that doesn’t reflect the President’s position.

While the opening lines give lip service to supporting the Second Amendment, the rest of the plank calls for renewing the semi-auto ban and for regulating gun shows into oblivion.

Here’s the language:

Firearms.

We recognize that the individual right to bear arms is an important part of the American tradition, and we will preserve Americans’ Second Amendment right to own and use firearms. We believe that the right to own firearms is subject to reasonable regulation. We understand the terrible consequences of gun violence; it serves as a reminder that life is fragile, and our time here is limited and precious. We believe in an honest, open national conversation about firearms. We can focus on effective enforcement of existing laws, especially strengthening our background check system, and we can work together to enact commonsense improvements–like reinstating the assault weapons ban and closing the gun show loophole–so that guns do not fall into the hands of those irresponsible, law-breaking few.

As if to signal that the Democratic Party is ready to follow Obama’s lead on the issue, Senator Dianne Feinstein announced in her keynote speech to the convention’s California delegation that she intends to reintroduce an “updated” version of the 1994-2004 “assault weapons” and “large” magazines. (For more coverage of Feinstein’s plans, please see related story.)

The platform is silent on other key issues such as the “Fast & Furious” scandal, Right to Carry and the right to self-defense. All of this is a stark contrast to the detailed pro-gun language of the Republican platform, and sends a clear signal that if reelected, Barack Obama will pursue new restrictions on gun owners’ rights. His willingness to take unilateral executive actions without approval by Congress–such as the long gun registration scheme his Justice Department has imposed in the southwest border states–coupled with his anti-Second Amendment Supreme Court nominees, should remind gun owners of the dangers a second term would pose if Obama is reelected and never has to face voters again.

BIKERNET STAFFER COMMENTS ON RECENT 2013 DYNA REPORT–
Sounds similar, control-wise and performance-wise, to my 2012 Switchback. The 103-incher is smooth and fast.

Coming from the Road King, the lack of a heel shifter took a few minutes to get used to. Some hand controls have changed. For example, the start switch also actuates the emergency flasher. It’s a rocker switch – rock up to turn the hazard flasher on and off; rock down to start.

Ditto for the horn/trip meter on the left. Rocking up scrolls through odometer, trips 1 & 2, range to empty, clock, and a combination gear indicator/rpm readout. Mine has no security system, so I’m getting back into the habit of always locking the ignition.

BIKERNET UNIVERSITY ENGLISH DEPARTMENT TARDY STUDENT WEEKEND VOCABULARY LESSON–spleenful SPLEEN-fuhl, adjective:
Ill-humored; irritable or peevish; spiteful; splenetic.?2. Full of or displaying spleen.

For a blink, Ratcliffe himself, who hated almost beyond telling this spleenful fellowman now well handcuffed and clamped at the ankles with cold stout bilboes, did believe in his intentions, and would have resigned all proceedings if he could; but once the doctor prescribes a purge, how can he countermand himself?
–William T. Vollmann, Argall

Their attention was focused on Guy Fowler, a surly, spleenful man, but one of few old-salts of white blood.
–Virginia Van Druten, Bound to Sea

The spleen was regarded as the seat of morose feelings and bad tempers in Medieval physiology. The adjective spleenful arose from this association in the late 1500s.

MORE CAMERAS Coming to a Street Near You?–
The NMA first raised the alarm on automated license plate readers (ALPRs) two-and-a-half years ago. With more and more police agencies throughout the country employing the technology, we thought an update was in order. ALPRs are cameras (either stationary or mounted on patrol cars) that snap a photograph of every license plate that passes by them.

The devices then checks the plate number against a variety of databases searching for things like stolen vehicles, owners with lapsed registrations, outstanding fines or warrants. By all accounts ALPRs have proliferated rapidly. But just how fast and how far this troublesome technology has spread remains an open question.

Here are a few things we do know about ALPRs: Enforcement agencies in all 50 states have adopted the technology due to its ability to efficiently process vast amounts of data. One plate reader can scan up to 3,000 license plates per minute. Patrol-based units use a laptop computer to quickly identify and pinpoint the location of a suspect vehicle in real time. With enough cameras, ALPR systems can blanket a city and essentially track the day-to-day movements of thousands of vehicles at a time. For example, Washington D.C. has quietly installed more than 250 ALPR cameras throughout the district. That’s more than one camera per square mile.

MOTORCYCLE CHASE REACHES 145 MPH–by Richard Yeakley ryeakley@news-journal.com Longview News-Journal

A Longview man was arrested Monday evening after he led police on an eight-minute motorcycle chase at speeds that topped 140 mph.

According to his arrest affidavit, Chris Warford, 41, of Longview was driving a motorcycle with balding tires, no insurance and an expired driver’s license when Texas Department of Public Safety troopers said they clocked him at 130 mph on Texas 31.
After the trooper began to follow, Warford sped up to 145 mph, more than double the posted speed limit, police said, and “cut in and out of cars as he sped northbound on State Highway 31.”

Warford led DPS troopers up Texas 31, down FM 2087 and onto FM 2011 before “the vehicle slowed, and turned into a private drive, drove to a house and the driver stopped and got off the bike and gave up,” police said.

Warford was charged with evading arrest with a vehicle, driving with a license expired, speeding 145 mph in a 65 mph zone, and several lesser charges.

He was arrested at 7:14 p.m., but bonded out of the Gregg County Jail on Tuesday after posting bonds totaling $11,000.

NEXT WEEK—Hang on for my full Bub’s Bonneville report with the good aspects, the bad, and the beneficial. It will be a helluva report. Dave Perewitz told me that he was inspired by my first couple of years on the Salt, so he stepped into the arena and is having a ball with his daughter Jody.

We have features headed your way, more road tests from Harley and Honda—go figure. I need to roll through another chapter of the latest Chance Hogan book. I’ve decided on a lazy Mudflap girl FXR paint scheme, you’ll see the tech. I still need to build a front fender from the Bare Knuckles fenders I have. I need Jeremiah, my body work connection to give me a hand.

And we are preparing for Las Vegas Bikefest. See you out there.

Ride Forever,
