The news is packed with motorcycle action and amazing thought-provoking info. You would think I’d scramble out of bed and grab a cup of Joe only to find two news items, but it never happens.
I collect news items starting Sunday afternoon, immediately after the Bandit’s Cantina Sunday Post. And before I know it news is flying at me like shrapnel from grenades. It’s fast and hot. This week is no different. No wonder, there are multiple outlets for motorcycle news.
It’s a lot of hard work 52 times a year and my keyboard is covered with sweat and grease. But I truly appreciate all the folks who read the Bikernet news and believe bikers should ride free, forever. Let’s hit it.

Harley-Davidson Unveils More than 80 Events Across 20+ Venues, All Packed Into Five Days
Harley-Davidson is set to take grass-roots racing over the top with the addition of Hillclimb Motorcycle Racing to a slate of wide-open competition, moto-culture-centric activities and street parties during the Harley-Davidson 115th Anniversary Celebration in Milwaukee August 29-September 2.
The Harley-Davidson 115th Anniversary Hillclimb, which will offer a taste of Harley-Davidson heritage while showcasing the heart-pumping excitement of today’s racing action, is scheduled for Saturday, Sept. 1 at Little Switzerland, a 200-foot-high ski hill in Slinger, Wis.
“It will be rider and machine against gravity on a steep-and-gnarly course up the face of the ski hill,” said Harley-Davidson Marketing Lead Eric Jensen. “Hillclimb is one of the original forms of motorcycle competition and a big part of our history that’s celebrated by The Hill Climber statue at the Harley-Davidson Museum. This event is a natural fit for our anniversary weekend as we put motorcycle culture on full display.”
Other racing action scheduled for the anniversary weekend includes: Flat Out Friday Powered by Harley-Davidson (Aug. 31) featuring bar-to-bar indoor flat-track racing on the concrete floor of Panther arena in Milwaukee on an oval circuit soaked with sticky Dr. Pepper syrup. Also, Run What You Brung Drag Racing Powered by Harley-Davidson (Aug. 31) will put participants side-by-side and head-to-head round after round at Great Lakes Dragaway in Union Grove, Wis.

We’re still trying to figure out why my left Trike wheel fell off last Thursday , 4/26/18 .
Research So far ;
—No evidence of metal fatigue or mechanical malfunction
— No vibration marks on threads, studs or the hub to indicate the nuts had come loose over time
— clear break on stud , no rust or wear , indicates a fast break
— the 4 nuts on right wheel& 8 nuts on my 2014 Trike ok
—no evidence of similar problems with Harley trikes
— Only dealership in both Wisconsin and Minnesota to have studs in stock was Kenosha HD . This might indicate little demand .
Mechanics , Harley-Davidson technicians, Bikers al agree – this is why the wheel fell off ;
“ if 3 nuts were very much loosened, , the remaining 4th nut only finger tightened— that would indicate why all 4 came off at once & 4 were found within 30 yards of each other . That only stud held the wheel on , until the pressure was too great & it busted , causing all 4 nuts to go at once .”
Had I went to South Dakota that day to visit Senator Jim Putman as intended, (to get Lawmakers Mc materials ), most certainly a horrific accident would have occurred .
If by chance there is a mechanical problem , a manufacture’s defect or a wear issue with high mileage HD three wheelers —it is our responsibility to inform corporate HD , so that others are protected .
We motorcyclists got to be super defensive and ever hyper -vigilant . We gotta watch out for deer , inattentive cage drivers & the always changing weather patterns!”
But even worse could be sabotage by those suffering jealousy ,greed or ulterior motive‘s.

Polaris Industries reported first quarter 2018 sales of $1,297 million, up +12 percent from $1,154 million for the first quarter of 2017, with first quarter 2018 net income of $56 million ($0.85 per diluted share) compared with a net loss of $3 million ($0.05 per diluted share) for the 2017 first quarter.

Indian Wrecking Crew Rider Bryan Smith to Miss Calistoga Half-Mile & Arizona Mile
Indian Motorcycle Racing Wrecking Crew Rider Bryan Smith suffered a broken left fibula during a multi-rider crash in Semi 1 at the Texas Half Mile on Saturday, April 28.
The 2016 Grand National Champion will miss the Calistoga Half-Mile and the Arizona Mile. Following those races, Smith will reevaluate his health and determine his ability race at the Sacramento Mile on May 19.
Smith placed ninth during the season opener at the Daytona TT and seventh at the Atlanta Short Track. He was unable to finish at the Texas Half-Mile and currently ranks 13th with 22 total points.

THE Mac Bolt CALIFORNIA LAWSUIT REPORT–Our class action lawsuit depositions are going on now. Last night we met with our attorney to go over procedure and so on.
One of our BOLT members directly involved is a dentist. I posted about him a few times; the CHP made him stand on the side of the freeway until his wife brought him a different helmet…by the way the courts ruled not guilty on his helmet ticket. But because the cop didn’t like the way it looked he endangered him and his wife…all over an infraction….
This member has since moved to New York to pursue a career in medicine. On short notice he dropped what he was doing and flew to Sacramento last night. That is what you call dedication. He had a thousand reasons why he couldn’t make it, but valued freedom more. He is not fighting for just his freedom but all of ours.
Depositions have been going on since 9:00 AM today and will continue tomorrow. We also have a couple of bikers (non BOLT members) in this fight.

THE SIX-SPEED SAGA IS COMING TO BIKERNET– So, all the dirty work is done, got all the tools cleaned up and put away ready for the reassembly. I went on line, found a place that carries chromemoly rod and will cut it to length, so I ordered a 12-inch long piece.
I’m standing there looking at the bike going over things in my head wondering if I’ve over looked anything and something about some type of a needed spacer pops into my head. I get out the manual and sure as shit, a spacer is needed to move the oil fill spout piece out to clear the new, larger trap door and also the speedometer sensor.
The manual also states that the nipple for the vent tube has to be plugged and relocated. I go back out to the garage to check it out and sure as shit the piece hits the trap door. This kit is the one for my year model so you’d think the spacer would be included but noooooooo.
You have to either buy one or make one. I measured how thick a spacer is needed and to clear everything it needs to be about 1-inch thick. I have some 1-inch thick aluminum plate and thought about making my own but then decided to check on line. I went on line and found some thinner ones that solved the trap door issue but not the vent tube issue, and I didn’t really want to start welding up a hole and drilling and tapping for a new fitting.
I searched a bit more and quite obviously someone else had that same thought, came up with a fix and is now marketing it; a 1 1/2″ spacer block so there goes more time (waiting for the part) and money, $50. Jesus fucking Christ I hope this is the last hick up……………..

CLASSIC RESTORED PANHEAD FOR SALE–Mil’s “Tex” Bike at Steel Ponies Exhibit
When he was 11 Mil Blair saw this cover of the Saturday Evening Post. Like the boys in the picture, Mil fell in love with the bike, which was an actual motorcycle built by Tex Keeler, a Connecticut bike builder.
In 1988 Mil decided to build a replica of the bike that had been in his mind all those years, with the idea that he would make it exactly like the bike in the painting. It took him six months (and a plea to the California DMV to give him plate 8898–normally they don’t give 4 digit plates) but he had finally built the bike that matched Tex Keeler’s down to the last detail.

Over the years, Mil has occasionally brought “Tex” out, usually just long enough to win competitions in the Los Angeles area, but for a long while it has been in his garage where only his friends and visitors have seen it.
The Eiteljorg Museum of American Indians and Western Art was putting together their exhibit on American motorcycles and was told of this legendary bike. They asked if he would be willing to send Tex to them and he agreed. That was a few years ago.

WASHINGTON, D.C. – President Donald Trump is considering lifting the ban on the sale of E15 fuel during the summer months, making the high-ethanol blend available year round. The sale of E15-gasoline containing 15 percent ethanol by volume-is not permitted during the summer because the EPA has determined it creates additional pollution.
The American Petroleum Institute opposes Trump’s proposal, arguing that the president lacks the authority to lift the summertime ban. The AMA opposes the proliferation of E15 in the marketplace because of the possibility that motorcyclists may misfuel their vehicles. Motorcycles and ATVs are prohibited by the EPA from using fuels that contain more than 10 percent ethanol by volume.
WASHINGTON, D.C. – U.S. Interior Secretary Ryan Zinke signed two secretarial orders in April to prioritize his department’s recreation mission and increase access to public lands.
Secretarial Order 3366 directs certain Interior bureaus to create and deliver plans to the department within 90 days that focus on developing or expanding recreational opportunities on public lands and waterways.
This order also directs bureau heads to designate one full-time employee charged to oversee recreational opportunities. Secretarial Order 3365 establishes the position of Senior National Advisor to the Secretary for Recreation to help ensure coordination of recreational policy in the department.
That position has been filled by Rick May, who is a motorcyclist. May, who joined Interior in November 2017, is a retired U.S. Navy SEAL Captain and decorated veteran who served in the Iraq War. Since his departure from active duty in 2010, he has worked with wounded Veterans in various types of recreational activities, helping them to reintegrate back into mainstream America.
WASHINGTON, D.C. – The U.S. Bureau of Land Management has issued a call for nominations to fill vacancies in 34 of its Resource Advisory Councils. The states involved include Alaska, Arizona, California, Colorado, Idaho, Montana, the Dakotas, New Mexico, Nevada, Oregon, Utah, Washington and Wyoming.
The AMA recognizes the value of these councils that are charged with advising the U.S. Interior Secretary on land use planning and management of BLM lands in their areas. The AMA encourages interested riders to nominate themselves.
There are three membership categories for BLM RACs: 1) holders of federal grazing permits and representatives of organizations associated with energy and mineral development, the timber industry, transportation or rights-of-way, developed outdoor recreation, off-highway vehicle use, and commercial recreation;
2) representatives of nationally or regionally recognized environmental organizations, archaeological and historic organizations, dispersed recreation activities, and wild horse and burro organizations; and
3) representatives of state, county, or local elected office, employees of a state agency responsible for management of natural resources, representatives of Indian tribes within or adjacent to the area for which the council is organized, representatives of academia who are employed in natural sciences, and the public-at-large.

SACRAMENTO, Calif. – The state’s anti-profiling bill (A.B. 2972) cleared its first hurdle, clearing the policy committee on a 5-2 vote. But the measure met opposition on the Assembly floor from the Republican Caucus. Several Democrats also voted “no” or abstained, resulting in a 28-21 vote against the bill, which would prohibit law enforcement officers from stopping and questioning motorcyclists based on their choice of vehicle or clothing.
Assemblymember Anna Caballero (D-Salinas), who introduced the bill, requested reconsideration, which means the bill may be voted on again before the June 1 deadline.
ANNAPOLIS, Md. – S.B. 606 passed the General Assembly and is expected to be signed by the governor, creating an Off-Highway Recreational Vehicle Trail Fund to maintain and build trails for off-highway recreational vehicles. The bill, sponsored by state Sen. George C. Edwards (R-Cumberland), also requires the state Secretary of Natural Resources to administer the fund; requires the comptroller to distribute 25 percent of the revenue in fiscal 2019 and 50 percent in fiscal 2020.
The revenue will come from the excise tax imposed on certificates of title issued for off-highway recreational vehicles.
LANSING, Mich. – The state Department of Natural Resources is seeking public input on the rules for off-road-vehicle use on Upper Peninsula state forest roads. The comment period began two days ago (May 1) and continue through June 15.
Forest roads in the U.P. will remain open to ORV use during the classification period, and any changes will take effect in January 2019. State law requires that state forest roads in the Upper Peninsula be inventoried and legally designated as open or closed to ORV use.

NELSONVILLE, Ohio – The Wayne National Forest’s notice of initiation of the assessment phase of Forest Plan Revision was published in the Federal Register on April 19. This notice signaled the official start of the Forest Plan revision process that will continue for two to three years.
The revised Forest Plan will guide all land management activities on the Wayne National Forest for the next 10 to 15 years. “We are now reviewing the feedback we received from the public during the eight kick-off meetings held in March and April,” Forest Supervisor Tony Scardina said. “By June 1, we will announce a comprehensive public engagement plan for the assessment phase, which will provide a detailed outline of additional public meetings and other ways the public can provide the information we are looking for during the assessment phase of the Forest Plan Revision process.”

DALLAS – Lithium battery technology company Alternet Systems says it is forming a new company to build an electric motorcycle based on Chinese replicas of the classic 1938 BMW R71 sidecar motorcycle, according to AutoBlog.com. The company, ReVolt Electric Motorbikes, says its bikes will be powered by an electric motor drawing energy from Alternet lithium batteries.

NEW YORK – Ride Sunday 2018, the International Day of Riding for a Cause, is scheduled for June 3. Supported by Harley-Davidson Motorcycles, REV’IT!, Triumph Motorcycles and Royal Enfield, Ride Sunday is an effort to unite the global motorcycling community.
Hundreds of thousands of riders around the world are expected to participate, and organizers hope for more than $1 million in donations for more than 50 charity beneficiaries.
Ride Sunday is open to all motorcyclists and scooter riders regardless of bike style or riding preference, be it on-road or off-road. All riders are encouraged to participate and raise funds for a charity of their choice by either joining a certified dealer ride, hosting their own ride or joining an existing group ride via www.ridesunday.com.
STOCKHOLM – Stockholm has proposed a € 2,000 ($2,420) a year fee for commuters using motorcycles, mopeds or scooters, according to the Federation of European Motorcyclists’ Associations.
The proposed fee comes in spite of the fact that the city concluded that motorcycles and mopeds are small vehicles that reduce congestion and are better for the environment. There currently is no fee for powered two wheelers. FEMA says the number of motorcycles and mopeds has doubled in Stockholm County in the past 15 years, with about 60,000 in the Stockholm region now commuting on the vehicles.

The info on LED’s is somewhat misleading, it’s great that you can see better, however, daylight or dark you’re impairing the vision of oncoming traffic.
I’ve spent more than 20 years on night shift in a semi, I sit 8 feet above the road surface and I can tell you from my experience that LED’s can impair vision from over a quarter of a mile away.
I’ve often thought about putting LED’s on my old ’84 FLH, but when I do I think I’ll leave the main headlight Halogen so I can turn off the LED’s and be SEEN by oncoming traffic instead of BLINDING them, I think it’s safer for everyone that way.

PAT BARNES R.I.P.
Trailblazer, Pat Barnes, passed away in Grand Junction, Colorado. Pat was the widow of Howard Barnes. Together they owned and operated Barnes Wheels and Sprockets. They, and their cats, were a fixture in the pits at Ascot in the 60’s and 70’s. They also traveled the circuit. They hosted many racers in California and in their homes in Carbondale and then Colorado Springs. They sponsored Pat Gosch and Gary Scott, among others. Pat will not be forgotten by her many friends. She was a special lady.
REMINISCING WITH MONTE DARLING
It is always fun to talk with Monte. He is pretty much stuck at home right now and doesn’t have access to his computer. We got on the subject of Prado Park. He said that Elliot Schultz, Dick Hammer and him were building swimming pools when they got financial backing from Chuck Eislin to build the race track near Corona.
Later Monte opened Circle City Honda with Chuck’s backing. My then husband, Ken Maely and I opened Honda of Corona, about a mile from Monte’s shop, at the same time. There were actually 3 dealerships given out in Corona at the same time. Not sure why or how that happened.
IVAN MAUGER R.I.P.
Ivan Mauger, six times World Champion Speedway rider, died from effects of Alzheimer’s on April 16 at his home on the Gold Coast in Australia. He was born in 1939 in the suburbs of Christchurch, New Zealand. Ivan and Barry Briggs were instrumental in raising the caliber of Speedway racing in the USA.
They came to ride and visit and ended up teaching our already talented riders how to compete on an international level. While in the US, Ivan made friends with George Wenn and Ray Bokelman. Early in his career there was a bet as to whether Ivan would win the next World Championship. If he did, George and Ray would Gold plate his Jawa Speedway bike. He won, and they did, at a cost of $700,000.
He rode the bike to his next World Championship. Canterbury Museum, Christchurch, has purchased the 24 carat gold plated Jawa, plus other bikes, memorabilia and riding gear for 1.7 million. Ivan is survived by his wife Raye and three daughters. Our deepest condolences to his family and friends. Go with God, Ivan

Tom White’s family invited a small group to a fund raiser at Tom’s Early Years of Motocross Museum. The proceeds went to High Hope for traumatic brain injury. It was the first of what they hope are many as they carry on Tom’s legacy. The Dud Perkins Award was presented posthumously to Tom by a representative from the AMA.

Bert Harkins wrote about his friend “Digger” Helm in the Speedway Star, a UK magazine. He mentioned how Digger joined in on promotional stunts, including allowing Bobby Schwartz’s brother to make him up as “The old man of the mountains”, Rick was a Hollywood make-up artist. No one recognized Digger with long hair, hooked nose and old robes. He was always ready for a laugh with his beloved bandits.

Jamie Astudillo #49 has made history. She is the 1st female racer to earn a place on the podium at an AMA Road Race since MotoAmerica started the series in 2015. She came in 4th in Race 1 and 3rd in Race 2 on a Kawasaki.
Valerie Thompson from Scottsdale, Arizona crashed on the Denis Manning Bub 7 Streamliner at 343.7 MPM with no injuries. She was on the salt of Lake Gardner in South Australia during the World Speed Trial. All the safety stuff worked. The current record is 376.363 MPH set by Rocky Robinson in Mike Akatiff’s ACK Attack.

GUN NUT REPORT UPDATE–California: Legislation Requiring Background Checks on Barrels and Other Parts Passes Committee – Legislative Activity Update
This week, the California Legislature took the following actions on firearm- and hunting-related legislation:
On Monday, April 23, the Senate Public Employment and Retirement Committee passed SJR 24, which will now head to the Senate Appropriations Committee for further consideration. In addition, SB 1382 was passed by the Senate and now moves to the Assembly where it awaits a committee assignment.
Senate Joint Resolution 24, sponsored by Senator Hannah-Beth Jackson (D-19), would urge the Congress of the United States to reauthorize and strengthen the federal “assault weapons” ban and would urge Congress to pass, and the President to sign, the federal “Assault Weapons Ban of 2018.”
It would additionally call on the California Public Employee’ Retirement System (CalPERS) to engage with companies that produce or sell firearms and determine a method for those companies to withdraw from the sale or production of firearms, or produce a plan for CalPERS to divest its holdings from those companies.
The reauthorization of an “assault weapons” ban would burden the self-defense rights of law-abiding Americans without meaningfully addressing the problems it’s purportedly designed to address, it would not impact overall gun death rates, and there is no evidence it would prevent mass shootings.
Senate Bill 1382, sponsored by Senator Andy Vidak (R-14),would authorize locking a firearm in a toolbox or utility box that is permanently affixed to the bed of a pickup truck or vehicle that does not contain a trunk.
On Tuesday April 24, the Assembly Public Safety Committee failed to pass pro-gun bills AB 1931 and AB 2733 on reconsideration votes and passed two anti-gun bills AB 2382 and AB 2888. Additionally, the Senate Public Safety Committee passed SB 1346 and SB 1487. AB 2382 and SB 1487 will now move to the respective appropriations committees for further consideration. Both AB 2888 and SB 1346 are now eligible for floor votes in their respective chambers.
Assembly Bill 2382, sponsored by Assembly Member Mike Gipson (D-64), would require precursor firearms parts to be sold/transferred through a licensed precursor parts dealer in a similar process to the new laws regarding ammunition purchases. It would further create a new crime for transfer of precursor parts without the involvement of a licensed precursor parts dealer to anyone under 21 years of age or prohibited from owning firearms. Precursor parts include items such as barrels, ammunition feedings devices and upper receivers.
Assembly Bill 2888, sponsored by Assembly Member Phillip Ting (D-19), would expand the list of those eligible to file gun violence restraining orders (GVRO) beyond the currently authorized reporters which include immediate family and law enforcement. The new list is expanded to employers, coworkers and employees of a secondary or postsecondary school that the person has attended in the last 6 months. GVRO’s can remove a person’s right without due process and not because of a criminal conviction or mental adjudication, but based on third party allegations.
Senate Bill 1346, sponsored by Senator Hannah-Beth Jackson (D-19), would expand the definition of multiburst trigger activators to include bumpstocks or bumpstock attachments.
Senate Bill 1487, sponsored by Senator Henry Stern (D-27), would prohibit the possession of certain African species of wildlife. The true goal of the bill is to ensure that a lawful U.S. hunter is not allowed to bring home a hunting trophy—even though the animal was legally taken and the hunter has the approval of the U.S. Federal Government.
On Wednesday, April 25, the Assembly Appropriations Committee sent AB 2670 to the suspense file. AB 2670 will be taken up with other items on the suspense file in the coming weeks.
Assembly Bill 2670, sponsored by Assembly Member Kevin Kiley (R-6), would require, rather than authorize, the director to establish 2 free hunting days per year one in the fall and one in the spring, no later than July 1, 2019.

Senate Bill 1100, sponsored by Senator Anthony Portantino (D-25), would place further restrictions on law abiding citizens by expanding the current one gun a month restriction for handguns to include all guns and raises the purchase age for long guns to 21.
AB 2103 and AB 2151 remain eligible for a vote on the Assembly floor.
Assembly Bill 2103, sponsored by Assembly Member Todd Gloria (D-78), would add certain requirements in addition to the already mandated training courses for a citizen to obtain a concealed carry license. Currently, concealed carry permit holders are already required to receive up to 16 hours training prior to receiving a permit and at least four hours of additional training every two years prior to renewal.
Assembly Bill 2151, sponsored by Assembly Member Adam Gray (D-21), would help make hunting more affordable for youths by reducing the cost of certain big game tags for youth hunters.

I think it’s great for you to keep your head in the door at ARB to report to the public on the process.
What I would suggest is do a test run thru ARB like you have developed a compliant air cleaner and you want to get an E.O. for. https://www.arb.ca.gov/html/eo.htm
I would request the ARB application to get started so you can see their process. Ask ARB for referrals to the emission labs and request guidance from them on how complicated the test is.
Then I would pay a short visit to the lab like Ryan Tovatt. Last time I spoke with him for an aftermarket exhaust system with catalyst he told me they must accumulate 15,000km and run 4 tests with a ballpark cost of $25-$30,000 U.S.
The problem as I see it is the m/c market for these products is so small and you know firsthand this market has been contracting for almost a decade. There is simply little money to be made in the industry, very few will be willing to throw it at the process you will be writing about when they find out how expensive and time consuming it is.
Little guys like Zippers has decided to stop selling many products in Ca. for we don’t have the money to test and process for E.O.’s I like what SEMA is doing by setting up their own lab just for members.
Companies like Summit have amassed a huge # of E.O’s thru this process.

THE BIKERNET BAD COP FILE–(Newser) – “The mice ate the marijuana” was an excuse no more believable than “the dog ate my homework” for authorities in Argentina, where eight police officers have been fired over the disappearance of around 1,200 pounds of pot.
The officers in Pinar, roughly 40 miles west of Buenos Aires, argued that the missing drugs had been “eaten by mice” in the warehouse for impounded drugs, the Guardian reports. Some 13,220 pounds of marijuana had been registered there two years earlier and investigators found that the total was more than half a ton short.
Forensic experts testified that it was very unlikely that even a large number of rodents could have consumed so much marijuana.
A spokesperson for the judge said, “Buenos Aires University experts have explained that mice wouldn’t mistake the drug for food, and that if a large group of mice had eaten it, a lot of corpses would have been found in the warehouse.”
The shortfall was noticed by the new police commissioner, who notified the internal affairs division.
In a hearing next month, a judge will try to determine whether the marijuana went missing because of negligence.
USA Today notes that although the internal affairs investigators in Argentina decided that rodents could not have consumed the missing pot, police in Wichita in 2013 said mice had managed to chew through evidence bags containing marijuana.
(Police in Colorado have been told they don’t need to return seized weed, even when it’s legal.)

NMA WEEKLY REPORT–Police Drones Take Off—At what Impact to Motorists
Traffic stops are often one of the most dangerous situations for law enforcement (not to mention for motorists as many recent events have proven).
The unknown can escalate a situation beyond safe. Police departments are now turning to drones to help alleviate some of the danger involved.
Under tight regulations, drones can indeed become a helpful safety device for police. Drones could also become another automated traffic enforcement device that could plague law-abiding motorists.
Currently, police drone regulations are all over the map.
There are currently no laws regulating their use by federal law enforcement. Fewer than half the states have passed legislation that address privacy concerns. Intense public scrutiny can also scuttle new police drone programs.
According to the Drive.com, there are six primary situations police would like to use drones:
· Search and Rescue
· Traffic Collision Reconstruction
· Investigate Active Shooter/Suspects
· Crime Scene Analysis
· Surveillance
· Crowd Monitoring
Here are some specific ways a police departments could use drones.
*An officer stops a vehicle for a traffic infraction. Before approaching the driver, he or she deploys a shoulder mounted drone (Amazon just patented one variety) that flies around the car giving video feedback to the officer. The officer would then be able to ascertain how many people are in the car and what they are doing with their hands. If the drone is fitted with facial recognition, the officer would also be able to tell who is in the car.
*A drone could also be used as an eye in the sky above the scene of a traffic stop or crime scene to serve as a video witness to the interaction of police with the motorist and passengers.
*Fast pursuits may be fun to watch in movies, but in reality they are dangerous for anyone on the road that day. If a suspect flees a traffic stop, an accident or a crime, an officer at the scene could give a vehicle description to the drone pilot who would then deploy the drone, find and then follow the suspect’s vehicle while the pilot reports back to the team on the ground. Then officers could make a planned approach to the vehicle that hopefully keeps everyone safe.
*Using a drone during traffic accident reconstruction could also be a time saver for police departments. This would allow less time for road or lane closures for motorists.
*Already in China, India and Russia, drones are used to monitor traffic violations on highways. This includes speeding, driving in the wrong lane, illegal parking and throwing trash out the window. This is called tech-enhanced policing which is another form of automated traffic enforcement.
In an April 2017 report from The Center for the Study of the Drone at Bard College, there was one key takeaway: at least 347 state and local police departments, county sheriffs, fire departments and emergency units have acquired drones.
Police departments lead the charge with more drone acquisitions having taken place in 2016 than in all previous years combined.
The game changed last August. Up until that time, federal law permitted only licensed pilots to operate drones for commercial and police use.
Since then, the Federal Aviation Administration lowered the pilot license requirement and now potential drone pilots need to pass a detailed test on how to operate a drone and understand air-space-use regulations.
Currently, many more officers are training on one of the newest gadgets in the law enforcement tool kit.
In Tazewell County, Illinois, Sheriff Chief Deputy Jeff Lower said recently his department purchased three drones in the last year. One has thermal imaging to help find people in search and rescue operations. Another has software that allows the department to create scale-model, 3D replicas of vehicle accident scenes. Lower says before it took two hours to map a crash scene with traditional survey equipment. Now, he says, “It takes us 20 minutes with a drone, significantly reducing road closure time at accident sites.”
In January, the Los Angeles Police Department (LAPD), the nation’s third largest police force overseeing 500 square miles with four million residents, received a donation from the LA Police Foundation to purchase four drones. Two of them are the “Phantom” model for traffic stops and pursuits. The LAPD crafted careful restrictions with citizen input last fall. Restrictions apply to drone deployment and program oversight. Facial recognition technology and installed weapons will be prohibited.
No doubt, having a small drone buzz around your car during an already scary situation of a traffic stop would be disconcerting for most drivers and passengers. The small drone’s images, however, could be useful in police misconduct investigations.
Civil liberties though might be challenged if the drone enters the car or has thermal imaging.
In 2012, the International Association of Chiefs of Police published a list of recommended guidelines for use of Unmanned Aircraft Vehicles (UAVs or drones) in law enforcement. These guidelines were endorsed by the American Civil Liberties Union.
· Police should obtain warrants in order to use drones if subjects have a reasonable expectation of privacy.
· Unless relevant to a crime, images captured by drones should not be retained by police.
· Departments should give the public substantial notice of drone use in the course of their police work and how the drones will be used.
· Police drone programs should be tracked and audited for accountability and transparency.
· Drones should never be weaponized by police.
The establishment of drone regulations lags far behind the fast pace of drone use by police. Congress, state legislatures, local police departments and county sheriffs need to be proactive to ensure right of privacy and in which situations drones can and should be used.
If not, motorists will find themselves in more “Policing for Profit” situations that have the added bonus of intrusive surveillance technology.

Monster Energy Pro Circuit Kawasaki’s Adam Cianciarulo and Joey Savatgy have one more chance to bring home the team’s 150th supercross victory this weekend at Sam Boyd Stadium in Las Vegas.
The duo has traded wins the past two years with Cianciarulo celebrating victory in 2017 and Savatgy in 2016. Even with teammates Austin Forkner and Martin Davalos still sidelined, the stats and the most recent double podium give the team a fighting chance for one final supercross victory in 2018.

I TOLD YOU—The news never stops. So, what’s happening with me. The Panhead passed the CHP. I’m waiting for the title.
I will register the Chopper King Bike also next week. I hope to get into LA for the Markus Cuff Exhibit and find a strong party in Wilmington for Cinco De Mayo.
This weekend I’m helping one the Redhead’s Marina clients unload a storage locker full of tools. We are making progress on selling Mil’s restored 1950 Panhead that was featured on the cover of the Saturday Evening Post in 1951.
If my son supplies the images, we are going to produce a Klockwerks Tech. The results are interesting.
My grandson’s FXR paint in nearly done. His MetalSport wheel repair should be done, and his Spitfire girder repair should be chromed and ready to rock.
Never dull around here.
