Some weeks are damn exciting like this one. I had the chance to help a brother get a job in the industry. I’m working on his resume. I’m working on Hugh King’s Chopper King Chopper sale. The Trailblazers banquet is Saturday. I’m introducing a couple of race fans to the club.

We are working on Grandson Frankie’s Dyna today getting ready to take the sheet metal to paint. I’m working with a photographer to launch his vintage motorcycle print business. And of course I’m helping the Redhead of Redheads.

BRAND NEW PHOTO EXHIBIT– A woman’s place in the world? How about shooting photos of her friends with a vintage Hasselblad from the back of Harley. Or, at least, that’s the place Portland-based photographer Lanakila MacNaughton has chosen.

MacNaughton decided to turn her lens in order to create “The Woman’s Motorcycle Exhibit: The Real Women Who Ride,” which showcases the beautiful female riders she knows.

Besides being photographically stunning, the collection expands our cultural understanding of women who ride—which is to say, not just sexy-bikini-ladies slathered in salad oil straddling parked bikes.

As MacNaughton notes in the project’s introductory video: “It’s not like I’m trying to bash men, or create a ruckus, or piss people off.”

In fact, the whole project exists in no relation to men whatsoever. Imagine that.

CONGRESSMAN SAYS CORRUPTION IN WASHINGTON IS “WORSE THAN YOU THINK.”– Corruption on Capitol Hill is “worse than you think,” Rep. Ken Buck, R-Colo., insists.

“When you first get here, you think that you are in some sort of fairy-tale novel,” Buck said. “They wine and dine you and they show you just exactly what it’s like if you play the game. It’s a wonderful life.”

Things quickly change, however, if “you don’t play the game.”

“If you don’t play the game … it becomes a much less conformable existence here,” Buck said.

Buck, who has served Colorado’s 4th Congressional District since 2015, previewed his new book, “Drain the Swamp: How Washington Corruption is Worse Than You Think,” published on Tuesday.

and “What You Can Do To Drain the Swamp.”

Buck said his book addresses corruption present in government today that he was not prepared for after being elected to Congress in 2014.

“One of the things that I found startling when I got here is that you have to pay dues to be on a committee,” Buck said.

During the time he served on the House Judiciary Committee, Buck said he had to pay periodic dues of $200,000 to the National Republican Congressional Committee, the campaign committee of the House of Representatives.

Now, as a member of the House Rules Committee, Buck’s periodic dues are $450,000.

The obligation to pay dues, Buck said, forces members of Congress to hold fundraising receptions and encourages corrupt influences from special interest organizations who attend the fundraisers.

“Who comes to those receptions with checks?” Buck said. “Lobbyists, special interests that want something in return. So there is a game that goes on that you owe the party money and you are expected to vote with the chairman and you are expected to help special interests groups in Washington, D.C.”

Buck said there is also a significant amount of corruption in how Congress justifies spending for new project or programs.
“In the book, I list very specific ways that we need to change the incentives that we have in Congress,” Buck said. “I talk about … what we call ‘pay–fors.’ When we have new spending, we find ways to pay for that new spending program.”

Some of the ways Congress could pay for a new project or program are through tax increases or cuts to other programs, both of which are unlikely, Buck said.
Instead, Congress “makes up” sources of revenue.

Buck explains:

So we pass a transportation bill, and in the transportation bill we say that we’re going to sell oil in a strategic petroleum reserve to pay for that transportation bill. Now, what’s fascinating about this is that the average price that that oil was purchased at is $76. The price when we sold that oil was $48. Only in government is that considered a profit.

An issue with this system, Buck said, is that revenues from “pay–fors” have already been accounted for.

“One of the problems is that that barrel of oil that was used in the transportation bill as a ‘pay–for’ was already sold twice before,” Buck said.

This form of governing, Buck said, is irresponsible.“If everything’s been paid for, for so long, how did we get $20 trillion dollars in debt?” Buck said.

In an effort to bring transparency to the “pay–for” phenomenon, Buck introduced a bill last Thursday that would require the Office of Management and Budget to track and report the revenue that “pay–fors” actually bring.

“One of the bills that I just recently dropped would ask the Office of Management and Budget to do an annual report to Congress so it is available to the American people on how much revenue did those ‘payfors’ generate,” Buck said.

Buck’s goal, he said, is to educate the American people about the corruption in government so they are not as naive as Buck found himself when he started working in Congress.

“Before I got here, I knew that D.C. was broken, I didn’t know the specifics,” Buck said. “I’m hoping that by giving the American public the specifics, we actually have the record out there just … to make sure that people are aware.”

FIRST-EVER MOTORCYCLE CAUCUS FORMED IN U.S. SENATE– In a rare bipartisan effort, motorcyclists are getting a very special form of representation in the U.S. Senate as two Senators are reaching across the aisle to establish the first Senate Motorcycle Caucus.

Kickstarting this unique legislative road trip, Joni Ernst (R-Iowa) and Gary Peters (D-Michigan), both lifelong motorcyclists, will serve as co-chairs of the caucus, which will advocate on behalf of both motorcycle riders and manufacturers.

Sen. Ernst said her concern for motorcycles and motorcyclists started when she was a child. “Some of my most cherished memories include motorcycles, from delivering messages as a young girl to my dad while he was working out in the fields, to riding through the rolling hills of Northeast Iowa with family and friends,” Ernst said. “Throughout my 99 county tour of Iowa, I have heard from many of these folks about some of their priorities, including improving safety, infrastructure and energy efficiency. These concerns are shared by folks across our great state and country, and I look forward to working with Sen. Peters toward solutions.”

Sen. Peters bought his first motorcycle at age 11. “I’ve loved motorcycles since I was a kid, and I started a newspaper route to buy my first motorcycle at age 11. To this day, I believe there is no better way to see Michigan’s beautiful scenery than by bike, whether I’m riding to meet with constituents and small businesses or taking my bike out on the weekend,” Peters said. “Motorcyclists come from all walks of life, and I can’t think of a better way to bring together a diverse and dedicated group of advocates to discuss everything from safety concerns to manufacturing. I’m looking forward to working with Sen. Ernst as co-chair of the bipartisan Senate Motorcycle Caucus to foster these important discussions and find common ground with motorcycle lovers across the country.”

The Hippy Killer Hoedown takes place at the Farmers Fairgrounds, 18700 Lake Perris Drive, Perris, CA. on April 22, 2017. The Hoedown was created for automobile enthusiasts and their families. They are not allowed to be ridden in/ out. We ask that you please obey the rules as they’re being strictly enforced.

Don’t pull into the main parking access lanes, stay on Lake Perris Drive, about a 1/4 mile, and you’ll see signs to Gate C to gain access to the property. We’ll greet you with a smile and you will kindly pay us $15 per person. A parking attendant will get you placed. Please no outside alcohol, coolers or grills; full concessions and ATMs are on the property. * If for any reason you need to leave the property before the show ends please find a security member so they can assist off the property safely.

Motorcyclists – Gate C opens at 7 am – Come off of Ramona Parkway and head down Lake Perris Drive. Mini Bike Races – We’ll have a dedicated spot for you to set up if you wish. You can not drive your mini bikes through the main area of the show. Please honor this request.

Vendors – Gate C opens at 7 am – We’re asking that you be on location between 7 am and 9 as the fire department needs to do a walk through before the main gates open. We need you to unload your products and park your

vehicles in the dedicated vendor parking as quickly as possible. This will help us eliminate any unforeseen issues. We will be on location Friday from 12 pm until 5 pm if you prefer to set up your easy ups. It’s a secured area.

Security – We’re fortunate to be working with the USA Protection Services this year. They are very familiar with the So- Cal Fairgrounds and their policies. The NO Colors policy will be in effect and hope that you understand. We love that the Hoedown is a family friendly event and would like to keep it that way. If any issues or concerns arise please find the nearest security guards.

Signed by the Governor: Montana Laws to Limit License Plate Tracking and Warrantless Electronic Data Collection–

On Friday, Montana Gov. Steve Bullock signed two bills into law that will increase privacy protections in the state and hinder at least two federal surveillance programs. The new laws will ban warrantless collection of data from an electronic device in most situations, and limit the use of Automated License Plate Readers (ALPRs) in the state.

Rep. Daniel Zolnikov (R-Billings) sponsored both House Bill 149 (HB149) and House Bill 147 (HB147).

License Plate Tracking

HB149 prohibits the use of ALPRs except for specified purposes, and will also place limitations on the retention and sharing of data gathered by license plate readers.

Last month, the Senate passed it by a 48-1 vote. On April 1, the House concurred with the Senate version by a 91-7 vote sending it to the governor.

Under the new statute, law enforcement agencies will be allowed to use ALPRs for specified law enforcement purposes only. These include identifying stolen vehicles, locating missing persons, locating individuals with outstanding warrants, locating vehicles involved in homicides or other major crimes, and “case-specific investigative surveillance.”

Any data collected by an ALPR cannot be stored from more than 90 days without a preservation request, or a state or federal warrant. A preservation request will only be valid for one year and will have to be renewed for continuing data storage.

This new license plate tracking law will prevent the state from creating permanent databases using information collected by ALPRs, and will make it highly unlikely that such data ends up in federal databases.

Electronic Data Collection

HB147 prohibits any state or local government unit from obtaining the stored data of an electronic device without a warrant, unless it has the consent of the owner or authorized user of the device, or in accordance with judicially recognized exceptions to warrant requirements. The law will also allow police to access electronic data if the owner has already made the stored data public, or if there exists a possible life-threatening situation.

Any data obtained in violation of the law will likely be inadmissible in court. The bill also includes provisions authorizing the state attorney general to apply for an injunction or to commence a civil action against any government entity to compel compliance with the law.

HB147 initially passed the House by a 94-4 vote. The Senate passed a version with some technical amendments on March 23 by a 48-1 vote. The House then concurred with the amendments 96-2, sending the bill to the governor.

This legislation will work with a second bill to ban warrantless collection of all cell phone data in most situations. HB148 would prohibit warrantless collection of information from service providers and is on the governor’s desk.

IMPACT ON FEDERAL LICENSE PLATE TRACKING PROGRAMS

As reported in the Wall Street Journal, the federal government, via the Drug Enforcement Agency (DEA) tracks the location of millions of vehicles. They’ve engaged in this for over eight years, all without a warrant, or even public notice of the policy.

State and local law enforcement agencies operate most of these tracking systems, paid for by federal grant money. The DEA then taps into the local database to track the whereabouts of millions of people – for the simple act of driving – without having to operate a huge network itself.

Since a majority of federal license plate tracking data comes from state and local law enforcement, passage of this legislation would take a major step toward blocking that program from continuing in Montana. The feds can’t access data that doesn’t exist.

“No data means no federal license plate tracking program,” Tenth Amendment Center founder and executive director Michael Boldin said.

Law enforcement generally configures ALPRs to store the photograph, the license plate number, and the date, time, and location of vehicles. But according to newly disclosed records obtained by the ACLU via a Freedom of Information Act request, the DEA is also captures photographs of drivers and their passengers.

According to the ACLU:

“One internal 2009 DEA communication stated clearly that the license plate program can provide “the requester” with images that “may include vehicle license plate numbers (front and/or rear), photos of visible vehicle occupants [redacted] and a front and rear overall view of the vehicle.” Clearly showing that occupant photos are not an occasional, accidental byproduct of the technology, but one that is intentionally being cultivated, a 2011 email states that the DEA’s system has the ability to store “up to 10 photos per vehicle transaction including 4 occupant photos.”

With the FBI rolling out facial a nationwide recognition program last fall, and the federal government building biometric databases, the fact that the feds can potentially access stored photographs of drivers and passengers, along with detailed location data, magnifies the privacy concerns surrounding ALPRs.

Passage of this the Montana ALPR law represents a good first step toward putting a big dent in federal plans to continue location tracking, and expanding its facial recognition program. The less data the state makes available to the federal government, the less ability they have to track people in Montana, and elsewhere.

PARALLEL CONSTRUCTION

By making information obtained in violation of the law inadmissible in court, passage of HB147 could effectively stop one practical effect of NSA spying in Montana.

Reuters revealed the extent of such NSA data sharing with state and local law enforcement in an August 2013 article. According to documents obtained by the news agency, the NSA passes information to police through a formerly secret DEA unit known Special Operations Divisions and the cases “rarely involve national security issues.” Almost all of the information involves regular criminal investigations, not terror-related investigations.

After the SOD passes along this information, it then works with state and local law enforcement to “create” an investigation, working backward to obscure the origin of the evidence. For instance, the SOD might instruct local police to obtain a warrant to collect information they already have via information sharing. It creates the illusion that the investigation and prosecution proceeded in a constitutionally permissible way

In other words, not only does the NSA collect and store this data, using it to build profiles, the agency encourages state and local law enforcement to violate the Fourth Amendment by making use of this information in their day-to-day investigations.

This is “the most threatening situation to our constitutional republic since the Civil War,” Binney said.

Both bills will go into effect Oct. 1, 2017.

I have to agree with Jiggs comments. You have guys like Mark Temple from BOLT in CA who has been putting himself in harms way for decades. Spending hours and hours with bikers in helping them with bullshit court cases.

Maybe we should have all of the bikers who Mark has personally helped post on this. Mark has been fighting CA helmet law, in the field, front line battles to where he was even arrested for an infraction.

I don’t know of any other freedom fighter in the entire US, who is still currently active, who can come close to what Mark has done and is doing for FREEDOM for todays riders. Maybe the Museum needs to post exactly what they mean by freedom fighter…a close friend, large contributor?

The National Shooting Sports Foundation (NSSF) has recently released a report detailing the sizeable contribution the firearm and ammunition industry makes towards the economic well-being of this country. According to “The Firearms and Ammunition Industry Economic Impact Report: 2017,” on the economic impact of the firearm industry in terms of jobs and taxes:

The overall contribution to the economy has jumped from $49.3 billion in 2015 to $51.3 billion in 2016; the industry generates significant tax revenues, with combined business and excise taxes of more than $6.8 billion in the last year; manufacturers, distributors and vendors of guns and ammunition employ over 141,000 people (FTE), with close to 160,000 additional jobs in supplier and ancillary industries; and
2016 saw increases over 2015 in every category listed – jobs, wages, and federal and state taxes generated.

More generally, the economic impact of the industry between 2008 and 2016 increased from $19.1 billion to $51.3 billion, a staggering 168% change.

Not surprisingly, these figures are consistent with other positive firearm trends.

At the same time, the number of National Firearms Act (NFA) firearms processed in applications by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has increased steadily each year, from 147,484 in 2005 to 1,426,211 in 2015, a close to ten-fold increase.

Another indicator of a strong Second Amendment community, the annual growth in the number of persons with concealed carry permits continues to set records, with 1.73 million new concealed handgun permits issued in 2015. According to the Crime Prevention Research Center, this represents a change of 215 percent since 2007 – even with an increasing number of states moving towards permitless carry laws.

The mainstream media work hard to convince the public that gun control measures are justified because gun owners are outliers, with gun ownership on the wane across the country. AMA OPEN-ROAD NEWS– Trail stewardship grants available for National Forest Trails

The AMA joins four other trail advocacy groups to select winners

The American Motorcyclist Association has joined with a broad spectrum of trail advocacy organizations in a joint project with the U.S. Forest Service to improve both motorized and nonmotorized trails in national forests. Any project that meets national quality standards will qualify for consideration, including:

Clearing and brushing
Tread repair
Structure repair
Replacement or installation of trail signs
Projects which will reduce existing trail deferred maintenance
The program originated in a partnership between the USFS and the National Wilderness Stewardship Alliance. It is being administered collaboratively with the AMA, the Blue Ribbon Coalition, the Back Country Horsemen of America and the International Mountain Biking Association.

Grants are intended for summer use trails, to cover either newly identified or deferred maintenance needs. Any nonprofit organization is eligible and should have a sponsored volunteer agreement or other agreement with the local Forest Service office for work under these grants.

Roughly $230,000 is being provided by the USFS to fund the project. Grants are expected to range from $2,000 to $20,000 per organization and will require a 1:1 match of cash (preferred), contributed funding, and/or in-kind contributions of volunteer labor or use of existing equipment.

Trail grants are expected to be announced by June 15 and work is intended to be completed by Dec. 31.

When: Application materials must be submitted by Friday, June 2.

How to Submit: A completed application, proposed project budget, letter of support from the district ranger or forest supervisor where the work will be done and an IRS letter of determination of the applicant group’s nonprofit status should be emailed to TrailGrants@wildernessalliance.org. THE BAD UNCLE ON H-D QUARTERLY REPORTS– As Harley Davidson’s first quarter financials slowly percolate out, it is time to evaluate the company and where it is going. It shouldn’t be much of a surprise to see that first quarter earnings are down 5.7% compared to last year.

There are many of the factors that affect this but with record low unemployment it seems that people just are not buying new motorcycles. Motorcycles are luxury items for all intensive purposes and as the baby boomers move to the final stages of life they refocus on other things, travel, health and family. This huge demographic just simply will not be able to ride any more.

Mix in a turbulent election in the US that soured many peoples view of bikers as xenophobic, sexist and racists and people are putting distance between themselves and motorcycles. Professionals like lawyers, Doctors and accountants think long and hard about the impact of being grouped with those beliefs so they may park or sell their motorcycle.

The financials also gives insight into where the company is going in the next ten years. The five key objectives the company outlined are

Deliver superior return on investment – this is standard fare for a company but it does raise an important question about how they hope to achieve this. Does that mean maximizing the US work force and supply chain or does it mean out sourcing to other countries. It may mean that the majority of parts are manufactured else where and simply assembled or final assembly of partial complete motorcycles. It is an important fact that plays well with the next objective

Growing the business without growing its environmental impact. President Donald Trump is trying to bring balance back to stifling environment regulations currently in place. So while that means coal mines and logging camps have free reign to destroy your favourite national park, rivers and streams Harley Davidson and automobile manufactures realize that it is only a short-term hiccup. Design and development costs hundreds of millions of dollars and take years to implement.

So that means the Wethead Harley is not going to disappear. The EPA maybe controlled some, but manufactures will still work towards new technical goals.

Grow international business to 50 percent of annual volume. Harley-Davidson realizes that to grow the company they have to expand their Global reach. Europe’s population is twice that of the United States. Asia makes up over half of the worlds population with 4.4 billion people.

Many of those markets rely heavily on motorcycles and scooters as daily transportation.

Add two million new American Harley Davidson riders. This objective is a little more difficult then it would seem on the surface. To add two million new Harley riders in the US they also have to offset the millions of baby boomers that will be physically unable to ride or have simply died in the next ten years.

While you maybe laughing how many 75 -80 year olds still ride? A large chunk of the Harley population will be gone in the next ten to twenty years. That means Harley has to draw riders from other brands such as Honda and Yamaha but also appeal to millennial that are beginning to have the disposable income to afford a heavy weight motorcycle.

The key demographic that they need to attract are the skateboarders and extreme sports enthusiasts that make up this younger population. It is selling the rebel image as opposed to the crocket rocket, a rebel image that doesn’t include the racial xenophobe overtones.

Launch 100 new motorcycles. Let that soak in for a moment. 100 new motorcycle models in the next ten years. Harley currently has 37 models across 6 platforms (7 if you include trikes but they are still based on the touring platform). We know that the current rubber mount Sportster is getting long in the tooth so there are at least 6 models there to be replaced with a new engine design.

The M8 engine will replace the Twin Cam in the Softail and Dyna models account for 12 more. Smudge the figures to say at the CVO models count as unique and different add 30 new models. That puts us at about 50 models.

So what are the other 50 “new, high-impact motorcycles” Harley Davidson plans to unveil within the next ten years? That is where the other four objectives for Harley-Davidson really start to take meaning. These new models have to fit within those confines – appeal to new riders, draw existing riders to the Harley-Davidson brand, appeal to international riders, be environmentally friendly and cheap to manufacture.

Many old timers grumble about the Street models but they may just be the new face of the grizzled company. Maybe the company will dip its toes back into the sport bike scene with the return of Buell. Maybe a scrambler model to compete with BMW, Ducati, and Triumph for adventurers. Maybe side-by-sides or even a golf cart.

So what does that mean for us. We can rest assured that the Heritage Softail and Electra Glide tourers are not going to disappear though they may be liquid cooled. They are the foundation and backbone of the company.

The current sales of international models already are not that far behind the US domestic sales and balance should be achievable with the current models. Harley- Davidson has a history lesson from the AMF years. Their diversity can be a dangerous thing if not handle right and if they neglect their core brand. But evolution is enviable. Refusing to change and embrace adjustments turns us to dinosaurs.

POLICE MOTORCYCLE HIT BY AUTOPILOT TESLA– According to a report in the Arizona Republic, a Phoenix police motorcycle was hit by a Tesla Model X operating on autopilot. Police said the officer and the Tesla exited a freeway with the motorcycle in front. When the rider stopped for a light, the car stopped as well, but then started moving forward. The officer jumped off the bike, which was struck at low speed by the car.

The driver reported having the car on autopilot at the time. The officer was uninjured and the car driver wasn’t ticketed.

Tesla has warned customers in the past that its autopilot mode does not mean a driver can completely disengage, but increasingly it seems customers are unwilling to listen. Tesla’s website specifically states that drivers are in command of their vehicles after exiting freeways.

The company announced in October that it would soon begin including hardware in its vehicles that could make them fully autonomous. Currently, the vehicles are simply equipped with driver aids like forward collision warning, automatic braking and auto steering.

HIPPY KILLER WEEKEND COMING— I’m rolling on my Indian to the VA hospital in Westwood this afternoon. We are attending the Shen Yun action in Long Beach Friday night and an imagining sculpture artist from Disney is stopping by the shop on Saturday to coach me on my first bronze.

Then we will hit the TrailBlazers MC Banquet in Domingues Hills for the historic racing action. I invited Go and Masumi from Brat Style, but they are flat track racing in Perris, CA all day on Saturday with their ’39 Indian modified.

I’ve been told this would be a good time to retire and let some young guns take Bikernet to the next level. I don’t know what to make of it, but I do know they’re right. But I would hang onto the Cantina, so I could continue to write wild shit in the middle of the night, while drinking Gentlemen’s Jack brought to me by the Redhead of Redheads.

Let’s see what happens next.
