Fans Crown H-D Dealership’s ‘General Mayhem’ in National Sportster Customization Contest
After weeks of heated competition and thousands of votes, America has finally crowned the next “Custom King.” Through six rounds of bike-to-bike battles, fans determined Hal’s Harley-Davidson’s creation ranks No. 1. A true rolling work of art, “General Mayhem,” created in New Berlin, Wis., is a modern day dual-sport bike that can conquer city streets and rural roads alike.
“Our vision was a modern day dual-sport bike with an edgy, minimalist look that would appeal to millennials, hooligan riders or the young at heart,” said Bud Curtis, team lead at Hal’s Harley-Davidson. “We are proud to have built the General Mayhem, our take on a Sportster that we hope can be enjoyed by the masses.”
In the second year of the Custom Kings competition, all U.S. dealerships were invited to turn a Sportster motorcycle into a custom-of-one work of art. Initial entries were scored by the H-D® styling team based on quality of customization and build, fit and finish, use of paint, design, technique and how teams utilized Harley-Davidson® Genuine P&A. From there, fans took control, selecting the winner in a bracket-style online vote.
The General Mayhem features a dual headlight to provide protection in a rugged environment, a 1200cc engine conversion with tuned exhaust to optimize performance and a fabricated tank with padded inserts that allows the rider to connect with the road.
“Customization is an expression of our riders’ individuality, so it only made sense for our fans to select the Custom Kings winner,” said Dino Bernacchi, Harley-Davidson U.S. Marketing Director. “We were thrilled by the response from dealers across the country, and Hal’s Harley-Davidson served up a striking design that challenged the status quo and took the artistry and quality of the Sportster SuperLow to new heights.”
Hal’s had a unique partner in building its one-of-a-kind ride – the local New Berlin high school BUILD Team. Working together as part of a national BUILD Challenge, the team and their mentors turned the Custom Kings build into an educational experience for the students, opening the road to learning more about the world of motorcycling and sparking their passion for the Sportster’s unique style and unrivaled performance.

Johnny Pag was a dreamer, an innovator, a builder and more. After he died his son took over the company. Johnny designed these bikes and started to work with companies in China to make them. He had the whole process up and running when he passed on to the vast chrome highway in the sky. I believe the company filed Bankruptcy in 2012.

THE FIRST ANTI-FREEDOM MOTORCYCLE BILL STARTED IN CALIFORNIA, NATCH–
I’m the guy who started the fight against SB435. As you are aware, SB435 started out as a pollution bill against motorcycles.
We figured it would never go anywhere due to the cost to create motorcycle testing facilities and the cost to train and implement procedures for smog testing. But when it became a noise bill, we got involved. A BOLT member discovered a letter from BUB supposedly supporting SB435. I requested that info be kept confidential until I could meet with BUB.
I invited representatives from ABATE and MMA to join us in the meeting (the attached photo); Denis Manning (BUB), Ruby Weber (ABATE), Bobby Smirl (MMA), Mark Temple (BOLT), Lil David (ABATE), me and then Richard Farmer (BUB).
The BUB letter was a forgery created by Senator Pavley’s office. But this meeting gave us a wealth of knowledge, primarily from Richard Farmer. EPA had raided their facility (along with 8 others) and put in writing it was due to Global Harmonization of Motorized Vehicles, the 1998 UN Treaty.
So as SB435 was going forward, CARB and the EPA were attacking private motorcycle aftermarket exhaust companies.
The City of Boston has passed a motorcycle noise ordinance; AMA and DPS Technical were pushing hand held decibel meters as part of SAE J2825; a couple of CA law enforcement agencies were illegally using hand held decibel meters and of course Noise Off was in all of this. To us (BOLT) this appeared to be an orchestrated attack.
BOLT (Paul Cote and I believe Billy Gannon) sued the City of Boston and to date no noise citation has been written.
Mark and I took the decibel meter training course as instructed by DPS Technical. It was very apparent that the course was focused on how to train law enforcement to go after motorcycle riders and win in court.
About this time we learned two law enforcement agencies in CA were illegally using hand held decibel meters; one was Elk Grove PD. We did some extensive research and learned that OTS was giving out grants for purchasing the decibel meters. We contacted OTS and put a stop to the grants.
Also contacted the two law enforcement agencies and stopped the use of decibel meters; then we went national to alert other states of the truth behind DPS Technical and SAE J2825. As far as I know, that effort has ceased.
And as far as I know, no ticket has been issued for SB435…but I have noticed exhaust mufflers are now in compliance with SB435…writing on the top of the muffler.
You are most likely aware of the CHP guidelines for noise citations…very lenient. And under CA law, if you disagree with the officers guess (cops can’t use their imagination) you are allowed to take your vehicle to a CA testing facility…but there are none. There have not been any since I think around 1980 (my date is most likely incorrect) and most noise tickets, being equipment, fall under Division 12 of the CA Vehicle Code book (as do helmets) and are to be written as Correctable ; a $25 fine.

WOMEN RIDERS NOW Big news announced just today in women and motorcycling– BMW is sponsoring the historic cross-country ride event happening this summer, the Sisters’ Centennial Motorcycle Ride. You can read more about that below in the story summaries.
The reason this is big is because in addition to stepping up as title sponsor of this all-female ride, BMW just started running an ad campaign aimed at women in an effort to get more of them riding a BMW motorcycle. This is exciting for sure.
Why? Well first off, it is always big news when a major motorcycle manufacturer decides to include women riders in its marketing efforts, and this year BMW Motorrad, celebrating 100 years as a company, is way ahead of every other brand in reaching out to women. I track these things. Every year. Closely.
In addition to sponsoring the Sisters’ Ride, BMW is supporting Women Riders Now by running a female-focused ad campaign, and other than Kymco (which I’ll talk about next month), no other manufacturer is reaching out to women at the corporate level. It’s worth taking notice of what BMW is doing with female motorcyclists in 2016.
We all have choices when buying a motorcycle. Why not choose a brand that, in this male-dominated sport, thinks women riders are worth the extra investment.
For the record, it’s not a new concept for BMW to market to women. The manufacturer has long supported female riders going back to the early 2000s with women-specific marketing messages, brochures, and sponsorships. Thank you BMW and Happy Anniversary!

Support for Congressional Bill More Important Than Ever—ACT NOW!
Earlier this year, the White House was flooded with nearly 170,000 signatures from racing enthusiasts and industry stakeholders concerned about an over-reaching regulation from the Environmental Protection Agency (EPA). The Obama Administration’s “We the People Team” recently responded, noting that the EPA is still considering the proposed standards and that the issue is still in review. But we need to keep the pressure on Washington.
While the battle regarding the EPA proposal continues, the U.S. Congress has introduced the Recognizing the Protection of Motorsports (RPM) Act, legislation which – if enacted into law – will ensure that street vehicles can continue to be modified for the race track. Even if the EPA removes the provision to prohibit the conversion of motor vehicles into racecars from its regulation, the RPM Act is the only way to guarantee that the practice of modifying street vehicles into dedicated racecars is protected not just today, but in the future as well.
Many legislators and government officials have voiced support for the RPM Act. However, many elected officials are still undecided. It is crucial that the entire racing community continues to send letters to their congressional lawmakers demanding support for the RPM Act.

The Twin Power ignition is an early style “in the cone” ignition for ‘70 – ‘99 Shovel and Evo or ‘71 – ‘2003 Sportster.
It is a really simple self-contained unit and can be wired to run single or dual fire. It is tough, the components are mil-spec, and the whole unit is sealed in epoxy.
It is made to work with an early advance weight system. While Twin power offers good weights, I would have to give the nod to Rivera-Primo for the best and longest lasting weights available. We have several Twin Power coils that will work well with this.
I recommend running this in Dual Fire mode with one coil. This type of ignition really makes a Harley sound like a Harley with that beautiful potato-potato idle.
It can also run in a generator motor in a billet distributor housing if reverse rotation drive gears are used.

LE PERA SEAT OF THE WEEK— Bare Bones for ’06-’16 Dynas. I had a problem with Dynas, from the Chopper perspective. The original seating position was so-so and you couldn’t lower it. So, with my ’92 we built a super low seat, like this one.
Then the factory raised the seat height and I ditched Dynas for old FXRs. They were much more flexible when it came to the seating position. So, from a Chopper, low and lean design, this is the only way to go for a dyna. I know, in some circles times have changed.

MRF STAFFER DISCOVERS TECH ISSUE— It wasn’t that bad.
The best part was I made it one mile, one flipping mile on Friday and it died. I called my AMA roadside assistance in hope of making it to a shop before they closed at 7:30. I waited for 2 hours and called them back to be informed that they haven’t been able to find a provider to tow me.
This is the second time the AMA has left me stranded on the side of the road in the 6 months I’ve had a membership.
So with the shop closing in thirty minutes, I decided to push my bike back home before it got dark outside. Do you know how many full grown men stared at me and the catcalls I received from construction workers? Not one single person offered to help me push it.
So I make it back home and the fun really began when I need to get it up an incline into my parking spot. I gave it hell for 30 minutes but couldn’t make it. After giving up and going inside for a beer, I planned to wait until TJ got home from work and beg him to help me push it.
I walked back out to my bike to face time with my mom’s boyfriend about what could be wrong with it before I ended up with a huge bill when they start changing everything to figure it out. He asked me to humor him and switch it to reserve. I got all smart mouth about how I only had 79 miles on this tank of gas, and I can hear it in there when I swish it around.
Sure enough, she fired back up and I was able to get her parked for the night.
I’m 90% certain my troubles were because I was running out of gas. How the heck did I only get 79 miles out of my 3.3 gallon tank? Could it be the excessive amount of time it takes it to warm up in the morning when it’s in the 30s? When my 3.5 mile commute takes 50 minutes? I was sure that I would get less gas mileage with my pipes and air filter but I was still hoping to get around 120 mpg.
If it is just me being out of gas, please put that in the classic Tiffany file.
I can laugh about it now but I was out of mind when I pushed that bike home. I’m still calling member services today at the AMA and letting them have it. I live in one of the most populated places where if you park your car illegally it is towed almost as soon as you walk away but they couldn’t find a truck to put my miniature motorcycle on.
I’m now going to fill her up every hour or 60 miles whichever comes first.

EPA HAS MILLIONS TIED UP WITH CONTRACTORS–
$583,875 set aside for purchases on contracts that have had ‘no activity in the last 18 months’
The Environmental Protection Agency has nearly $3 million tied up with contractors that have not done any work for the agency in a year and a half, according to a new audit.
The agency’s inspector general analyzed multiple unnecessary contracts that taxpayer dollars are still being obligated towards.
“We performed this audit to determine whether the U.S. Environmental Protection Agency (EPA) has adequate controls in place to identify and deobligate unneeded contract, purchase and miscellaneous obligations (such as training, settlement agreements, transit subsidies, and non-competitive sources—utilities); and to determine the potential dollar amount of obligations that could be deobligated,” the audit said. “An unliquidated obligation can be described as an obligation or liability that has not been outlaid, expended, or liquidated.”
“If the final payment request has been received and the obligation is fully satisfied, the obligating official should request a deobligation of any remaining funds in the agency’s financial system.
The audit identified $583,875 set aside for purchases on contracts that have had “no activity in the last 18 months,” and estimated an additional $2,962,058 could be saved through closing other contracts.
“When the EPA does not deobligate unliquidated obligations timely, the funds cannot be used for other EPA environmental activities that would benefit human health and the environment,” the inspector general said.
The inspector general said the EPA “did not adequately review or monitor outstanding obligations” on contracts. It is against agency guidelines to not restructure contracts that have had no activity for six months.
“Consequently, the EPA was unable to reprogram unneeded funds to other environmental activities that could result in benefits for human health and the environment,” the inspector general said.
Audits over the past several years have found similar problems with the EPA’s contract oversight.
In November 2014, the inspector general identified unnecessary funds totaling $4.4 million, and another audit found over $200 million meant for local drinking water improvements sitting idle.
“The report found that the EPA and the five states reviewed took many actions to reduce Drinking Water State Revolving Fund [unliquidated obligation] ULO balances, but those actions had not reduced the fund’s ULO balances to the goal of 13 percent of cumulative federal capitalized grants awarded,” the inspector general said of the audit, completed in July 2014. “As a result, $231 million of capitalization grant funds remained idle, loans were not issued, and communities were not able to implement needed drinking water improvements.”
The EPA is under fire for its handling of the water crisis in Flint, Michigan.
The inspector general recommended the agency review all of its contracts that have had no activity in a year and a half. The EPA agreed with the recommendations, and said it began using a new database last June that more effectively tracks contracts with unliquidated obligations.

LAW TIGERS ARIZONA TRIPLE REPORT— Here’s my wrap up of Arizona Bike Week.
What a weekend in the Phoenix, Arizona area this past weekend. Three great motorcycle events made it the Trifecta of motorcycle events & the Law Tigers, America’s Motorcycle Lawyers, was all over it.
Arizona Bike Week kicked off on Wed April 6th with concerts by Blackberry Smoke and Joan Jett and the Blackhearts. Thursday Warrant and Blues Traveler entertained the crowd, and Social Distortion, Ratt and Buckcherry rounded out the weekend in the Rock Yard.
One of the favorites of the Law Tigers was School of Rock Sugar Skulls in the Handlebar Saloon. The Handlebar Saloon was right in front of our booth and we loved watching these young kids perform.
We weren’t just impressed with the School of Rock, we also enjoyed the Pete Cummings Band, Tridon, Tribe, Drop Diezel, Analog Outlaws, Broken Toys, 74th. St Band and Metalhead.

BIKER LAW CONTROVERSY–
In regards to SB435, the California muffler certification program passed in 2013 that will hamper muffler mods across the nation, were you aware that ABATE of CA went Neutral on the bill?
In regards to AB51, lane splitting guidelines, ABATE of CA is supporting the bill instead of fighting it. The reason they are supporting it they are afraid if they don’t support, lane splitting may become illegal.
BOLT believes in fighting for our rights…No Compromise. Are you familiar with the 100,000 French riders who shut down France? We were proposing the same in CA…but not sure if we could even get 100 riders to protest.
As you are aware in CA lane splitting/sharing/filtering is allowed, not legal-not illegal. And the CHP are perfectly happy with this. Due to some motorcycle riders causing lane splitting problems we thought “guidelines” (instead of a law) would be a good idea. We have a BOLT member who is very (or was) close to OTS. BOLT worked on those guidelines along with AMA. ABATE was in there as well, but I believe just for show, I don’t think they did any actual work.
Guidelines were developed by the CHP, we (BOLT) endorsed them, AMA endorsed them and the OTS endorsed them. The guidelines were posted on many webpages and were being printed in the CA DMV motorcycle handbook.
On his way to work, Ken Mandler was frightened by a rider splitting lanes and he immediately attacked lane sharing and the CHP guidelines, calling them underground regulations. I did a public info request on Ken Mandler (attached). His attacked caused the CHP to pull the guidelines and for the guidelines to be removed from the motorcycle handbook..which is really really stupid.
A year later one of California’s Assembly members Quirk’s staff gets scared by a motorcycle rider and AB51 is created: https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201520160AB51
As mentioned earlier, the CHP does not really endorse this. We do have BOLT members working directly with Quirk trying to kill this bill. It doesn’t help when one of the States oldest MRO’s announces their support for the bill…just as Pavley took ABATE’s neutral stance on SB435 as support. It would seem that todays ABATE doesn’t really fight for anything.

ORLANDO TO DECRIMINALIZE POT– Orlando could decriminalize small amounts of marijuana.
ORLANDO – Orlando city council members are considering decriminalizing possession of small amounts of marijuana.
The council will consider a measure on Monday that would give police officers the option of issuing civil fines instead of making arrests for possession of 20 grams of marijuana or less.
The fines would be for $50 for first-time offenders.
Second-time offenders would face fines of $100.
Orlando joins the ranks of other municipalities in Florida that have already decriminalized small amounts of marijuana.

ANOTHER BAD LAW REPORT FROM AUSTRALIA– NSW to toughen laws on bikers
The Deputy Premier of Australia’s most populous state New South Wales, Troy Grant, has vowed to introduce tough laws aimed at cracking down on motorcycle club members in the face of an attack by the NSW Bar Association, which calls them an unprecedented attack on individual freedoms.
Bar Association president Noel Hutley SC said the proposed laws potentially endangered the liberties of tens of thousands of citizens.
But Grant counted with the now all too familiar politician’s stock in trade reply saying “he made no apology for getting tough on people engaged in serious and organised crime who dealt off the misery of others”
He said the orders could be granted only by the Supreme or District Court. Evidence had to be presented that satisfied the court that the person was involved in a serious crime related activity.
The court orders would ban a person from contacting associates, conducting certain business dealings or possessing equipment, such as a computer or mobile phone.
Grant recently warned Queensland Premier Annastacia Palaszczuk she must deliver laws that “lock up crooks” and target all bikers.
But the NSW Bar Association argues the NSW laws could deliver the potential for unwarranted interference in individuals’ liberties.
“The bill creates broad new powers which can be used to interfere in the liberty and privacy of persons, and to restrict their freedom of movement,expression, communication, and assembly,’’ Mr Hutley said.
“The powers are not subject to necessary legal constraints or appropriate and adequate judicial oversight, and in many cases basic rules of evidence are circumvented.’’
He said the laws could apply in an extraordinarily wide range of circumstances, covering most offences in the Crimes Act such as theft, housebreaking, minor firearms offences, damage to property, or other offences such as possession of a cannabis plant, tax or revenue evasion, or illegal gambling.
The bill will be debated next month in the NSW parliament.

Queensland to dump bikies anti-association laws
The Palaszczuk government pledges to also scrap the contentious Vlad laws after a review of state’s contentious anti-gang laws makes 60 recommendations
A review of Queensland’s contentious anti-gang laws has urged the Palaszczuk government to dump its key features, including a blanket ban on public gatherings of bikies.
The taskforce chaired by former judge Alan Wilson also recommended repealing the Vicious Lawless Association Disestablishment Act (Vlad), the centrepiece of the former Newman government’s 2013 legislative assault on bikie gangs, which it said had failed to “confront the threat of organised crime”.
After the release of the Wilson report on Monday, the premier, Annastacia Palaszczuk, said the government would adopt its suggestion of replacing anti-association laws – which did not net a single conviction from 42 charges – with a New South Wales-style consorting regime restricting the movements of bikies with convictions.
Anti-association provisions would also apply to convicted bikie criminals upon release from jail through “organised crime control orders”.
It would also replace the Vlad laws with a sentencing regime that would extend jail time for serious organised crime offences. These would focus on drugs, sex and paedophilia offences, fraud and money laundering, serious violence and attacks on the administration of justice.
The government’s move would end the power of police under Vlad to add up to 25 years – or less for useful informants – to jail sentences for gang crimes.
Instead, the power to apply “serious organised crime” as an aggravating factor to a crime would rest with the director of public prosecutions.
Senior police and police union representatives on the taskforce committee agreed with repealing Vlad, which gave no respite to accused who were willing but unable to give investigators useful information.
But police opposed dumping the anti-association laws, which were aimed at hitting any three bikies who met in public, went to clubhouses or recruited new members with mandatory jail time.
Palaszczuk said she believed bikie gangs were criminal organizations but made up “only a small portion of the organized crime threat”.
However, her cabinet had resolved to explore ways to make sure outlaw motorcycle gang clubhouses remained closed and of extending a ban on bikie “colors” in licensed premises to all public places.
New laws would be introduced in August and perhaps passed by the end of the year, Palaszczuk said.
The Wilson report said the taskforce’s approach to the anti-association laws “reflects the view that a person’s criminality should be determined by their conduct rather than the mere fact of their association with others”.
It said the tactic of focusing on organizations like bikie gangs had been “tried and tested across most Australia jurisdictions but which has now been shown to be unsuccessful as a strategy for combating the threat of organized crime”.
It suggested a regime to tackle organized crime that focused instead on “groups of individual criminals”.
“To truly and effectively stem the threat posed by organized crime any initiatives must offer efficiencies not only at the investigation, charge and preliminary stages of the criminal justice process … but must also be capable of withstanding the trial stage – the critical step for securing a conviction,” the report said.
The 416-page report makes 60 recommendations, which included the setting up of an independent crime statistics research body that would make the collection of data on organized crime in Queensland a priority.
It also recommends curtailing the power of the attorney general to declare bikie gangs or other groups “criminal organiations”, as well as extensive police stop-and-search powers against suspected bikies.
Laws that put specific conditions on bikies in prison, including solitary confinement, should be repealed, the taskforce said.
It urged the government to keep laws that potentially kept bikies from owning tattooing businesses, but ended the bureaucratic power to refuse licenses solely on the basis someone is suspected to be a member of a bikie gang.
The need for state government officers to refuse trade licences for suspected bikies “solely on the basis of criminal intelligence should be repealed”, the taskforce said.
It called for secret intelligence on bikies to be kept in detailed records by police and reviewed every year by the president of the Queensland Civil and Administrative Tribunal.

(Via Politico) A Florida prosecutor has decided not to prosecute Donald Trump’s campaign manager for battery after a March run-in with former Breitbart reporter Michelle Fields, sources with knowledge of the situation told POLITICO.
The decision not to press charges against Corey Lewandowski is scheduled to be announced on Thursday afternoon by Palm Beach County State Attorney David Aronberg.
[…] “If you asked people to describe a battery, this certainly wouldn’t cut it. No injury, no damage, no nothing,” said veteran Miami criminal defense lawyer David Oscar Markus, who earlier this month successfully defended former Baltimore Orioles outfielder Delmon Young in a battery case involving a Miami valet.
“Not every minor interaction needs to go to court. Time for everyone to chill out,” he said. “Jeb Bush has a better claim for battery against Trump after those debates than this reporter does against Lewandowski.”
Despite the appearance of a small incident, the Lewandowski case had big ramifications.
Fields, along with at least six other colleagues, resigned from Breitbart after the incident, saying the conservative-website known for its pro-Trump slant was not properly supporting her.
Fields was also [reportedly] forced to flee her home and at one point, Washington, D.C. because of death threats she received after several news organizations accidentally published Lewandowski’s full police report, which included Fields’ personal contact information
