Arizona Senator Rallies for Passage of the RPM Act

Since being elected to Congress in November 2020, U.S. Senator Mark Kelly (D-AZ) has proven himself to be a strong ally and defender of motorsports. Sen. Kelly is an original cosponsor of S. 2736, the Recognizing the Protection of Motorsports Act of 2021 (RPM Act), and he has championed the bill both publicly and behind the scenes. Sen. Kelly recently spoke at a Senate Environment and Public Works Committee hearing about the importance of the RPM Act and amateur racing, noting that his wife, former U.S. Representative Gabby Giffords, raced motorcycles on the track. “Racing is important to many Arizonans – and it’s a part of our state’s legacy,” he said. “The RPM Act will help provide certainty to Arizona’s amateur racers and auto mechanics from EPA regulations, which could harm their ability to enjoy the hobby of motorsport.” As a former astronaut (four missions into space) and naval aviator who flew 39 combat missions in Operation Desert Storm, Sen. Kelly understands the passion of racers and the adrenaline associated with speed lovers. SEMA Members Gather in Support of RPM Act at Washington Rally

SEMA Members Gather in Support of RPM Act at Washington Rally to Save Our Racecars! More than 100 SEMA members descended on the nation’s capital to participate in SEMA’s 2022 Washington Rally on Thursday, September 22. Industry leaders took to the halls of Congress to remind lawmakers of the cultural and economic importance of the automotive specialty-equipment industry and motorsports. During the event, SEMA members urged Congress to pass H.R. 3281/S.2736, the Recognizing the Protection of Motorsports (RPM) Act. The bipartisan bill would protect Americans’ right to modify street vehicles into dedicated racecars and the industry’s right to sell the parts that enable racers to compete. The RPM Act currently has 132 co-sponsors in the House and 33 co-sponsors in the Senate, and the number continues to grow. Members also raised awareness for other issues facing the industry, including the REPAIR Act, harmful tariffs and zero-emissions vehicle mandates. This year’s event marks the 16th time representatives from SEMA have held a fly-in on Capitol Hill. The event raises SEMA’s profile in Washington, D.C., and plays a pivotal role in the association’s advocacy efforts in Congress. Yet, there is a lot more to losing freedom than the catchy lyrics of a song. In fact, losing freedom is easier than defending and keeping it. The Motorcycle Riders Foundation takes seriously the quest to protect the freedoms that motorcyclists sometimes take for granted. A lobbying team with a never-ending presence on Capitol Hill. A definitive commitment to grassroots activism with the MRF’s annual Bikers Inside the Beltway. And the annual Meeting of the Minds – nearly forty years of bringing bikers’ rights advocates together to enhance their organizational and legislative skills. To the Motorcycle Riders Foundation, freedom is not just another word for nothing left to lose. Promoting freedom is the core of the MRF’s existence. The annual Meeting of the Minds is where freedom is mainlined. The 38th Annual Meeting of the Minds, scheduled for September 22-25 in Des Moines Iowa, will be a 3-day exercise in freedom enhancement. MRF Call To Action: anti-motorcyclist profiling resolution

Where Does Your State Rank? Last month the Motorcycle Riders Foundation released our first call to action of 2022. The call to action was related to H. Res 366, the anti-motorcyclist profiling resolution in the House of Representatives. Since its release, over 1,600 bikers have taken a moment to click a few buttons and have their voice heard. One great part about this call to action is that if your lawmaker has already been supportive of the resolution, they get a thank you email. While if your member of congress has yet to act, it explains the issues and asks for support. We’ve seen great results from this effort. Since the beginning of February, 26 new representatives have signed on as cosponsors! If there is one thing we know about bikers, they are a competitive bunch. So, to inspire even more engagement, here’s a list of the top 5 states who’ve taken the time to answer the call. 1. Wisconsin – 176 2. Michigan 155 3. New York 136 4. Texas – 124 5. Please support Antiprofiling House Resolution 366 Call-to-Action to support Motorcycle Riders Members of the House of Representatives left D.C. last week for two weeks of recess. While they are away their staff members are sorting through constituent mail and reviewing legislative priorities. Now is a great time to contact those congressional offices and have your voice heard! H. Res 366 is a resolution focused on the profiling of bikers and it needs public support from all Members of Congress. Click on the link below and you will be sent to a site that sends a letter to your Representative based on your zip code. If your Representative has already signed on, your message will be a thank you note and ask them to push for a full vote on the House floor. If your elected official hasn’t signed on, the message will ask for them to cosponsor H. Res 366 and go on record supporting bikers. So far this year over 70 Representatives have cosponsored the resolution, but that is just half of where we were in 2020. Let’s make sure the politicians in Washington, D.C. hear from bikers and act. ABATE of Michigan Annual Seminar

This weekend, ABATE of Michigan hosted its annual seminar in Saginaw, Michigan. In attendance were two longtime legislative champions for motorcyclist rights. Current Congressman, Tim Walberg and former Congressman Jim Barcia, joined the event. Congressman Walberg is the Co-Chair of the House Motorcycle Caucus and a leading advocate for motorcyclist rights in Congress. Representative Walberg has championed a number of issues bikers care about, including work against the profiling of bikers and the need to ensure autonomous vehicles can recognize and react to motorcyclists. Former Congressman Jim Barcia of Michigan fought against federal helmet blackmail efforts in the 1990’s. Along with Congressman Petri of Wisconsin and others, Representative Barcia defeated federal regulations that established a penalty, whereby a certain percentage of a state’s highway funds were shifted to safety programs if the state did not have a universal helmet law. This regulation effectively blackmailed states into enacting helmet laws by holding federal funds hostage. Working hand in hand with the Motorcycle Riders Foundation lobbyist at the time, Wayne Curtain, Congress changed the law and freed states to make helmet law determinations without federal government interference. It’s great to see past and current leaders in the motorcyclists rights movement taking the time to attend seminars like this. MRF update: Highway Bill Passes – a Year Late

November 5, 2021 Highway Bill Passes… a Year Late After a 13-month delay and enactment of three separate extensions, Congress finally passed a surface transportation reauthorization bill. This bill, sometimes called the highway bill or the infrastructure bill, has been a hotly debated topic in D.C. for several years. Once signed by the President, the bill will reauthorize many highway programs, provide funding for road and bridge construction and replace the previous highway bill passed in 2015, known as the FAST Act. Just a week ago, Congress gave itself a third extension running into December. Yet election victories by Republican candidates, especially a win by the GOP in the Virginia governor’s race, seems to have spooked Democrats, and motivated passage of a bill that has been awaiting a vote since the summer. For the last two years, the House of Representatives and Senate have battled over transportation priorities and funding levels. In both 2020 and 2021, the House of Representatives passed versions of their highway bill, only to be rebuffed by the Senate. Under pressure from President Biden, the Senate finally acted, passing in August a $1.2 trillion infrastructure bill. This action by the Senate, effectively forced the House to accept the Senate version of the bill or continue to pass short term extensions of current law. However, pressure from the left wing of the Democratic party delayed a vote on the Senate’s infrastructure bill until an unconnected piece of legislation, referred to as the “human infrastructure bill,” was agreed to. That bill, called “Build Back Better,” had an original price tag of $3.5 trillion and effectively held the infrastructure bill hostage. After months of debate, and Tuesday’s election results, House Democrats agreed to vote on a smaller Build Back Better bill later in the month, opening the door to

Congress extends deadline for highway funding – 3rd time in 13 months

October 28th, 2021 Same Old Story… For the 3rd time in 13 months, Congress will extend the deadline to reauthorize highway funding programs. The original deadline of September 30, 2020 was extended for a full year last fall. Last month, Congress kicked the can down the road, giving itself a 1-month extension that expires on October 31st. Facing yet another self-imposed deadline, Thursday night, Congress gave itself ANOTHER extension, this time running through December 3rd, 2021. President Biden now must sign the bill before the first of November to avoid a lapse in funding. Over 3,700 employees in the Federal Highway Administration and Federal Transit Administration would be furloughed without these stop gap funding extensions. Passage of a long-term infrastructure and highway bill remains blocked because of an inter-party fight between progressive and moderate Democrats on a host of issues. The Motorcycle Riders Foundation (MRF) believes long term and stable funding for our nation’s transportation and infrastructure programs should not be continually deferred. The MRF remains committed to seeking long term solutions that advance the priorities of the nearly 10 million bikers in this country.
