Troublesome news for motorcyclist community in Europe

Threats from Europe The last few months have seen troublesome news for the motorcyclist community in Europe. Yesterday, the website motorious.com reported on a new threat to motorcyclists in Paris, France. Officials there are taking aim at motorcycles and using sound pollution as the justification. According to the report, “Paris authorities have been experimenting with sound radars as a way to fight excessive noise pollution in the city. Such devices allow police to pinpoint which motorcycle is emitting more decibels than is allowed, then fine the rider.” This news for Paris comes on the heels of a Politico report late last year, that the European Commission has plans to dramatically change emission requirements on vehicles. While motorcycles were not included in the initial blueprint, fears are high in Europe. A ban on internal combustion engines “Would be a disaster,” said Michael Lenzen of the German Motorcyclists’ Association. Don’t forget that in 2020, the Federation of European Motorcyclists’ Associations (FEMA), issued a warning about end-of-life vehicle directives. Such a policy would require the collection and destruction of motorcycles that have come to the end of their life. At the time, Wim Taal, FEMA’s communications officer said, “Inclusion of motorcycles in the scope of the directive could also mean a serious threat to historical motorcycles. These bikes are especially dependent upon available and affordable original spare parts to keep them in working order. ABATE of Michigan Annual Seminar

This weekend, ABATE of Michigan hosted its annual seminar in Saginaw, Michigan. In attendance were two longtime legislative champions for motorcyclist rights. Current Congressman, Tim Walberg and former Congressman Jim Barcia, joined the event. Congressman Walberg is the Co-Chair of the House Motorcycle Caucus and a leading advocate for motorcyclist rights in Congress. Representative Walberg has championed a number of issues bikers care about, including work against the profiling of bikers and the need to ensure autonomous vehicles can recognize and react to motorcyclists. Former Congressman Jim Barcia of Michigan fought against federal helmet blackmail efforts in the 1990’s. Along with Congressman Petri of Wisconsin and others, Representative Barcia defeated federal regulations that established a penalty, whereby a certain percentage of a state’s highway funds were shifted to safety programs if the state did not have a universal helmet law. This regulation effectively blackmailed states into enacting helmet laws by holding federal funds hostage. Working hand in hand with the Motorcycle Riders Foundation lobbyist at the time, Wayne Curtain, Congress changed the law and freed states to make helmet law determinations without federal government interference. It’s great to see past and current leaders in the motorcyclists rights movement taking the time to attend seminars like this. But before you blast the California Highway Patrol with emails listing all the reasons why that congestion-cutting biker should be given a ticket and told to stay in his lane, there are some things you should know. First, not only is lane sharing or lane splitting legal in California but the CHP wrote the safety guidelines as instructed in AB51, which was approved by Gov. Jerry Brown in 2016. In fact, although lane sharing occurs in other states, California is the only place where the practice has been made legal. But why? Well, one reason is that lane sharing has been going on in California ever since motorcycles have been on the freeway, so it was important to set some ground rules, CHP Motorcycle Officer Brian O’Toole said. The second, and maybe more interesting reason, is that it makes time spent on the freeway shorter, not only for motorcyclists but for us four-wheel motorists as well. “As motorcycles are moving through, splitting the lanes … that’s one less vehicle occupying that lane,” CHP Motorcycle Officer Brian O’Toole said. “It’s saving the average motorist in a car time … If we were to all of a sudden not allow lane splitting anymore, that’s a motorcycle sitting in the lane ahead of them,” O’Toole said. MRF update: Highway Bill Passes – a Year Late

November 5, 2021 Highway Bill Passes… a Year Late After a 13-month delay and enactment of three separate extensions, Congress finally passed a surface transportation reauthorization bill. This bill, sometimes called the highway bill or the infrastructure bill, has been a hotly debated topic in D.C. for several years. Once signed by the President, the bill will reauthorize many highway programs, provide funding for road and bridge construction and replace the previous highway bill passed in 2015, known as the FAST Act. Just a week ago, Congress gave itself a third extension running into December. Yet election victories by Republican candidates, especially a win by the GOP in the Virginia governor’s race, seems to have spooked Democrats, and motivated passage of a bill that has been awaiting a vote since the summer. For the last two years, the House of Representatives and Senate have battled over transportation priorities and funding levels. In both 2020 and 2021, the House of Representatives passed versions of their highway bill, only to be rebuffed by the Senate. Under pressure from President Biden, the Senate finally acted, passing in August a $1.2 trillion infrastructure bill. This action by the Senate, effectively forced the House to accept the Senate version of the bill or continue to pass short term extensions of current law. However, pressure from the left wing of the Democratic party delayed a vote on the Senate’s infrastructure bill until an unconnected piece of legislation, referred to as the “human infrastructure bill,” was agreed to. That bill, called “Build Back Better,” had an original price tag of $3.5 trillion and effectively held the infrastructure bill hostage. Congress extends deadline for highway funding – 3rd time in 13 months

October 28th, 2021 Same Old Story… For the 3rd time in 13 months, Congress will extend the deadline to reauthorize highway funding programs. The original deadline of September 30, 2020 was extended for a full year last fall. Last month, Congress kicked the can down the road, giving itself a 1-month extension that expires on October 31st. Facing yet another self-imposed deadline, Thursday night, Congress gave itself ANOTHER extension, this time running through December 3rd, 2021. President Biden now must sign the bill before the first of November to avoid a lapse in funding. Over 3,700 employees in the Federal Highway Administration and Federal Transit Administration would be furloughed without these stop gap funding extensions. Passage of a long-term infrastructure and highway bill remains blocked because of an inter-party fight between progressive and moderate Democrats on a host of issues. The Motorcycle Riders Foundation (MRF) believes long term and stable funding for our nation’s transportation and infrastructure programs should not be continually deferred. MRF Update: Fatality Analysis Reporting System (FARS)

Earlier this month, the U.S. Department of Transportation released an interactive website with data from the Fatality Analysis Reporting System (FARS). FARS, which became operational in 1975, containing data on a census of fatal traffic crashes within the 50 States, the District of Columbia, and Puerto Rico. To be included in FARS, a crash must involve a motor vehicle traveling on a traffic way customarily open to the public and must result in the death of a vehicle occupant or a nonoccupant within 30 days of the crash. Fatal crash data for motorcyclists and passengers from the years 2010 to 2019 is included on this website. Users of the website can sort the information on fatalities by a variety of categories, including: State where the crash took place Crash Characteristics Environmental Characteristics Month of Crash Time of Crash Helmet Usage Alcohol Usage Age and Sex of Victims Weather Conditions Single Vehicle v Multi Vehicle While this information can be useful in understanding when, why and where crashes are taking place, it’s important to note that this data includes not just traditional motorcycles but also mopeds, scooters, minibikes, and pocket bikes. Highway Bill Unveiled for 2021

Last week, the U.S. House of Representatives Committee on Transportation and Infrastructure unveiled its 2021 highway bill, titled the Investing in a New Vision for the Environment and Surface Transportation (INVEST) in American Act. As you may remember, every five years Congress is required to reauthorize many of the highway related spending bills it passes. The current highway bill, known as the FAST Act, was given a one-year extension last year and is set to expire in September of 2021. The bill introduced Friday is a key component of the major infrastructure spending push the Biden Administration has made a top priority. For the last two years, the Motorcycle Riders Foundation and its members have diligently educated and lobbied lawmakers about the need to include motorcyclist specific priorities in a new highway bill. These grassroots efforts were given a boost with the inclusion of three major motorcyclist specific items in the bill. The Democrat lead bill includes the following provisions in its nearly 1,300 pages of text: Expanded prohibition on motorcycle only check points, including prohibiting using the clothing or apparel of riders or their passengers to profile or target bikers. Reestablishment of the Motorcyclist Advisory Council, which gives bikers a voice within the Federal Highway Administration. Included in the bill, a seat on the council is specifically designated for a “representative of a national motorcycle foundation.” Inclusion of motorcycles as a specific category that autonomous vehicle studies must account for during the testing of this new technology. Additionally, a motorcyclist rights organization is assigned a seat on an autonomous vehicle working group at the U.S. Department of Transportation. Motorcycle gang donates RM25k to Kelantanese dad with special needs kids

In a Facebook post, Geng Motorsport member Aresif Pok Are shared how the group collected donations totalling RM25,140 for Mohd Zain Abdullah, whose three children are living with cerebral palsy. Mohd Zain gave up his job to look after them after his wife passed away from breast cancer in 2016, Berita Harian reported. When he returned to work, the Kelantanese father-of-seven could only take up a job as a carpenter near his house as he needed to commute back home frequently to attend to his children’s needs. Mohd Zain’s 21-year-old son also had to put off work to help care for his younger siblings who require assistance with everyday tasks such as bathing and eating. The family’s story of hardship caught the attention of Geng Motorsport after it made the rounds on social media and WhatsApp groups. Made up of motorcycle clubs from Kelantan and Terengganu, the Geng Motorsport members banded together to ride to Mohd Zain’s residence in Kampung Kok Keli to present him with a monetary gift to ease his burdens. The group’s spokesperson Ardy Datok Agos added that it was the biggest donation the group has ever collected throughout their history of charitable deeds, according to KitaReporters. Aresif said they continued to receive financial aid for Mohd Zain even up until the last minute. “Thank you to everyone who donated, even up until the last second there were still people who wanted to contribute. “The struggles faced by Mohd Zain truly touched our hearts and we pray that he remains strong and under God’s care always,” wrote Aresif.
