E15 Changes In The Midwest Last week the U.S. Environmental Protection Agency (EPA) announced a policy change related to gasoline with 15% ethanol (E15). In 2025 this new policy will allow gas stations in eight Midwestern states to sell E15 fuel year-round. Current policy prohibits E15 sales between June 1st and September 15th because of concerns that it adds to smog on hot days. In 2022 and 2023 the EPA announced emergency waivers that allowed for summertime E15 sales, citing market disruptions, including the war in Ukraine. This move by the EPA will make those temporary changes permanent in the selected eight states. The rule, which takes effect in April 2025, will apply in Illinois, Iowa, Minnesota, Missouri, Nebraska, Ohio, South Dakota and Wisconsin. This decision comes after governors and farm groups in these eight states requested that the federal government change this policy. This modification is a prime opportunity to remind everyone to be mindful of the fuel that you use. Verify that the fuel you are using in your bike is compatible with manufacturers’ guidelines. Royal Enfield unveils Classic 350 Flex Fuel motorcycle

– Classic 350 with flex-fuel blend unveiled – Gets green and red paint scheme – Likely to be launched in 2025 Royal Enfield has unveiled a flex-fuel version of its most successful motorcycle – the Classic 350. This bike was unveiled at the ongoing 2024 Bharat Mobility Expo. Flex Fuel Classic 350 can run with a blend of petrol and ethanol. However, the exact percentage of ethanol blending has not been mentioned. Currently, most petrol pumps across the country have 10 per cent ethanol blended in their petrol tanks. The government has plans to take the ethanol blend to 25% by 2025.

EPA to Allow Summer Sales of E15

Friday, the Biden Administration issued an emergency waiver allowing for the sale of E15 from June 1st to September 15th. Restrictions on fuel volatility have limited the sale of E15 to the months outside of summer. This move by the Biden Administration is an attempt to appease lawmakers from corn producing states, who for years have lobbied for year-round use of the fuel. EPA to Expand E15 Ethanol Fuel Sales into Summer

Following long-fought debate, the Biden Administration announced that the U.S. Environmental Protection Agency (EPA) will issue a temporary waiver to allow for the summertime sale of gasoline with up to 15% ethanol (E15) to help address high fuel costs. Currently, E15 cannot be sold between June 1 and September 15 due to fuel-volatility concerns that higher blends of ethanol combined with warmer temperatures may lead to increased ground-level ozone formation and smog. The agency will review the waiver every 20 days to determine if remaining in place is justified. Summertime sales of E15 has been a hot-button issue for years. The Biden Administration says this latest decision is based on its authority to pursue a temporary emergency action. Ethanol, especially in higher concentrations such as E15, can cause metal corrosion and dissolve certain plastics and rubbers in older automobiles that were not constructed with ethanol-resistant materials and in certain specialty high-performance equipment installed on newer vehicles. MRF Update: Paving the Way & Rolling Toward Washington, D.C.

BIKERS INSIDE THE BELTWAY ! THE VOICE OF BIKERS IN WASHINGTON ! The groundwork to pave the metaphorical roads to Washington D.C. and Capitol Hill took time and commitments from freedom loving motorcyclists from throughout the country. Individual attendance to Bikers Inside the Beltway, less than a month away, makes a difference in accomplishing our legislative goals. Yes, the Motorcycle Riders Foundation is rolling toward Washington. Yes, since 2009 the MRF has hosted Bikers Inside the Beltway, a grassroots tradition orchestrated by SMROs that began with just as much determination but without a name in 1989. The MRF has brought over a thousand motorcyclists to Washington to meet with their members of Congress with the sole mission of promoting a legislative agenda that continues to successfully become law on behalf of all street riding motorcyclists. Those visits are effective. Members of Congress know that it is not easy for constituents to make the trip to Washington, D.C. And when constituents from a well-known organization such as the Motorcycle Riders Foundation venture to Washington to meet with their congressional delegation, members of Congress tend to listen. Your personal visit to Congress does make a difference. Co-sponsors on legislation the MRF supported rose over 20 percent during Bikers Inside the Beltway in 2021. Numbers make a difference. Currently, there almost ninety co-sponsors on H. Res 366 – an anti-profiling resolution. By joining other freedom loving motorcyclists, you can help increase those co-sponsors so that those numbers make an even greater difference. MRF update: Highway Bill Passes – a Year Late

November 5, 2021 Highway Bill Passes… a Year Late After a 13-month delay and enactment of three separate extensions, Congress finally passed a surface transportation reauthorization bill. This bill, sometimes called the highway bill or the infrastructure bill, has been a hotly debated topic in D.C. for several years. Once signed by the President, the bill will reauthorize many highway programs, provide funding for road and bridge construction and replace the previous highway bill passed in 2015, known as the FAST Act. Just a week ago, Congress gave itself a third extension running into December. Yet election victories by Republican candidates, especially a win by the GOP in the Virginia governor’s race, seems to have spooked Democrats, and motivated passage of a bill that has been awaiting a vote since the summer. For the last two years, the House of Representatives and Senate have battled over transportation priorities and funding levels. In both 2020 and 2021, the House of Representatives passed versions of their highway bill, only to be rebuffed by the Senate. Under pressure from President Biden, the Senate finally acted, passing in August a $1.2 trillion infrastructure bill. This action by the Senate, effectively forced the House to accept the Senate version of the bill or continue to pass short term extensions of current law. However, pressure from the left wing of the Democratic party delayed a vote on the Senate’s infrastructure bill until an unconnected piece of legislation, referred to as the “human infrastructure bill,” was agreed to. That bill, called “Build Back Better,” had an original price tag of $3.5 trillion and effectively held the infrastructure bill hostage. Ethanol in the Courts and in Congress

In the last few weeks, the ethanol industry has suffered two major court case defeats. Earlier this month, the D.C. Court of Appeals struck down the Environmental Protection Agency (EPA) rule allowing for year-round sales of E15. In May 2019 the EPA issued a rule change ending a summer ban on the sale of E15 blend. Provisions of the Clean Air Act have prohibited the sale of certain fuels with a higher volatility from June 1 through Sept. 15, including E15. The court ruled that Congress did not intend to allow ethanol blends higher than 10% to be sold year-round and that the EPA overstepped its authority by implementing the change. Not surprisingly, in response to the court ruling, a bipartisan group of lawmakers from major corn producing states introduced a bill Wednesday that aims to allow the year-round sale of gasoline containing 15 percent ethanol. U.S. Senators Amy Klobuchar (D-MN) and Deb Fischer (R-NE) and U.S. Representatives Angie Craig (D-MN) and Adrian Smith (R-NE) introduced bipartisan bills to permit the year-round sale of E15. The bill was cosponsored in the Senate by Tammy Baldwin (D-WI), Tammy Duckworth (D-IL), Dick Durbin (D-IL), Joni Ernst (R-IA), Chuck Grassley (R-IA), Roger Marshall (R-KS), Jerry Moran (R-KS), Mike Rounds (R-SD), Tina Smith (D-MN) and John Thune (R-SD). In the House Representatives, Cindy Axne (D-IA), Rodney Davis (R-IL), Dusty Johnson (R- SD) and Mark Pocan (D-WI) were all original cosponsors of the bill. This legislation faces a tough road ahead in Congress with a diverse set of stakeholders and lawmakers opposed to increased ethanol mandates.
